General Information Location The site for this facility is located within the existing UN facility in Dushanbe, Tajikistan. Within this UN facility, the site is to be located in the area already dedicated for DCA Training. The proposed facility will be located at the back of the site on the entry side with the long side of the structure parallel to the existing perimeter wall. The proposed facility will be located immediately west of an existing dog nursery.

The site is located on main town road at the entrance to Dushanbe, Tajikistan. DCA owns 30x33 meters land area for construction.

Project Description The project consists of the design and construction of one (1) new Drug Control Agency (DCA) Vetted Unit Compound to support DCA functions. DCA Vetted Unit compound will consist of:

· Constructing an approximately 1,024 square meter two‐story multipurpose building

· Constructing a guard shack at the entrance to the site

· Providing and installing the outfitting and furnishing Supporting work includes:

· Installing a chain linked fence to create a separate fenced in facility within the larger facility

· Installing a gate in the opening in the existing perimeter wall for access to the street

· Preparing the site and laying new pavement parking areas

· Connecting to existing utilities The project involves the site investigation, survey, design, construction and outfitting of a “Turn Key” project. These plans shall be developed to correspond with and satisfy requirements of Tajikistan Government (GoT, Govt. of Tajikistan) DCA agency.

The contractor shall develop their own technical approach to meet the PWS requirements and provide best value within $2 million construction threshold limit.

PROGRAM AND OPERATIONS SUPPORT Page 1 Mission Requirements The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narco-terrorist activities and organizations. This task effort will support the U.S. Counter-narcoterrorism global strategy.

Contract References This T/O PWS establishes the requirements for the contractor to provide support under the PWS for DOD Counter Narcoterrorism Technology Program Office Program and Operations Support, 12 Feb 2007, W911M-07-D-0006, hereafter referred to as the Basic Contract (BC), task area(s) of:

Site Visit The Contractor shall visit and become familiar with the site visit prior to proposing on this project.

The DCA Vetted Unit building is going to resemble the Dog Training Facility building adjacent to this site. Contractor shall closely examine that facility. The layouts for the Men’s and Women’s bathrooms are to be used in the floor plan of the DCA Vetted Unit Building. Contractor shall visit the Dog Training Facility to become familiar with the layout of these bathrooms.

In addition, it is recommended that the contractor meet with local and regional government authorities to determine what information and design documents need to be submitted in order to obtain a building permit.

It has been reported that there is, however, a recently constructed buried water/sewer line that cuts diagonally across the proposed building site. These lines will have to be relocated and the contractor should obtain any “as-built” drawings that are available.

An existing medium voltage overhead line will need to be demolition and an alternate route needs to be installed. It is reported that there is a transformer on the north pole that the contractor will have to disconnect to remove the wire. It is anticipated that three new poles will be needed to reroute this line. Install the wire connecting Existing transformer is oil type which steps down from 6kV to 0.4 kV, three phase and capacity is 63 kVA. 63 kVA is not enough to support the additional load from this facility. A new transformer needs to be installed with the capacity of the new vetted unit with 20% future load plus 63 kVA for existing facility. The new transformer is to be installed without disrupting electrical service during business hours. While on site, contractor should obtain information on electrical use at the existing facilities to confirm the transformer sizing and provide calculations in site reconnaissance report.

Public Disclosure The Contractor shall make no public announcements or disclosures relative to information contained or developed in this contract, except as authorized by the ACC AMIC POC.

Safety The contractor shall conduct all work effort in a safe manner, abiding by all OSHA safety requirements.

Regulatory Issues Building Codes The Contractor’s design shall meet or exceed the current local standards. If no local standards have been adopted, the current International Building Code (IBC) will apply.

US Embassy Assistance US Embassy assistance in order to comply with the PWS requirements is not to be assumed beyond coordination with the GoT and documents requiring USG signatures. The Contractor is not to burden the US Embassy with facilitating the execution of the Task Order (TO).

Use of Local Manpower and Materials Contractor shall attempt to maximize its use of local manpower and materials.

Site Reconnaissance Requirements Project Site Contractor shall visit the site to familiarize themselves with the site and the site conditions. While on site, the contractor shall meet with any site managers, civil engineering technicians and other individuals who might have pertinent knowledge of the site. Contractor is also responsible for obtaining the necessary information on location of all tie-ins needed for all utilities and how to access these tie-in locations.

