MEMORANDUM FOR ALL OFFERORS
SUBJECT: FA4890-14-R-0023, Amendment 0001 – Administrative Changes
1. As of the result of the Questions and Answers, the subject solicitation required various administrative changes.
All changes have been highlighted in YELLOW. Amendment 0003 incorporates the following changes/clarifications:
a. Updated Section L Scenarios
i. The Government has updated the paragraph numbering for the scenarios to show S-X.X to make it more clear that these are scenario expectations and not part of the PWS and not a real requirement, as specified in RFP paragraph L-7.3.4.
ii. The language in Section L is for offerors to describe the proposed approach for the overall ID/IQ. The
4th Technical Subfactor: Scenarios, “…represent work that may occur under this ID/IQ contract. These scenarios are examples and will not result in awarded work upon award of the ID/IQ contract, but will be used by the Government to assess the Contractor’s approach to performing representative work. The content in the scenarios is for informational purposes only and provides the framework for Offerors to describe the proposed approach to meeting each of the two (2) sample scenario requirements.” (RFP paragraph L-7.3.4) The information provided in the scenario is to help offerors better understand representative work under the ID/IQ contract.
iii. Offerors only need to provide the items listed in RFP paragraph L-7.3.4. See also RFP paragraph M-
3.2.4. Offertory do not need to provide any of the deliverables, items, actions in the scenarios, except as specifically instructed at L-7.3.4.
b. Clauses
i. In order for a clause to be included in a T/O it must be incorporated in the ID/IQ, therefore there are various clauses that appear that they do not apply. However, they may be applicable at the T/O level. If a clause is applicable at the T/O level then it will be specified in the T/O. An example of this is 52.234-
2, Notice of Earned Value Management System -Pre-Award IBR.
ii. Add 52.211-6, Brand Name or Equal
iii. Update out of date clauses, i.e. 52.222-50, Combating Trafficking in Persons
c. DD 254 - A DD 254 will not be done at the ID/IQ level. A DD 254 will be accomplished at the T/O level, if necessary. Per PWS paragraph 4.2.3.1, the T/O awardee must have the appropriate facility clearance to perform.
d. PWS
i. Various administrative changes
ii. For OCONUS Labor / Performance the resulting T/O contract will include application of Department of
State differentials (in accordance with the most current Department of State Standardized Regulation
(DSSR)), and the awardee’s DSSR Indirect Rate to the awardee’s OCONUS (Daily) Rates based on the
T/O proposal and location of performance, as applicable.
2. The last day the Government will accept questions from Offerors is 15 March 2015.
