1.0 MISSION OBJECTIVE

The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of narco-terrorism worldwide.

2.0 SCOPE

2.1 Task Order Objective:

This Task Order (T/O) objective is the procurement and delivery of Unattended Ground Sensor (UGS) Radiobarrier sets and associated training necessary to support ongoing Counter Narcotics (CN) training and operations efforts conducted by the Border Guard Service, Ministry of Internal Affairs in the Republic of Kazakhstan.

2.2 Task Order History:

This T/O provides equipment that is desired by the Government of Kazakhstan to aid their CN program. The United States Central Command (USCENTCOM) and the U.S. Embassy have established a long term relationship and cooperation with the Government of Kazakhstan to support their efforts in the fields of border security, CN and other law enforcement areas. The Border Guard Service is the primary recipient of the equipment provided by the T/O.

2.3 Base Contract References:

This T/O establishes the requirements for the Contractor to provide support in the Basic Contract task area(s) of:

3.0 task order performance requirements

· The contractor shall provide, ship and deliver all parts and equipment to Military Unit 2458 Suyunbay Street 351, Almaty, Kazakhstan and provide training as described below.

· The contractor shall provide all labor, material, equipment, travel, DBA insurance and all else that is required to satisfy the requirements set forth in this PWS.

· The contractor shall be responsible for all associated taxes (e.g. VAT), duties and customs fees, and other related charges. Historically Kazakhstan has had very high (est. 20%) customs fees and taxes for the importation and delivery of material that is not accepted as locally or regionally produced. At this time, waivers or exemptions are not available to preclude the payment of the VAT tax.

· The contractor shall also be responsible for all aspects of export compliance, including compliance with the Arms Export Control Act and International Traffic in Arms Regulations (ITAR).

· The contractor shall ensure the appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place before conducting any activity under this task order that requires such approval and documentation.

· All equipment shall be of good quality and durability according to commercially accepted quality standards for similar products. All equipment shall be new and manufactured within the last year of delivery. All equipment has to be supplied with Original Equipment Manufacturer (OEM) use and maintenance manuals in Russian language.

3.1 Base Requirement – One (1) Unattended Ground Sensor (UGS) System and Training Class

3.1.1 Base Requirement (Equipment) Brand Name Only - The contractor shall provide, ship and deliver the following equipment which is manufactured by Polus-ST, LLC. The specific brand and model is required due to interoperability with the existing Polus-ST systems being used by the Kazakhstan Border Guards in performing border security and CN operations. The table below is the equipment that shall be included, meeting all the specifications listed:

a. Seismic sensor to portable receiver – 500 m;

2. Operating temperature range: -40 to + 50 degrees Celsius;

3. Control zone radius for a single sensor: from 20 to 200 m (based on settings);

4. Autonomous service of seismic sensor (without recharge or battery replacement) – 3 years.

UGS Radiobarrier system shall include the following set of equipment:

Wireless Intrusion Multi-Sensor RS-U with ASh-433 antenna and VIP-1026 battery and remote sensor SV – 90 sets;

Long distance retransmission unit MR with antenna AV-6 and VIP-1026 battery and connection adapter PP-1 – 4 sets;

Long distance retransmission unit MR with directed antenna Y5-433 and VIP-1026 battery and connection adapter PP-1 – 6 sets;

Handheld Control Receiver (KOPR) including inbuilt battery, AK-433 antenna, earphones, and 220V charger – 3 sets;

Operator’s mobile console MPO-TV2 including a set of antennas and power cables and an installed Windows operating system – 1 set;

Long distance retransmission unit MR in KOS mode with antenna AShV-433, two cable extension UKA-433/15 (15 m), communication cable KSK, 220V linear power unit BPS-220 – 1 set;

“GIS Radiobarrier” software on CD – 1 ea;

Wireless Television Sensor TS-TV with AK-433 antenna, AN-2,4 antenna, AK-2,4 antenna, set of mounting pieces, VIP-1272 battery, power cable extension UKP/15 (15 m) – 4 sets;

Wireless Television Sensor TS-TP with AK-433 antenna, AN-2,4 antenna, AK-2,4 antenna, set of mounting pieces, VIP-1272 battery, power cable extension UKP/15 (15 m) – 4 sets;

Wireless Television Sensor TVR with three AN-2,4 antennas, KBV-433 antenna, set of mounting pieces, VIP-1272 battery, power cable extension UKP/15 (15 m) – 4 sets;

Portable television receiver PTV with 220V charger – 2 sets;

3.1.2 Base Requirement (Training)-The contractor shall conduct one (1) Use and Maintenance training class on the one (1) UGS radiobarrier system delivered.