Contractor will determine the horizontal and vertical controls to be used for the project. It is preferable to tie any surveys to the Tajikistan national coordinate system.

Contractor shall obtain any and all information from the local officials concerning the site, site plan approval procedures, building code review timelines and local inspection procedures. Contractor shall obtain information from the utility owners to determine if the utilities that they are planning to tie-into have the necessary capacity or what is needed to achieve the necessary capacity. Contractor to obtain pressure tests for the domestic water line in the vicinity of the site.

It has been reported that there is, however, a recently constructed buried water/sewer line that cuts diagonally across the proposed building site. These lines will have to be relocated.

Contractor shall meet with electrical utility company to determine if the transformer is sufficient for new site. If it is not sufficient, obtain what improvements will be need and the cost of those improvements to provide and install a new transformer with accessories and if required, replace existing transmission lines with appropriate size wires.

Surrounding Area While on site the Contractor shall familiarize themselves with the UN facility and meet with any facility managers so that they know the how the site is to be accessed and any particular rules for accessing the site. Contractor shall also familiarize themselves with the region and the resources available in the region.

The DCA Vetted Unit building is going to resemble the Dog Training Facility building adjacent to this site. Contractor shall closely examine that facility.

Site Photographs Site Photographs shall be taken during the site visit which will document the condition of the site. Photographs of the site shall be included in the Site Reconnaissance and Analysis Report.

Design Requirements The Contractor shall be responsible for the technical accuracy, safety, and coordination of all designs, drawings, specifications and other non-construction services furnished by the Contractor. The Contractor shall ensure that the project is designed by approved persons with the appropriate registrations, certifications, and/or licenses when required. The Contractor shall ensure that plans, specifications and other project information are complete upon presentation to the US Government. Written specifications are not required for this project and maybe incorporated into the design drawings.

Where possible and cost effective, use cost reducing, renewable energy solutions (e.g. water efficient faucets, solar energy panels, wind energy, energy-saver lighting).

The Contractor shall ensure that alternative materials and methods of construction which are not specified by the building code are listed by an approved IBC standard and approved by the GOT building official prior to submitting to the USG for review and approval. After approval by the GOT, submitted for COR/CO review and approval The Contractor shall ensure that estimated project valuations are consistent with industry norms and provide written documentation for variation for said industry norms with detail explain the Contractors purpose for their technical approach.

The Contractor shall ensure that the required approved plans and specifications are available when required, by the GOT and/or USG.

Site Surveying Typical survey to include but not limited to metes and bounds, topography, etc. Horizontal and vertical control shall be tied-in to the Tajikistan national geodetic survey system. A minimum of two construction horizontal and vertical control monuments shall be placed at locations that will survive project construction. Each control monument shall be referenced to at least three durable physical objects from 6 m to 30 m away from the monument with measurements to the nearest 30 mm. Durable physical objects could include trees, poles, fence posts, station marks in new roadway pavement, or metal fence posts.

Soil Testing The Contractor will obtain the appropriate soils tests required for the building and flexible asphalt pavement construction. If a septic tank is used for sewage disposal, than the appropriate percolation tests on the soil will also be performed.

Site Design The objectives of the civil design will be to ensure the proposed site plan will meet the applicable national and local guidelines and standards for security/anti‐terrorism setbacks. The civil site design will take into account applicable environmental constraints and requirements.

The design shall provide the necessary asphalt paved vehicular access and parking areas. The design shall also provide concrete sidewalks extending from building and along the boundary wall. The width of pavements shall not be less than 1 meter and thickness of pavement shall not be thicker than 0.1 meter.

The contractor shall be responsible for the design and layout of the water, sanitation site drainage, erosion control, site security and site lighting for this site. Site security shall include gated vehicular and pedestrian access to the sites.

Building Design The proposed facility will have two floors, based on the size of footprint needed to capture all required interior functions, and due to the limited size of the site.

Electrical Design Ground resistance shall not exceed 5 ohms. To achieve ground resistance of 5 ohms or lower, provide additional ground rods.

