1.0 MISSION OBJECTIVE.
The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of narco-terrorism worldwide.
2.0 SCOPE.
2.1 Task Order (T/O) Objective.
The Task Order (T/O) objective is to purchase equipment that is necessary to support ongoing training, operations and sustainment efforts in Pakistan.
2.2 Basic Contract References.
This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task areas of Logistics Support 4.3.2.7 and Equipment and Material and Equipment Purchase 4.3.3.4.
3.0 PERFORMANCE REQUIREMENTS.
3.1 Base Requirement - General Pakistan Equipment supporting Anti-Narcotics Forces (ANF), Pakistan Maritime Security Agency (PMSA), and Special Services Group (Navy) – (SSG (N)).
The contractor shall procure, deliver and ensure receipt and turn-over acceptance of all communications materials and equipment as described and specified in Table 1. All items, as described and specified by Table 1, shall be delivered in a single shipment to the location identified in paragraph 3.4.6, per general delivery details listed under paragraph 3.4. Point of contact (POC) for coordination of delivery for this equipment is listed in paragraph 3.4.9.

3.2 Option A – Pakistan Personnel Equipment supporting ANF, PMSA, Pakistan Coast Guard (PCG) and SSG(N).

3.3 Option B – Pakistan International Traffic in Arms Regulations (ITAR) Equipment supporting ANF, PCG and SSG(N).
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all communications materials and equipment as described and specified in Table 3. All items, as described and specified by Table 3, shall be delivered in a single shipment to the location identified in paragraph 3.4.6, per general delivery details listed under paragraph 3.4. POC for coordination of delivery for this equipment is listed in paragraph 3.4.9.

3.4 General Delivery.
3.4.1 All items as described and specified within each appendix shall be delivered in a single shipment to the respective delivery location unless the contractor can demonstrate significant value to the United States Government (USG) for a multiple delivery approach. The contractor shall provide DD250 Forms and the list of equipment and materials (including serial numbers) with by item costs to the Contracting Officer’s Representative (COR)/Program Manager (PM) one (1) month prior to the delivery and transfer. Warranty plans shall be provided IAW paragraph 10.2. Partial shipments of ordered items are not authorized unless preapproved by the Contracting Officer (KO). Any change to the Point of Delivery (POD) address shall be approved by the KO via a modification to the T/O.
3.4.2 The contractor shall procure, deliver and ensure receipt and turn-over acceptance of all equipment and materials required by this T/O no later than 365 days after T/O award. The contractor shall seek delayed delivery authorization from the KO should long-lead time items prevent meeting the required delivery deadline. The request for delayed delivery authorization shall be submitted to the USG as soon as the contractor becomes aware of the potential delay.
3.4.3 Delivery Points of Contact (POC). The Host Nation POCs for delivery coordination will be provided at the Kick-Off Meeting.
3.4.4 Life Support during Delivery. The contractor shall be responsible for providing logistic support services (lodging and air/ground transportation) while in country for delivery.
3.4.5 Brand Name. When Brand name equipment or material is identified, equivalents are not acceptable due to the need for seamless interoperability with other equipment in use. In all other cases, equivalents are acceptable as long as they meet form, fit and function equal to salient characteristics associated with the item (supporting documentation must be submitted with preapproval by the KO).
3.4.6 POD Location. The following location is the POD for this requirement

3.4.7 Documentation.
The Contractor shall provide all shipping documents with a detailed list of equipment, to include serial numbers and by-item costs, to the POCs listed below in paragraph 3.4.9 of the NAVSUP, Mechanicsburg, PA POD for the purposes of End User (EU) Agreements and No Objections Certificates clearance with the Pakistan government. These documents shall be provided in both in Urdu and English.
3.4.8 ITAR Delivery.
The contractor shall prepare for exportation, shipment, and deliver all equipment and items to Pakistan prior to delivery to the POD as described and specified in this PWS. The contractor shall be responsible for all ITAR shipping regulations. Designated ITAR controlled articles shall be controlled by the Contractor and marked at the vendor level and shipped to Naval Supply Systems Command (NAVSUP) with all documentation ready for export.
3.4.9 Delivery Points of Contact. To be announced:
3.4.10 Agencies to be supported by the required equipment. The following EU Delivery addressee labels shall be attached to items to be delivered, for future distribution. The contractor is not to contact the organizations listed below as part of the execution of the procurement and delivery process. All information regarding the below agencies will be provided by the PM and/or COR:

10. Final delivery of equipment and material shall be in accordance with (IAW) NAVSUP requirements. The contractor shall prepare the Free on Board destination labels/paperwork for a post-delivery shipment to Pakistan. The contractor shall prepare all equipment and material documentation for clearing Pakistan customs prior to delivery IAW paragraph 9.2. Use of an in-country broker is highly encouraged to guarantee proper customs clearance paperwork has been completed and future delivery by the USG will be successful.
10. The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment and materials required by this T/O no later than the period of performance awarded under the contract. The contractor shall seek delayed delivery authorization from the KO should long-lead time items prevent meeting the required delivery deadline. The request for delayed delivery authorization shall be submitted to the USG as soon as the contractor becomes aware of the potential delay.
10. NAVSUP Delivery. Material shall be IAW the most recent version of Publication (NAVSUP PUB) 503. The contractor shall contact the NAVSUP POCs in paragraph 3.5.9 thirty days prior to delivery to verify packaging requirements for delivery to the Naval Support Activity Weapon Systems Support, Mechanicsburg, PA location.
10. NAVSUP Receiving. The contractor is to deliver to NAVSUP Receiving managed out of Bldg. 107 using standard receiving procedures. The contractor shall provide an itemized list of equipment that is being procured prior to any receiving efforts. This will be the accountability document to ensure all assets are received in the correct quantities and correct description.
10. Packing and Marking. The contractor shall package items for overseas air delivery. All packing and markings shall be accomplished by the contractor shipping the property to NAVSUP. Packing should be accomplished at the highest level for all types of equipment being shipped. All international wood pallets should be heat treated to meet international shipping regulations.
3.4.10.5 All deliverable items shall be marked for tracking by Purchase Order Number and contractor shipping information.
4.0 WORK HOURS AND LOCATION.
The principal place of performance for this T/O shall be the Continental United States (CONUS). The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon Pakistan operations and exercises.
5.0 OTHER PERFORMANCE REQUIREMENTS.
5.1 Defense Base Act (DBA) Insurance. It is not anticipated that DBA be required for this TO as performance shall be CONUS. Note: The contractor shall provide DBA insurance for all personnel performing duties outside CONUS (OCONUS).
5.1.1 Arms Export Control Act and ITAR. The contractor shall also be responsible for all aspects of export compliance, including compliance with the Arms Export Control Act and ITAR.
5.1.1.1 NVG ITAR Compliance. ITAR restricted components, resolutions, capabilities shall conform to exportable level allowed for Pakistan. The contractor shall ensure that Night Vision Goggles (NVGs) are compliant with the minimum salient characteristics and fully ITAR compliant and exportable with minimum USG assistance. The contractor shall be responsible for the verification of the Figure of Merit (FOM) of the NVGs listed in the requirements by way of 100% inspection. The contractor shall provide to the (PM)/(COR) verification of the 100% inspection for ITAR compliance prior to shipment to the POD. All commercially provided Original Equipment Manufacturer (OEM) material shall be accompanied by items quality documentation IAW paragraph 10.4.
5.1.2 Technical Assistance Agreements (TAA). The contractor shall ensure the appropriate TAAs and/or applicable export licenses are in place before conducting any activity under this T/O that requires such approval and documentation.
5.2 Equipment. All equipment and materials shall be current year model of good quality and durability according to commercially accepted quality standards for similar products. All electrical components in this list must be able to be fully functional using 220 volt (V)/50 Hertz (Hz) power system in regular use in Pakistan. The contractor shall procure, prepare for shipment, and/or deliver all equipment, items, as listed. All equipment shall be fully useable and functioning order to the satisfaction of the customer. All National Stock Numbers (NSN) are provided for reference only. The contractor shall provide NSN identified equipment that is current and meets all salient characteristics for fully functional equipment.
5.3 Kick-off Meeting. The contractor shall participate in a Kick-off meeting to be coordinated by the USG after contract award.
6.0 TEMPORARY DUTY TRAVEL (TDY).
The contractor shall perform TDY travel, as required or as directed by the COR/PM. The contractor shall coordinate all travel with PM/COR per CN> procedures. Only travel pre-approved by the COR/PM will be reimbursed under this T/O. See Appendix S. All approved travel will be paid IAW the Basic Contract by reimbursement to the contractor.
7.0 GOVERNMENT FURNISHED EQUIPMENT, INFORMATION, MATERIAL OR SERVICES (GFE/GFI/GFM/GFS).
The USG will not provide equipment, material or services in support of this effort.
8.0 SECURITY.
All work performed under this T/O shall be Unclassified.

