USNORTHCOM FY13 CUSTOMS AND BORDER PATROL (CBP)
unattended ground sENSORS (ugs) procurement
TORP 0352
18 sEPTEMBER 2013
MISSION OBJECTIVE.
The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This effort will support the War Fighter in combating narcoterrorism globally.
SCOPE.
2.1 Task Order (T/O) Objective:
The objective is to procure and deliver specific unattended ground sensor (UGS) equipment and provide associated training to the Mexican Federal Police to support counter narcotics efforts. UGS will be used along the northern Mexico border region.
2.2 Base Contract References:
This PWS establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of: 4.3.2 Training, Operations, and Logistics support; 4.3.2.7 Logistics Support and Equipment; 4.3.3.4 Material and Equipment Purchase.
PERFORMANCE requirements
The contractor shall procure, ship, deliver, and provide training for all parts and equipment. The contractor is responsible for procuring export licenses and any associated technology transfer agreements for transfer of equipment to Mexico regardless of delivery location. Export licenses and International Traffic in Arms Regulation (ITAR) compliance are required by the freight forwarders in order to export equipment to Mexico; therefore, the contractor is responsible for ITAR compliance, customs clearance, value added tax (VAT), and any associated taxes and fees. The contractor shall ensure that appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place and all required documentation and approvals have been obtained before conducting any delivery activities under the PWS that requires such approval and documentation. The contractor shall provide all labor, materials, equipment, travel, DBA insurance, and required actions to satisfy the requirements set forth in this PWS. All parts and equipment shall be delivered no later than 120 days after contract award to the following United States address:

All Original Equipment Manufacturer (OEM) documentation for material shall be presented electronically and in hard copy.
All items shall be delivered in a single shipment. Partial shipments of ordered items are not authorized unless preapproved or requested by the COR/TM. Any change in the Free on Board (FOB) address shall be approved by the Contracting Officer via a modification to the task order.
3.1 Base Requirement – Unattended Ground Sensor (UGS) Equipment (Brand Name (Orion) or Equal)

Imaging sensors and supporting communications equipment must:
· Have the ability to transmit images through a cellular signal or via Radio Frequency (RF) to a computer with commercially available/commercial-off-the-shelf (COTS) network access;
· Use COTS, non-proprietary batteries and have the ability to use solar panels for recharging batteries;
· Allow for transmission of images from multiple cameras to be accomplished with the use of one cellular network card; and
· Have the ability to transmit both video and still images
Training: The contractor shall provide new equipment user training and OEM manuals. Training will consist of two separate training sessions, one-week each with up to twenty (20) students per session. Training shall be conducted at the CBP Tucson Sector facility within four weeks of equipment deliver. These courses shall be designed to teach the customer how to operate the UGS in a repeater mode (see Appendix B). The course of instruction shall be delivered forty-five (45) days prior to the training in both English and Latin American Spanish. All training and manuals shall be provided in both English and Latin American Spanish.
4.0 OTHER PERFORMANCE REQUIREMENTS.
4.1 Defense Base Act (DBA) Insurance.
DBA insurance for all personnel performing work OCONUS under this task order is required.
4.2 Meetings, Briefings, and Publications.
The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the Technical Monitor of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings, as scheduled by the responsible Contracting Officer or written designee.
5.0 TEMPORARY DUTY (TDY) TRAVEL.
The contractor shall perform TDY non-local travel and OCONUS travel, as required. The contractor shall provide the performance of this task order within the Continental United States (CONUS).
All travel required and approved will be paid IAW the Basic Contract by reimbursement to the contractor. Only required travel previously approved will be reimbursed.
6.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).
Training shall be conducted at the Government provided CBP Tucson Sector facility located at 2430 South Swan Road, Tucson, AZ 85711.
7.0 SECURITY.
All work shall be unclassified.
8.0 Warranties And Warranty Process
The contractor shall provide all OEM standard warranties (nothing above or beyond the warranties that come with the initial purchase) of all equipment required by the T/O on behalf of the U.S. Government.
Contractors shall offer the USG at least the same warranty terms, including offers of extended warranties, offered to the general public in customary practice. The OEM warranty is typically some form of materials and workmanship guarantee. Some items may be able to be repaired in-country if the OEM has representation in-country, others will have to be shipped back to the OEM facility that is designated in the respective warranties.
The time for repairs and the individual warranty terms are specific to each item’s OEM warranty and may vary widely. The warranty extended to the Government shall be specific and clearly indicate the terms of the warranty.
The contractor shall provide a Warranty Plan as specified in the Task Order Deliverables section.