Mechanical Design The Contractor shall ensure that supply, return, outside air, and environmental exhaust air is provided and the installation of exhaust systems comply with GoT codes or the most recently released version IBC code requirements if GoT codes do not exist, for coal produced energy/heat. Ensure that proper mechanical ventilation is provided where required.

Facities Requirements Division 1-General Requirements If any conflicts arise, the Contractor shall contact the Contracting Officer/COR/TM for guidance within two (2) business days to inform of delays or non-compliance of the requirements.

Contractor is encouraged to use local suppliers and subcontractors whenever possible.

Work Restrictions Coordinate access to the site with the US Embassy during the proposal phase and until the project kickoff meeting. Additional information on access to the site during construction will be provided at the kickoff meeting.

Administrative Requirements Project Management and Coordination The Contractor shall demonstrate active and on on-site Construction management/supervision in the form of a site manager who shall be available to provide on-site management and supervision. Failure to do so will be considered as a failure to comply with the PWS requirements by the Contractor.

Design/Build Contractor shall verify final electrical loads with user and coordinate requirements with the local electricity authority.

Construction Project Documentation The Contractor shall be required to prepare, and keep accurate and up to date all necessary working (on-site) drawings for building construction, site construction and utilities. The drawings shall include but not be limited to: accurate and current details for floor plan drawings, elevation drawings, mechanical drawings, plumbing drawings, electrical drawings, structural drawings, civil drawings. . A copy of an accurately updated construction plan shall be maintained on the work-site for review by GoT code enforcement officials and USG compliance oversight personnel. Failure to do so will be considered as a failure to comply with the PWS requirements by the Contractor.

Submittal Procedures The contractor shall submit catalog cuts for all fixtures and furnishings to be reviewed by the CO/COR/TM for approval. The CO/COR/TM will have seven days upon receipt of the submittal to return it to contractor for approval. Electronic submittals of catalog cuts in adobe portable document format (PDF) are preferred.

During the design phase of this project, the contractor will have submitted catalog cuts on all furnishings. If during construction, the contractor decides to make some changes to the previous submittals, they shall resubmit new catalog cuts.

Contractor to submit results of any field or laboratory tests performed. Any shop drawings required to ensure quality and prevent contract discrepancies shall also be reviewed by the contractor and submitted to the CO for informational purposes.

Quality Requirements Regulatory Requirements The Contractor shall deliver all equipment into Tajikistan. .The Contractor shall be responsible for all licensing, export, taxes, custom fees, ITAR requirements, and shipping requirements (including assisting the Government in obtaining end use certificates).

All applicable local regulations and codes with respect to upgrades and new facilities must be complied with.

Quality Assurance All equipment shall be new (see FAR 52.211-5).

The Contractor shall ensure the manufacturers’ installation instructions have been followed for the correct installation of OEM procured equipment.

Contractor shall ensure that all manufacturers, suppliers, fabricators, installers and testing and inspection agencies are qualified in the service and the products that are performed or supplied for this project.

Contractor is responsible for obtaining and reviewing shop drawings from fabricators. A cop of the shop drawing will be delivered to the CO for informational purposes.

Quality Control The contractor shall implement a comprehensive high-level Quality Management System (QMS) compliant with current ISO 9001 standard.

Concrete Material quality submittal and Test Documents (CDRL A00F) The Contractor is to provide proof that a 7-day break was completed and the results. Later, the same report shall be updated and resubmit with the 28-day test results. Concrete test report to provide documentation that random samples of fresh concrete have been taken as required in the project specifications and ASTM C172, and that a prescribed series of tests has been conducted in accordance with ASTM C31 and C39. Concrete break test cylinders are required for each day of the pours.

Contractor shall perform and provide results to COR/TM, Concrete Slump Testing in accordance with ASTM C143 / C143M. This test method is not considered applicable to non-plastic and non-cohesive concrete. The values stated in either SI units or inch-pound units are to be regarded separately as standard. Within the text, the SI units are shown in brackets. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard.

Professional Oversight during Construction Design team to provide construction administration oversight services. At a minimum, on a monthly basis the design team shall inspect the site and review the work that has been done on the site. The design team will review the Contractor’s application and certificate for payment to ensure the work performed and completed is correct and that the work has the right scheduled value. The Architect’s will sign the certificate of payment and the certificate shall be submitted along with the contractor’s monthly report.