9.1 Contractor’s Progress, Status and Management Report (CDRL A002). The Contractor shall provide a monthly report summarizing all tasks performed, projected tasks scheduled (to include procurement and delivery) and any issues encountered. The report shall, at a minimum, contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered IAW CDRL A002 Expenditure Report of the Basic Contract and Data Item Description DI-MGMT-80227.
9.2 Licenses, Export Agreements & Certifications. (CDRL A00H). The Contractor shall provide Licenses, Export Agreements and Certifications in response to the T/O Requirement Plan (TORP). These documents shall be provided prior to final delivery unless otherwise directed by the KO. At a minimum, the Licenses, Export Agreements and Certifications shall include the following:
· Cover letter describing purpose or submission, POC, contract/TORP number#; description of each attachment/enclosure; Original Documents(s) Nomenclature (if revision)
· Attachment should be originals or certified originals and be dated, signed by cognizant authority, and indicate specific agreement terms
· English translation of foreign language documents is required

10.1 T/O Quality Control Plan (QCP) (CDRL A00G). The contractor shall provide a draft T/O QCP with their response to the TORP. The final plan delivery as stated in the above table. At a minimum, the T/O QCP shall address the following:
· Quality Control (QC) Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities with respect to this T/O. The T/O QCP shall include a clearly defined QC process, key performance indicators, QC schedules, and QC personnel (by name), to include those that shall be performing sub-contractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions shall be accomplished. The T/O QCP shall discuss the Prime contractor’s management activity that shall provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.
· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be identified and discussed thoroughly.
· Invoice QC and Review: The contractor shall discuss how invoice reviews shall be conducted, to include discussion on how the Prime contractor, sub-contractor, and supporting data will be reviewed for consistency with T/O requirements and the contractor’s approach to execute the T/O.
10.2 Warranty Plan (CDRL A00G). The Contractor shall provide a Warranty Plan for each delivery to each EU that clearly addresses the following:
· All items procured IAW this T/O that are normally provided with a warranty shall be provided with standard OEM warranties (nothing above or beyond the warranties that come with the initial purchase). Warranties issued shall be the same warranty offered to the general public. The warranty shall be valid within the country of Kazakhstan. The terms of the warranties shall be clearly presented in the name of the EU, the Government of Kazakhstan. Warranties shall become effective upon U.S. Government (USG) acceptance.
· All utilization of standard OEM warranties associated with the equipment shall be the responsibility of the EU upon receipt of the material from the USG. This includes, but is not limited to, warranty registration and warranty analysis or repair. Upon delivery and acceptance, it is the responsibility of the Government of Kazakhstan EU to register all warranties and follow the warranty process for communication, servicing, and/or exchange. All requirements for shipping a product to the OEM for warranty analysis or repair will be the responsibility of the Government of Kazakhstan EU.
· All Warranty Plans shall be in English and the OEMs language for clarity.
· Warranty Plan shall contain (as a minimum) a list of applicable items using Appendix U format as an example and copies of warranty agreements (terms included).
10.3 OEM Use and Maintenance Manuals. The contractor shall provide OEM use and maintenance manuals for all equipment when available. The manuals and documents sent to Pakistan shall be provided in Urdu.
10.4 Quality Inspection Sheets (CDRL A00E). All commercially procured OEM items shall be accompanied by quality documentation, in English, for review purposes by the PM/COR prior to final inspection.
10.5 Technical Interchange Meetings (CDRL A003). The contractor shall plan participate in technical interchange meetings, to be scheduled upon request of the responsible KO or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/O requirements. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall attend and participate in technical discussions and shall inform, in a timely fashion, the COR and/or PM, as applicable, of any problems with contract execution and any proposed solutions. Unless noted elsewhere, all meetings will be scheduled as teleconferences normally not to exceed one hour, each instance. For planning purposes, the contractor shall plan to participate in teleconferences on a monthly basis until all requirements have been satisfied. The frequency shall be adjusted based on the current status and issues of this requirement.

STEP 2: Right Click on the folder and highlight “Send To”, then click on “Compressed (zipped) folder”

STEP 5: Under File Information, click “Browse” and navigate to your “zipped” file. Once located, highlight and click “open” (your file will appear in the space under “Browse”. You can add up to 25 files, not to exceed 2 GBs)
