1.0 MISSION OBJECTIVE.

The Department of Defense (DoD) CNTPO currently being managed by the Counter Narcotics and Global Threats (CNGT) Division was established to create worldwide Counter Narcotics Technology (CNT) networks, infrastructures, and capabilities that are focused on the detection, identification, and disruption of narcotics activities and organizations. This task effort will support the War Fighter in combating narcotics activities globally.

2.0 SCOPE.

2.1 Objective.

The task order (T/O) objective is to support the United States Africa Command-Counter Narcotics and Law Enforcement Agency Division (AFRICOM-CN/LEA) in the procurement and delivery of base operations support equipment necessary to support ongoing Counter-Narcotics (CN) training and operations efforts conducted by the Chadian Special Anti-Terrorism Group. The contractor shall ensure that equipment is compliant with the minimum salient characteristics as set forth in this PWS.

2.2 Basic Contract References.

This T/O PWS establishes the requirements for the contractor to provide support in the basic contract task areas of: 4.3.2 Training, Operations, and Logistics support, specifically 4.3.2.7 Logistics Support and Equipment, 4.3.2.8 Preservation, Packing and Marking, and 4.3.3.4 Material and Equipment Purchase.

3.0 PERFORMANCE REQUIREMENTS.

3.1 Base Requirement – Chadian Special Anti-Terrorism Group Support Equipment Procurement.

The Chadian Special Anti-Terrorism Group is the primary recipient of the equipment provided under this requirement. The Chadian Air Force Maintenance Hanger is located at the N’Djamena International Airport, Republic of Chad. The Chadian Air Force is co-located at the international airport and a physical street address does not exist. The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of the support equipment, specified in para 3.1.1 and 3.2, to the following point of delivery (POD):

The following person is the point of contact (POC) for the delivery location:

· Historically, large items have been delivered via DHL at the International Airport. The contractor shall be responsible for transporting the equipment delivered from the arrival point at the airport to the Chadian Air Force Maintenance Hanger co-located at the airport.

· The contractor shall provide all labor, materials, equipment, travel, Defense Base Act (DBA) insurance and all else required to satisfy the requirements set forth in this PWS.

· The contractor shall be responsible for all aspects of export compliance, including compliance with International Traffic in Arms Regulation (ITAR)/Trades Agreement Act (TAA) compliance and obtaining all required export documentation, licenses and approvals.

· The contractor shall ensure the appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place before conducting any activity under this task order that requires such approval and documentation.

· All items shall be provided with standard Original Equipment Manufacturer (OEM) warranties. The terms of the warranties shall be clearly presented in the name of End User (EU). As prescribed in FAR 12.404, the contractor agrees that the supplies or services furnished under this contract shall be covered by the minimum warranties which are offered to the general public. All utilization of commercially available OEM warranty associated with the equipment shall be the responsibility of the EU upon receipt of the material from the United States Government (USG).

· All materials shall be of good quality and durability according to commercially accepted quality standards for similar products. All equipment shall be new. All equipment shall be supplied with OEM use and maintenance manuals (CRDL A00E) in the French language. In an effort to reduce translation required and translation costs, the OEM manuals shall be requested in the French language. Any manuals not available in the French language shall be translated to French.

3.1.1 Base Requirement.

The contractor shall procure, ship and deliver the following equipment on a brand name or equivalent basis as depicted in the following table:

3.3 Delivery.

3.3.1.1 The contractor shall provide one delivery event for all equipment unless the contractor can demonstrate value to the USG for a multiple delivery approach. Partial deliveries of ordered items are not authorized unless preapproved or requested by the Contracting Officer. Any change in the delivery address shall be agreed to by the Contracting Officer and the prime contractor in writing.

3.3.1.2 The contractor shall provide DD Forms 250 and the list of equipment (including model and serial numbers) with by-item costs to the Contracting Officer Representative (COR) and) Program Manager (PM) one (1) month prior to the delivery and transfer.

3.3.1.3 Arrange warranty and license activation effective dates with OEMs to ensure applicable equipment, hardware and software warranty and license activations become effective upon date of delivery to and acceptance by the USG and upon signing the Form DD250.

3.3.1.4 Final delivery of ordered items shall be Free on Board (FOB) to destination. All equipment and material shall clear customs prior to delivery. The contractor shall provide Export Control Documentation; these documents shall be translated to English when applicable.

4.0 WORK HOURS AND LOCATION.

4.1 The principal place of performance for this T/O shall begin at the contractor’s location and end in Chad, Africa. The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operational requirements.

5.0 OTHER PERFORMANCE REQUIREMENTS.

5.1 DBA Insurance.

All personnel performing duties OCONUS shall be included in and insured with a policy covering DBA requirements. DBA insurance is required for all personnel performing work OCONUS under this task order.

5.2 VAT, Customs, Duties.

The contractor shall be responsible for all associated taxes (e.g. VAT), duties and customs fees, and other related charges. Waivers or exemptions may be available to preclude the payment of a VAT tax, customs fees, duties and other related charges. VAT, and all other taxes, will be a reimbursable expense IAW the basic contract.