*Copies are to be submitted electronically whenever possible. Recipients at a minimum shall include the Contracting Officer (KO), Contracting Officer’s Representative (COR) and Technical Monitor.
10.0 DATA REQUIREMENTS:
10.1 Master Schedule (CDRL A002).
The contractor shall provide a Master Schedule for Government approval within 45 calendar days of award. The contractor shall create, maintain, and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to close out. The Master Schedule shall include; but not be limited to, the following information:
· Timeline for procurement of equipment, if required;
· Timeline for development of the Courses of Instruction
· Timeline for Training
· Milestones for Deliverables
Additionally, the contractor shall be required to update the Master Schedule and submit for Government approval within ten (10) calendar days, in the event there are any changes or delays regarding the timeline for procurement of equipment or milestones for deliverables.
10.2 Progress Report (CDRL A002).
A comprehensive progress report shall be delivered monthly within ten (10) calendar days from the end of the previous month. The report shall, at a minimum contain an overall schedule, the current status of funding, accomplishments, any potential issues, and any lessons learned.
10.3 Management Plan (CDRL A00G).
The contractor shall provide a management plan within 45 calendar days of award defining a management system to plan and control this effort. The management plan shall delineate how the contractor plans to accomplish the effort, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.
10.4 Quality Control Plan (CDRL A00G).
The contractor shall provide a draft Quality Control (QC) Plan with their Proposal. The final plan shall be provided within 30 calendar days after award. At a minimum, the QC Plan shall address the following:
· QC Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its responsibilities. The plan shall include a clearly defined process, key performance indicators, schedules and personnel, by name, to include those that will be performing subcontractor oversight. The plan shall address how trend analysis and tracking of corrective actions will be accomplished. QC personnel shall not be buried in the organization, but shall have a direct line to upper management.
· Reporting: Monthly status reports shall specifically discuss activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.
· Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with requirements and the contractor's approach to execution.
10.5 Status Meeting (CDRL A003).
The contractor shall provide a status meeting report within ten (10) calendar days after a meeting.
10.6 Program Reviews (CDRL A004).
The contractor shall support Program Reviews (commonly called Program Management Reviews (PMR)). Formats for PMRs will be provided by the COR. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with Government representatives to discuss contractual issues.
10.7 UGS OEM Manual (CDRL A00E).
The contractor shall provide a UGS OEM Manual in English and Latin American Spanish upon equipment delivery with the equipment and to the U.S. Government.
10.8 Export Control Documentation: (CDRL A00H).
The contractor shall provide a cover letter describing the purpose of their submission, POC, Contract/TORP number, description of each enclosed attachment and should include original document(s) nomenclature (if revised). The attachments shall be originals or certified originals and be dated, signed by a cognizant authority and indicate specific agreement terms. The contractor shall provide an English translation of foreign language documents when applicable.
10.9 Course of Instruction (CDRL A00E).
The contractor shall develop and provide course of instruction in both English and Latin American Spanish forty-five (45) days prior to the conducting training.
10.10 Warranty Plan (CDRL A00E)
The contractor shall provide a Warranty Plan within forty-five (45) days after task order award that clearly addresses the following:
· Warranty POC;
· List of items with registration/serial number, and their warranty terms (i.e., length of warranty, start date, type (limited, extended, standard)
· Warranty approach;