Temporary Facilities The contractor shall work with the utility provider to arrange to have temporary electricity run to the site in sufficient quantity to support the necessary construction.

The contractor shall provide a field office and sanitary facilities.

When necessary the contractor will provide temporary barricades, fencing, traffic control, staging areas on-site, and erosion controls.

Execution and Closeout Requirements The work shall include the preparation and updating of construction design documents and the construction required to provide fully functional facilities The Contractor shall resolve all manufacturer warranty issues on any equipment purchased as part of this T/O for the duration of the period of performance of the task order. All warrantees shall be documented by the Contractor and shall be transferred in whole to the Government (Government Task Lead or US Embassy Military Office of Security Cooperation designated representative. This does not mean “Contractor” supporting this program).

Upon delivery of any items/equipment: The Contractor shall provide Commercial-Off-The-Shelf (COTS) OEM manuals, to include but not be limited to, operator technical manuals, maintenance manuals, training documentation, and the most current/updated manufacturer provided documentation. All equipment operating documentation shall be written in English and pertinent documentation shall be translated to Russian as determined by the US Government. The use of graphic illustrations and pictures is desired within all documentation whenever possible. For the Boiler Room equipment, a system “quick start” laminated graphic card, explaining how to operate the equipment (purchased as part of this T/O), shall also be provided and translated in Russian.

All proposed work scheduling for the facility, including mobilization and de-mobilization, and final clean up, shall be completed within Period of Performance (PoP) of 365 business days (510 calendar days) from the Notice to Proceed. The Contractor is to provide updated schedules during the Monthly report (CDRL A00G2) which reflects changes as compared to the baseline of the original proposed schedule. The Contractor may submit for the CO review and consideration scheduling exceeding the PoP if this demonstrates cost savings and value to the USG Performance Requirements The contractor shall provide all Program labor, materials, equipment, travel, insurance and all else that is required to satisfy the requirements set forth in this PWS. The contractor is responsible for International Traffic in Arms Regulation (ITAR) compliance as required, licenses, permits, custom clearance, value added tax (VAT), and any other associated taxes and fees that are relevant to satisfaction of this task order.

As required to ensure functionality, the Contractor shall provide power distribution, adequate outside and internal lighting, water and sewer utilities that are separated to prevent cross-contamination, and shall have sufficient capacity to support building design to support the requirements of this T/O.

Division 2-Existing Conditions Surveys and Subsurface Investigation Site boundary and topographic surveys as well as subsurface investigations will be performed in the design phase of this contract.

Demolition Contractor to include any known demolition items required for construction of this project. In particular, there is a security/perimeter wall that exists around the site. The Contractor shall make an opening in the existing wall and install a solid metal security gate consistent with the type used by GoT facilities in Dushanbe. This site will have only one controlled access point for vehicular traffic, at the entrance gate. The facility will incorporate the existing entry gate and add a gate house to create an entrance for the proposed vetted unit facility within the existing site Vehicular access to the existing septic tank to the south of the proposed facility will be maintained for servicing. Two pedestrian gates will be provided for entry into the proposed facility enclosed within the new wall.

The Contractor shall be responsible for the removal of structurally unsafe existing structures, utilities, cables, debris, etc. that currently occupies the site as required for construction and the timely submission of costs associated with any hidden conditions.

Division 3-Concrete Minimum concrete strength shall be 21 MPa. Reinforcing bars to be either plain steel or epoxy coated steel bars, whichever is most cost effective.

Steel reinforced concrete cast‐in‐place central connecting stair can be used as well as exterior stairs.

Concrete may be used for exterior and interior walls.

Storage rooms, Interview Rooms and Holding Cells must have either steel reinforced concrete or masonry walls (floors and ceiling).

Division 4-Masonry Masonry may be used for the exterior and some interior walls. Masonry used for the exterior wall shall be laid in such a manner that it is aesthetically pleasing or coated with a smooth paintable surface such as stucco.

Storage rooms, Interview Rooms and Holding Cells must have steel reinforced concrete or masonry walls (floors and ceiling). Masonry used for holding cells will be steel reinforced.