5.3 Export Compliance.

The contractor shall be responsible for all aspects of export compliance, including compliance with the Arms Export Control Act and ITAR. The contractor shall ensure the appropriate TAAs and/or applicable export licenses are in place before conducting any activity under this T/O that requires such approval and documentation.

5.4 Meetings, Briefings, and Publications.

The contractor shall participate in status and technical interchange meetings (TIMs), to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/Os. As necessary, the contractor shall provide DoD customer with current status and participate in update discussions via teleconference no less than once every two weeks with all key stakeholders at a mutually convenient date and time. The contractor shall attend and participate in other meetings at the contractor’s facility CONUS as scheduled by the responsible COR/PM or written designee.

During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in status discussions and shall inform, in a timely manner, the COR/PM of any problems with T/O execution and any proposed solutions.

6.0 TEMPORARY DUTY TRAVEL (TDY).

The contractor shall not perform TDY non-local travel. Travel to locations other than those specified in the T/O requires written approval of the responsible contracting officer or written designee. For all travel, the contractor shall comply with the requirements of the Joint Travel Regulations (JTR) and will only be reimbursed for travel expenses allowable under the JTR. Only required travel previously approved by the COR/PM will be reimbursed under this T/O.

7.0 GOVERNMENT FURNISHED EQUIPMENT OR SERVICES (GFE/GFS).

There will be no USG GFP, GFE, or GFM provided in support of this T/O.

8.0 SECURITY.

All work performed under this T/O shall be unclassified.

9.2 DATA REQUIREMENTS.

9.2.1 Contractor’s Progress Report (CDRL A002):

A comprehensive progress report shall be delivered monthly to the PM and COR. The report shall, at a minimum contain an overall schedule, the current status of funding on the T/O, accomplishments completed, specifications and capabilities of equipment/system being purchased, any potential problems, and any lessons learned. These reports are due ten (10) business days from the end of the previous month.

9.2.2 Status Meetings (A003):

The contractor shall participate in status meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the PM of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings, as scheduled by the responsible Contracting Officer or written designee.

9.2.3 Funds and Man-hour Expenditure Report (CDRL A00F):

This report shall be of sufficient detail with no ODC Category. If miscellaneous category is used, expenditures shall be broken out in notes. All expenditures greater than $5,000 will be separately identified in the report. As each month progresses the monthly financial report shall be updated with the actual expenditures of the reporting month. Reports shall include, but not limited to, aircraft expenses, fuel, per diem, travel, force protection, and labor. Other items submitted in the monthly financial report and deemed necessary by the USG shall only be added with approval of the Contracting Officer. These reports are due ten (10) business days from the end of the previous month.

9.2.4 Task Order Management Plan (TOMP) (CDRL A00G):

The contractor shall provide a TOMP that shall define the management approach to plan and control this task order effort. The TOMP must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. These reports are due thirty (30) days after award.

9.2.5 Program Reviews (CDRL A004):

The contractor shall support program reviews (commonly called Program Management Reviews (PMR) in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary). Formats for PMRs will be provided by the PM or COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNGT to discuss contractual issues. The contractor shall prepare a set of minutes of these meetings, including attendees, action items, summary of discussions, and decisions made and direction given.

9.2.6 Licenses, Export Agreements and Certifications (CDRL A00H):

Provide copies of applicable licenses, export agreements, and certifications ten (10) calendar days prior to final equipment delivery. For all software products, the End User shall be the licensee. At a minimum include the following components:

· Cover letter describing the purpose, a description of each attachment, point of contact, contract and TORP #;

· Attachment(s) should be originals or certified originals and be dated, signed by cognizant authority, and indicate specific agreement terms; and,

· English translation of foreign language documents.

10.1 Master Schedule (CDRL A00G):

The contractor shall provide a Master Project Schedule for Government approval. The contractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to task order close out.

The contractor’s master schedule shall include, but not be limited to, the following information:

· Timeline for procurement and delivery; include equipment model and part numbers;

· Milestones for staffing;

· Milestones for T/O deliverables; and

· Compliance with ITAR export license and customs.

Additionally, the contractor shall be required to update the master project schedule and provide the schedule for USG approval within ten (10) days, in the event there are any changes or delays regarding the timeline for procurement of equipment or milestones for deliverables. The contractor shall create the master schedule using Microsoft (MS) Project and submit in MS Project format in addition to providing a copy in “.pdf” format.

10.2 Product Support Plan (CDRL A00E):

The contractor shall provide a product support plan forty-five (45) calendar days prior to delivery/shipment. The plan shall describe a clear process that explains the acquisition, delivery, transfer, and EU product support for all items procured IAW this T/O. The end user in all cases shall be identified as the Government of Chad. The product support plan shall include:

· Roles and responsibilities of all entities involved in the acquisition, delivery, transfer and EU product support;

· How items will be moved/transferred, from the manufacturer, through other parties, to the EU; include method of delivery (ex. ground, air, electronically) and delivery location(s). Identify documentation required to complete the movement/transfer of items and items that require an export license;

· Product/equipment list; see example at Annex 1. Identify items that have a shelf life or expiration date;

· Warranty, maintenance agreement, software, software license, and software maintenance agreement details; see examples at Annex 2 and 3. Details shall include product/item covered (ex. make, model, lot number, serial number, key, etc); date coverage begins and ends; coverage period; where coverage is applicable (specify geographical location); type of warranty/license/agreement; registration process; and how to obtain service/support. Details shall be submitted for each coverage type (warranty, maintenance agreement, software, software license, and software maintenance agreement); and,

· Process for renewing coverage.

