Contractor will provide services, equipment, material and minor construction services to improve the capability of U.S. and partner nation agency organizations and endeavors to detect, deter, disrupt, degrade and defeat national security threats posed by illegal drugs, trafficking, piracy, transnational organized crime, threat finance networks, and any potential nexus among these activities. Work will be performed within the Continental United States, to include Alaska and Hawaii, and outside the U.S., and is expected to be complete by Jan. 28, 2025. This award is the result of a competitive acquisition with 16 offers received. Fiscal year 2016 operation and maintenance funds in the amount of $50,000 for each offeror are being obligated at the time of award to satisfy the minimum guarantee. As a result of the Q&As, an amendment is required. Amendment 0001 and the updated attachments (PWS and Table B-1) are forthcoming. To ease the review of the Amendment the Government will be highlighting all of the changes.
Additional Q&As are also forthcoming. All questions for this RFP shall be submitted by 15 March 2015 as stated in the CO Letter posted on 24 February 2015.

Registration for the Pre-Proposal Conference will begin once the FINAL RFP is released. The FINAL RFP will have the finalized date, time, and location for the Pre-Proposal conference.
Do not submit any requests to attend the Pre-Proposal Conference until the FINAL RFP is released.

This acquisition is one of four multiple award indefinite delivery, indefinite quantity (MA ID/IQ) vehicles supporting Counter Narcotics (CN) efforts worldwide and administered by either the Army Contracting Command - Redstone Arsenal, U.S. Army Space and Missile Defense Command/Army Forces Strategic Command Contracting and Acquisition Management Office (ACC-RSA USASMDC/ARSTRAT CAMO, or CAMO) or the Air Force (AF) Air Combat Command Acquisition Management and Integration Center (ACC AMIC) Counter Narcotics and Global Threats Division (CN>). The scope of these MA ID/IQ contracts is unique to each ID/IQ requirement; however, there may be some areas of unavoidable overlap based on the nature of underlying Task Order (T/O) requirements.
FA4890-14-R-0023 is for CN> Operations and Logistics Support Services.
THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY. The Government is seeking industry input from all sources at this time to determine what resources are available and if there are capable small businesses for a Total Small Business set-aside or a Pool for Small Businesses. Interested Small Business concerns are highly encouraged to respond to this request. The applicable North American Industry Classification System (NAICS) for this requirement is 541210 with a size standard of $35.5M. Interested parties must be registered under NAICS 541210 in SAM (System for Award Management) at www.sam.gov.

Other Information:
1) The Government expects to have the Labor categories/descriptions out this week for Industry input.
2) The scenarios have been included in the updated DRAFT RFP. The Government may alter how much of the scenario that offerors will propose on.
3) The labor rates proposed in the pricing are the offeror's CONUS hour and daily rates. At the T/O Level, the DoS differentials will be applied specific to the location.
4) The Government expects to have the PWS Appendix D (T/O Process) out this week for Industry input.
Government Questions to Industry:
1) With the responses from Industry Day, the Government is thinking of having the Small Business Subcontracting requirement between35-40%. Is this a realistic number?
2) How many pages do you recommend for your technical proposal? How many pages do you recommend for the scenarios?
3) What are your thoughts on the scenarios provided? Please provide input on the posted scenarios.
Reminders:
1) Please submit questions to the org box. Official Government answers will only be given to the questions submitted.
2) For those companies that plan to propose on both, please be aware of the differences in the solicitation (scenarios, past performance relevancy, labor categories/descriptions and associated pricing information).

Added: Aug 27, 2014 7:14 pm The Industry Day Attendees List and one-on-one schedule has been posted. Instead of holding one-on-ones on the 8-10 September 2014 we decided to have concurrent one-on-one sessions on 3-5 September 2014. The schedule includes the date, time, and location. All one-on-ones will be at ACC AMIC (11817 Canon Blvd, Newport News, VA). If you need to cancel a one-on-one please let us know immediately.