Division 5-Metals If modular construction is used, the exterior walls may be metal. Metal buildings may also be used, see Division 13, but the Contractor is encouraged to buy as much material from local suppliers as possible.

Steel joist framing and steel decking is also an acceptable method of construction.

Exterior steel egress stairs at one end of the building may be used as main or emergency stairs.

Division 6-Wood, Plastics, and Composites With exception to the roof, it is requested that the contractor minimize the use of wood in both the rough and finished carpentry.

Division 7-Thermal and Moisture Protection The thickness of walls, ceiling and floor must provide adequate temperatures protection as required by the building codes. The basaltic (mineral) insulation plates of 50 kg/cubic meter density with water-repellent impregnation plus polyethylene film on both sides may be one alternative for used as insulation material. Building envelope R-values for walls, roofs, floors, etc. will be in accordance with the local code requirements or the following minimum R-values will be required:

Roof construction maybe stick built with dimension lumber or local equivalent. A two sloped pitched metal roof similar to the other buildings erected on the adjacent site with vented gable ends is preferred, but alternatives will be considered. The roof or attic space shall be properly insulated.

The roof covering material on the other single story buildings on this site is corrugated metal over asphalt paper on a plywood substrate fastened to a roof structure. Since wood is scarce in this area, other alternatives are encouraged and will be considered.

Any construction joints in the exterior walls shall be filled with elastomeric sealants.

Contractor to provide catalog cuts for roofing material and roof/attic insulation.

Division 08-Openings (Doors and Windows) The contractor is required to ensure all windows and doors in the facilities are fully functional and operable to meet the purpose of the End User’s mission.

All windows shall have rail bar guards and insect screens. All windows are to be operable and conform to all appropriate security criteria.

Metal exterior doors with 2.4 mm, 14 gage, steel plate and internal insulating core material shall be opening out and have window frame above them. The exterior doors shall have top covers and external lighting. All exterior doors are to be painted steel with painted steel frames with appropriate security hardware.

Internal wooden room doors shall be opening in and 90 cm wide. All interior doors are to be solid core with appropriate hardware.

Storage rooms, Interview Rooms and Holding Cells must have metal secure doors and framing. Holding cell doors shall be equipped with a reasonable sized reinforced glass opening so that the occupants can be examined from outside of the cell.

Provide an interior door from Tech Squad Bay, into the adjacent computer room Provide catalog cuts for all doors, windows, door hardware, window hardware, rail bar guards, insect screens in accordance with CDRL A00D3.

Division 09-Finishes The color of the external prime coating and painting shall conform to the color scheme used on the adjacent properties.

Medium Density Fiberboard end panels may be used for wall and ceiling decoration. Alternative materials maybe used to keep the project within budget.

Ceiling heights are to be 9’‐0”. Ceilings may be accessible type acoustic panel and grid with R30 batt insulation laid over the panels. Alternatives for different types of rooms may be proposed to keep the project within budget. Ceilings are to be white in color.

Floor coverings may be durable linoleum flooring. Alternatives for the kitchen floors may be proposed. Alternative floor coverings to keep the project within budget maybe proposed.

Prisoner Interview rooms will need acoustic insulation for sound proofing.

Contractor to submit catalog cuts for wall, ceiling and floor finishes. For the 65% design level submittal, contractor to submit a color board for each of the finishes in the various rooms.

Division 10-Specialties Signage Wall plaques to be placed on the opening side of the doors for all rooms. Wall plaques are to be in Russian?

Compartments and Cubicles Toilet Compartments Toilet compartment dividers are to be metal. Contractor to supply catalog cuts that also indicates the color.

Toilet and Bath Accessories Provide commercial grade toilet paper holders, soap dispensers, hand drying system (either air or paper). All systems shall be such that they can be refilled from commercial vendors in the local area.

Provide commercial grade shower doors if shower doors are not supplied with the cabinets/stalls called for in Division 22.for the upstairs bathrooms. Provide commercial grade towel racks/hangers for each of the showers.

Contractor to supply catalog cuts that also indicates the color.

Fire Protection Specialties Provide fire extinguishers and fire extinguisher cabinets per code requirements.

Lockers Contractor is to supply four two story lockers for each of the bunk rooms. Contractor to supply catalog cuts that also indicates the color.