10.2.1 Warranty (CDRL A00E):

The contractor shall provide standard OEM warranties (noting above or beyond the warranties that come with the initial purchase) for all items procured IAW this T/O. Warranties issued shall be the same warranty offered to the general public. Warranties shall become effective upon date of delivery to and acceptance by the USG and upon signing the Form DD250. Upon delivery and acceptance it is the responsibility of the EU to register all warranties and follow the warranty process for communication, servicing, and/or exchange. All requirements for shipping a product to the OEM for warranty analysis or repair will be the responsibility of the end user. Include warranty details IAW PWS paragraph 10.2 Product Support Plan and Annex 2.

10.3 Technical Data and Documentation (CDRL A005):

Deliver all applicable technical data and documentation electronically forty-five (45) calendar days prior to delivery; physical documents are due concurrent with equipment delivery. Technical data and documentation includes: original equipment manufacturer (OEM) manuals and directions for use; maintenance manuals, system software documentation; installation instructions; warranty and licensing terms and conditions; and other related technical publications pertaining to the operation and support of the equipment delivered under this T/O and shall be delivered in the French language. The contractor shall ensure Purchase Orders (POs) contain provisions for delivering all technical data and documentation.

10.4 T/O Quality Control Plan (QCP) (CDRL A00G):

The contractor shall provide a draft T/O QCP with its response to the Task Order Request for Proposal (TORP). The final plan shall be provided within thirty (30) days after the date of the task order award. At a minimum, the T/O QCP shall address the following:

· Quality Control (QC) Execution: The plan shall not be cursory, but discuss specifically how the prime Contractor shall execute its QC responsibilities. The T/O QCP shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished. The T/O QCP shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management;

· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be discussed; and,

· Invoice QC and review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with T/O requirements and the contractor's approach to execute the T/O.

· Vehicle shall be capable of operating 25% of mission on paved roads, 25% on unpaved roads and 50% off road.

· Vehicle shall be capable at GVW of:

· Maintaining a minimum speed of 65 mph (105 kph) on a level highway.

· Vehicle shall be capable of braking to a complete stop within 25 feet (7.62 m) from 20 mph (32 kph).

· Parking brake shall hold the vehicle at GVW on a 20% longitudinal slope.

· Vehicle shall be capable of water fording to a minimum of 36 inches (914 mm).

· Vehicle shall be able to operate on a 20% lateral (side) slope at GVW.

· Vehicle shall be capable of ascending and descending a 40% longitudinal slope.

· The cab shall be fully enclosed from the elements and shall accommodate driver and two passengers.

· The vehicle shall be provided with two doors.

· The vehicle shall be provided with seatbelts for all cab occupants - (2 x 3 point & 1 x 2 point).

· Cab shall be provided with an AM/FM stereo with clock.

· The vehicle shall be equipped with the manufacturer’s heaviest duty air conditioning and heating and defrosting systems. The air conditioning shall be capable of cooling the interior of the vehicle in a very hot (+130 °F or +54°C), dusty environment.

· Hand tool pioneer kits integrated into the vehicle containing an (1) Axe, (1) Shovel, (1) Sledgehammer, (1) Mattocks. Kits shall move from under the cargo bed to on top of the hood for easy access. An aluminum interface plate shall attach the tools to the hood using existing contour of the hood.

· 2,120 gallon (8,000 liter) tank, made of at least 0.157 inch (4 mm) thick, high-grade steel – A283, A570, or equivalent (as rated in a system other than AISI) – suitable for transporting diesel fuel provided with the following characteristics and options:

· Constructed of one compartment with a man-hole cover (with dipstick), with all tank openings and vents protected against expansion, overturn damage and spillage.

· Baffles inside the tank sufficient to stabilize the fuel during travel.

· A catwalk at the top of the tank of made of metal grating, with an access ladder.

· A pump with a flow rate of at least 130 gallons/min (500 liters/min).

· Suction and discharge connections with hose couplings and caps equipped with a filter’’

· A hydraulically driven PTO pump with controls in the driver’s cab for Discharge and Filling:

· The tank is capable of being filled from the top.

· Self-filled with its pump.

· Discharged by gravity.

· Discharged with its pump, unmeasured.

· Discharged with its pump, measured.

· Discharged with its pump, via its hose reel, measured.

· A 2 inch metering system with the components below in a cabinet on outside of vehicle:

· A hose reel with at least 50 feet (15.24 m) of hose, with a pressurized discharge nozzle and a meter with a flow-rate range from 9 – 150 gallons/min (35 – 375 liters/min), A gas separator, A 4-digit resettable register and a 8-digit non-resettable register.

· The vehicle has lighting sufficient for nighttime fueling operations.

· Meeting all the requirements above for a Diesel Fuel capability.