3.1.2.1 The Contractor shall provide one (1) operator use and maintenance training class for up to twenty (20) personnel on the equipment delivered under this task. The training duration minimum shall be three (3) days and the duration maximum shall be five (5) days. The Contractor shall ensure the training schedule includes two (2) fifteen (15) minute coffee breaks and a one (1) hour lunch per training day.

3.1.2.2 The training shall meet the following use and maintenance class objectives:

· The purpose of radiobarrier system;

· Wireless Intrusion Multi-Sensor assembly;

· Seismic senor mode training and operability test;

· Sensor finding device training and operability test;

· Handheld Control receiver training;

· Antennas – purpose, orientation, location, and specifications;

· Batteries – purpose, features, and specifications;

· Operator’s console – purpose, components, and operability test;

· Functions of the mapping system;

· GPS data – receiving, communicating, and creation of maps;

· Operating instructions;

· Maintenance procedures;

· Typical operation mistakes and how to eliminate them.

UGS system introduction covering basic understanding, introduction to sensor operations, operator procedures and discipline, operation of the system, station set-up, connections, power supply and accessory use, system programming and configurations, practical system tests, how to re-set the system and system operation. The contractor shall conduct training to ensure environmental and terrain condition demonstration.

3.1.2.3 The training classroom/facility will be provided by the Kazakhstan Border Guard Service. The Contractor shall coordinate with the U.S. Government POC and the end user (Kazakhstan Border Guard Service) for the training classroom location at the Military Unit 2458 in Almaty, Kazakhstan.

3.1.2.4 The contractor shall conduct the use and maintenance training portion in the classroom. The contractor shall also conduct a hands-on, outdoor terrain conditions training/demonstration which shall also be located at Military Unit 2458. The contractor shall provide transportation for all training attendees to/from training venues (between classroom and the outdoor training sites).

3.1.2.5 The contractor shall provide training tools, handouts, interpretation if needed, and other training related expenses. All training material shall be in Russian and delivered in hard copy form for each of the participants on at least one Microsoft Office compatible Master CD ROM for future needs of the end user (Kazakhstan Border Guard Service).

3.1.2.6 Upon competition of the training, the Contractor shall provide proof of qualified certification for all trainees. Records indicating the successful completion of the training shall be provided to the COR/TM.

3.2 Option A – Two (2) unattended ground sensor (UGS) systems

3.2.1 Option A Requirement (Equipment Brand Name Only) - The contractor shall provide, ship and deliver the following equipment which is manufactured by Polus-ST, LLC. The specific brand and model is required due to interoperability with the existing Polus-ST systems being used by the Kazakhstan Border Guards in performing border security and CN operations. The table below is the equipment that shall be included, meeting all the specifications listed:

4.0 other PERFORMANCE REQUIREMENTs

4.1 Delivery

4.1.1 All items shall be provided with standard Original Equipment Manufacturer (OEM) warranties. The terms of the warranties shall be clearly presented in the name of End User (EU). As prescribed in FAR 12.404, the contractor agrees that the supplies or services furnished under this contract shall be covered by the most favorable commercial warranties the contractor gives to any customer for such supplies or services and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this contract. All utilization of commercially available OEM warranty associated with the equipment shall be the responsibility of the EU upon receipt of the material from the United States Government.

4.1.2 Ordered equipment shall be delivered in a single shipment unless the contractor can demonstrate value to the USG for a multiple delivery approach. Partial shipments of ordered items are not authorized unless preapproved or requested by the Contracting Officer (KO). Any change in the FOB address shall be agreed to by the KO and the prime contractor in writing.

4.1.3 The contractor shall provide DD250 Forms and list of equipment and accessories (including serial numbers) with by-item costs to the Points of Contacts (POCs) below one (1) month prior to the delivery and transfer.