Postal Specialties Contractor to supply catalog cuts that also indicates the color.

Storage Assemblies For the second floor equipment storage rooms for the various squad bays, contractor has the option of installing site built wood storage shelving instead of pre-fabricated wood or metal shelving.

For the evidence storage space provide regular shelves with min total area of 7 square meters. Provide regular shelving in the store room/janitor space on the first floor.

Wardrobe Specialties Contractor is to supply four double wardrobes for each of the bunk rooms. Contractor to supply catalog cuts that also indicates the color.

Division 11-Equipment It is currently proposed that the dining room is lunch only. For the proposal submittal, provide a listing of kitchen equipment. By the 65% submittal, the Contractor will submit all catalog cuts for all kitchen equipment agreed to be furnished. At a minimum, the following equipment will be needed for pricing purposes:

· hand washing sinks for dining hall and kitchen

· kitchen appliances/pot washing sink

· two well sink for washing dishes

· Heavy duty electric stove

· heavy duty electric oven

· two stainless steel food preparation tables

· one large refrigerator (cooler and freezer) with min capacity of 500 liters,

Division 21-Fire Suppression The fire suppression system for the building will meet the minimum fire protection required by the GoT codes. Contractor shall verify that no fire suppression sprinkler is required.

Division 22-Plumbing Areas with the potential for water leakage/overflow, etc. (toilet rooms, bath/shower, boiler room, etc) are to be provided with floor drains.

Provide the following commercial grade plumbing fixtures, associated domestic water distribution system, associated sanitary waste and vent piping for the following:

Western toilets are also known as water closets. Provide flushing system for all toilets and urinals.

Electric hot water heaters will be provided for the kitchen and bathrooms. A single heater with a recirculating pump could be used. Alternatively, a hot water heater requiring no pump could be installed on each floor. Instantaneous hot water heaters are also acceptable if the budget allows. Total capacity of electrical water heaters shall be 200 liters.

Provide catalog cuts for all fixtures.

Division 23-Heating Ventilating and Air Conditioning Provide adequate air conditioning to Server room to keep servers cool.

Provide HVAC system that provides both heating and cooling in all areas of the building. The building should be split into various zones. Several split systems may be used to provide heating and cooling or PTAC units could be used for the separate offices. Please be specific in describing the heating and cooling system selected in the proposed design. Units must be located such that they can be easily accessed for repairs.

For the guard shack provide heating and cooling using one ductless mini split AC pack.

The Contractor shall ensure that any installations of water heaters and/or boilers comply with GoT codes or the most recently released version IBC code requirements as well as the manufacturer’s instructions and have proper access and clearances.

Provide adequate ventilation and exhaust for dining facility and bathrooms. The Contractor shall ensure proper size, type, location, clearances, connections and terminations of vents and venting systems.

Provide attic ventilation if attic is in formed from the proposed design.

Division 26-Electrical The new building shall contain the main distribution switchboard. Power to all floors shall be fed from the main distribution switchboard. Switchboard shall be located at first floor entrance, built in partition wall on right side.

Provide energy efficient lighting in each room. Provide energy efficient lighting and emergency lighting in the corridors. Means of egress path shall have adequate illumination in case of normal power outage. Interior lighting shall be energy efficient fluorescent lighting fixtures with an average of 300‐330 lumens per square meters. Requirement of increased illumination shall be supplemented by means of desk lamps. Provide additional LED lighting in each interior space. Provide heavy duty light fixtures with battery backup for emergency lighting in the hallways and bathrooms in case of electrical shortage from primary power source.

Provide power outlets (220/1PH) in each room, office, kitchen and corridors. Power outlets shall be coordinated with the locations of furniture layout, kitchen appliances, mechanical equipment, air conditioners, pumps and laboratory equipment. Provide GFCI receptacles in restrooms, mechanical rooms, building exterior and within 2 meters of water source. All receptacles shall be duplex Tajik Style and shall be compatible with the type of plugs. Each wall of rooms shall have at least one receptacle. Receptacles shall be located max 2 meters distance from each other. In the squad bays were there are desk away for the walls provide either electrical drops from the ceiling or outlets on the floor with the appropriate trip resistant covering. Raceway/conduit for the ceiling electrical drops may be rectangular aluminum posts with a duplex Tajik outlet at its base.

The internal electrical lines shall have sufficient number of sockets for all of the equipment and sufficient internal lighting that would be standard for the purpose of the room layout.

All interior distribution system shall be in concealed conduits. All conductors shall be copper. The Tajikistan building codes may require nym-j type wiring and this should be confirmed by the contractor during design development.

Provide grounding of all panels, mechanical equipment as per local standards and codes. Provide ground fault protection on main circuit breaker.

For new grounding, provide exothermic welding for underground connections. All grounding shall be designed and installed to comply with local codes and standards.

Perimeter security lighting shall be provided all around the new building. Minimum level of lighting shall be in the range of 20‐22 lumens/sq m. One alternative is to provide Metal Halide wall packs on outer walls of the building. Lighting fixtures selected shall use bulbs that are available locally. Lighting fixtures shall have integral photocells.

Division 27-Communications Communication for voice and data shall be provided by the local utility companies. The point of interface shall be at the first floor of the new building. Coordinate with the voice/ data communication provider.

Telephone capability shall include intercommunication between the offices and capability of dialing outside. Data capability shall include provision of connecting computers and other special equipment requiring data communication connections. Data outlets shall be coordinated with furniture layout and locations of special laboratory equipment. The electrical ceiling drops in the squad rooms can also be used for telephone and data otherwise along the walls provide concealed conduits for data and phone communications.

Division 28-Electronic Safety and Security The fire alarm warning system shall be localized without reporting to any remote location. The building is to have a fire alarm system for the facility consisting of pull stations, smoke detectors, heat detectors and horn/ strobes. Main fire alarm panel shall be installed in the main lobby on the ground floor. In addition, each floor shall be equipped with a remote annunciator.

For lightning protection provide air terminals on the roof top. Air terminals shall be grounded to the ground loop. Lightning protection shall comply with local fire codes and requirements.

Division 31-Earthwork Contractor to provide all earthworks required to meet PWS requirements and ensure proper facility functionality.

If slab-on-grade construction is used the finished floor elevation of the building pad will be raised enough so that positive flow can be achieved under gravity for the proposed sanitary sewer connection and such that there is positive drainage away from the building. Follow local codes or the IBC if they are stricter, but the finished floor shall be a minimum of 200 mm higher than the ground elevation 3 meters away from the building. .

If a crawl space is used, the finished grade of the ground in the crawlspace shall be a minimum of 50 mm higher than the grade outside the crawlspace and the crawl space will be graded to achieve positive drainage.

The site will require grading to direct storm water runoff away from the building pad, and to maintain recommended slopes for driveways and parking areas. The site grading shall be designed to produce the minimum amount of cut and/or fill.

Cross sections of asphalt roadways will peak in the middle with down slopes from the peaks of 2% minimum. Asphalt parking areas shall be graded at a minimum of a 1% slope to create strategic low points for collection of runoff.

Site clearing may involve the removal of trees and shrubs and stripping of top soil.

Division 32-Exterior Improvements Sidewalks will be a minimum of 1 meter wide and 0.1 m thick. Sidewalks, curbs and gutters to have a broom finish. There is to be a sidewalk around the building and a sidewalk adjacent to the perimeter wall.

The parking area will be in the rear of the building with an overflow parking space on the front of the building.

Install a chain link fence between the DCA Vetted Building and the overall GoT compound. Spacing between wires of chain link fence shall not exceed 50 mm. Chain link fence wires shall be made of minimum 3 mm in diameter wires. The height of chain link fence shall be minimum 2 meters. Perimeter fence shall have fence post every 3 meters or less. Corner posts and end posts shall be reinforced by bracings and tension bars. Fence posts shall be minimum 100 mm in diameter. Fence posts shall have top covers to keep water out of the post.

Site improvements include access driveway, variable width sidewalks, vehicle parking areas, perimeter wall, storm water management measures (if any), facilities, and utilities. The area in front of the proposed building will have an asphalt paved driveway, vehicle parking areas, landscaped areas and a variable width concrete sidewalk around the proposed building, for pedestrian traffic. The area between the back of the proposed building and the limits of the existing site will serve as an overflow parking area.