4.1.4 The contractor shall be responsible for providing life support services while in Almaty for delivery.

4.1.5 The contractor shall be responsible for providing own country clearances, LOIs, visas, lodging and air/ground transportation.

4.1.6 Final delivery of ordered items shall be Free on Board (FOB) to destination. All equipment and material shall clear customs prior to delivery. The use of an in-country broker is highly encouraged to guarantee proper customs clearance and equipment delivery.

4.1.7 The contractor shall provide, deliver and conduct training, and ensure receipt and turn-over acceptance of all equipment listed in this T/O to the following Point of Delivery (POD):

4.1.8 The following personnel are Points of Contact (POCs) for the delivery location:

5.0 WORK HOURS AND LOCATION

5.1 Level of Effort

The principal place of performance and delivery for this T/O shall be in Kazakhstan. The Contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon Counter-Narcotics & Global Threats (CN&GT) operations and exercises.

5.2 Temporary Duty (TDY) Travel

5.2.1 The Contractor shall perform TDY non-local travel, and Outside the Continental United States (OCONUC) travel, as required in the performance of this effort. All travel required and approved under this effort will be paid IAW the Basic Contract by reimbursement to the Contractor. Only required travel previously approved by the KO will be reimbursed under this effort.

5.2.2 The Contractor shall ensure that all employees in the SPOT database have a current DD Form 93 (Record of Emergency Data Card) on file with both the Contractor and the designated Government official.

5.2.3 All personnel performing duties (OCONUS) shall be included in and insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.

8.1.1 Master Schedule (CDRL A00G)

The Contractor shall create, maintain, and provide a Master Project Schedule for Government approval. The schedule may be incorporated in the standard monthly report deliverable with any updates specifically noted. The schedule must cover all phases of the project from kick off to task order close out. The Master Schedule must clearly show; but is not be limited to, the following information as applicable:

· Milestones for staffing

· Milestones for procurement of equipment

· Milestones for installation and integration

· Milestones for system test and acceptance

· Milestones for training

· Milestones showing all deliverables

8.1.2 Contractor’s Progress Report (CDRL A002)

The contractor shall provide a monthly report summarizing all tasks preformed, meetings, reports, presentations, deliverables personnel changes/rotations for the previous month. These reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract. These reports are due ten (10) business days from the end of the previous month.

8.1.3 Management Plan (CDRL A00G)

The Contractor shall provide a management plan that shall define the management approach to plan and control this task order effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. This deliverable is due ten (10) days after a request is made.

8.1.4 Status Meetings (CDRL A003)

The Contractor shall participate in status meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the TM of any problems with contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.

8.1.5 Licenses, Export Agreements & Certifications (CDRL A00H) The contractor shall provide export control documentation, to include a cover letter describing purpose of submission, POC, Contract/TORP #; Description of each attachment/encl; original document(s) and nomenclature (if revision). Attachments should be originals or certified originals and be dates, signed by cognizant authority, and indicate specific agreement terms. English translation of foreign language documents is required. This documentation is due five (5) days prior to final delivery, unless otherwise specified in task order.

8.2.1 Export Control Document

The contractor shall provide a cover letter describing the purpose of their submission, POC, Contract/TORP number, description of each enclosed attachment and shall include original document(s) nomenclature (if revised). The attachments shall be originals or certified originals and be dated, signed by a cognizant authority and indicate specific agreement terms. The contractor shall provide an English translation of foreign language documents when applicable. This documentation is due five (5) days prior to final delivery, unless otherwise specified in task order.

8.2.2 Training Schedule

The Contractor shall provide to the Contracting Officer, COR/TM a Training Schedule and Points of Instruction (POI) within forty-five (45) days of the award. The training schedule and Plan of Instruction (POI) shall be based on OEM (Original Equipment Manufacturer) recommended procedures for the radiobarrier system. The initial report is due forty-five (45) days after contract award. Subsequent Training Schedule updates will be provided if timeline/milestone changes occur.

8.2.3 Contractor’s Training Progress Report

The Contractor shall provide to the Contracting Officer, COR/TM a Training Progress Report at the completion of the UGS radiobarrier training reporting the names and number of students certified as fully trained on the radiobarrier.