There should be landscaping for the parking lot island and around the proposed vetted unit building. The landscaping shall include plants of native species.

Division 33-Utilities This project may require the relocation of existing utility infrastructure. Provide catalog cuts and shop drawings for all piping and equipment.

Exterior Sanitary Sewer Collection System Sanitary waste generated by the facility will be conveyed and tied into the existing sewer connection near the septic facility, immediately west of the proposed facility. The Contractor shall coordinate the installation of the sewer system with the UN facility site manager and any government agency that owns the system or regulates the utility.

The capacity of the existing septic system may have to be upgraded to accommodate the added flow from this building. Contractor to verify the existing capacity, propose and upgrade solution and make the upgrades at the site.

The proposed sanitary layout will be constructed in such a way so that positive flow is achieved in accordance with the requirements of the building codes from the vetted unit building to the existing sanitary “tie‐in” point. As noted above, an existing sanitary sewer line is located within the footprint of the building. This line will be routed around the building and will reconnect to the existing line on the southwest corner of the site. The re‐routed line will also collect the sanitary sewer from the proposed building.

Exterior Water Distribution System Potable water service to the facility will be provided by connecting to the existing water service. Consistent water pressure is to be provided by installing a pressure bladder tank with a drawdown capacity of 100 liters at 310 kPA.

Provide proper sizing for the water service mains and burry per building code but not less than 0.9 meter deep. A shallower depth of 0.6 m may be used to cross sewer lines. Provide 0.46 m vertical separation between water and sewer lines with water crossing above sewer. PVC piping is preferred for the water service mains. If the existing water line is located over 75 meters from the site, a flushing hydrant/ blow off assembly shall be provided to maintain the system.

Storm Drainage Storm drainage collection, conveyance, and treatment facilities (as applicable) will be designed as needed to convey storm water safely and away from all structures to avoid potentially compromising the structural integrity of a structure. Most sites will require specific grading for the project which will consist of guiding storm water away from the proposed entrance, access road, parking, and buildings.

Actual design will incorporate using the topographical survey to determine the most appropriate methods to direct the storm water.

Electrical infrastructure If existing transformer is not sufficient for new site, provide and install transformer with accessories and replace existing transmission lines with appropriate size wires. Transformer shall be sized as required by design, and connected through transmission poles to local power grid. Existing power line is on the corner of site. All conductors shall be copper. Provide required amount of manholes.

Exterior distribution system shall be underground to DCA buildings. All underground wiring shall be in Schedule 40 PVC conduits. All wiring shall be copper with Thermoplastic High Heat‐resistant Nylon‐coated and Thermoplastic High Water‐resistant Nylon‐coated insulation. GI conduits shall be used for underground cabling under roads to withstand vehicle loads.

Division 48-Electrical Power Generation The new building shall be provided with means of connecting a small back‐up generator. A double throw switch shall be provided which will allow for the future temporary generator connection. The connections would be for an alternative power source (electrical diesel generator); design voltage 230/400 V, initiation system starter; preferably made in Germany.

Back-up power/generator shall be sized to feed some LED interior lighting, main life support equipment (like water pumps, heating system pumps) and one duplex receptacle (2 kW) in Duty officer’s semi private space on first floor (for charging of radios and phones).

Task Description Modifications to the Basic Contract (BC) CDRLs are needed to further clarify and define the deliverables for this project.

The following task listing and descriptions define the steps required to accomplish the project:

Task 1: Draft Project Planning Schedule (PS).

(Deliverable #1 in accordance with BC CDRL A00G as modified by CDRL A00G1). Within 10 days of contract award, contractor shall prepare a draft program schedule using a GANTT chart. The schedule shall identify tasks, timelines, milestones, logical interactions, and deliverables dates. The contractor shall build the detailed timeline for the PS based upon the general summary milestone dates furnished in Section 9.0. The contractor shall provide updates to the PS timeline in the monthly progress reports. This schedule will be replaced by the construction schedule once the project progresses to that level.

Task 1-1: Final Project Planning Schedule.

(Deliverable #1 in accordance with BC CDRL A00G as modified by CDRL A00G1). The contractor shall prepare a final PS within 5 days after receipt of government comments. The final PS shall incorporate all the government comments.
