Raven Small Unmanned Aircraft Systems (SUAS) For Uganda

Statement of Objectives

(SOO)

Mission Statement: The procurement of equipment and services will help build the capacity of Uganda’s, Burundi’s, Kenya’s, as well as other African countries’ national military forces to conduct Counter Terrorism (CT) operations by providing tactical equipment and training, improving survivability, night operations, and urban combat effectiveness. This program will improve the tactical effectiveness and operational reach of these African countries engaged in CT operations.

Objective: The contractor shall provide Small Unmanned Aircraft Systems (SUAS) Raven Analog systems, Initial Spare Parts, Operational Training, and Contractor Logistics Support (CLS). In addition the contractor shall provide initial operator and maintenance training on the SUAS Raven Analog systems. The contractor shall provide all retrograde parts, spare parts, repairables, consumables, logistics support, to support all field and depot level repairs to support the pertinent African country.

Scope: At a minimum the following areas shall be addressed in the Contractor proposed Statement of Work (CSOW)

1. Purchasing and Delivery

a. Each Raven UAS will consist of the following:

· Raven Aircraft, C-Code, Analog Raven (3ea)

· Recon, Surveillance, and Target Acquiring (RSTA) Kit (2ea)[footnoteRef:1] [1: See 1d. ]

· Payload Nose Thermal IR Side Look (2ea)

· Payload Nose, Daylight (EO) Forward and Side Look (3ea)

· Softpack Case (3ea)

· Field Repair Kit (3ea)

· Ground Control Station (2ea)

· Shipping Case (1ea)

· Initial Spares Package (ISP):

· Assy, Rechargeable Battery (10ea)

· Assy, Universal Battery Charger (2ea)

· Rechargeable Battery, BB-2557 (10ea)

· Assy, Cable, Simulator Dongle (1ea)

· Spares Package, Army Operational (1ea)

· 50 ft. Umbilical Cable, GC2 (1ea)

· Battery Case w/ label (2ea)

· Packaging, Black Plastic Case (No Foam) (1ea)

· Foam Lid for Pelican 1660 Case (1ea)

· Foam ,4in, Pick Up And Pluck , For Pelican Case 1660 Case (2ea)

· Envelope, Packaging, 9 x 12 in. Adhesive Backed (2ea)

· Label, System Level Case, 8C (2ea)

Uganda’s List of Requirement:

1) Eight (8) Raven Systems (see list above for breakdown)

2) Four (4) additional RSTA Kits for the current fleet

3) Operational Training for up to 20 Students

4) CLS for 12 Raven UAS 30 September 2013 to 30 September 2014 Kenya’s List of Requirement (Optional CLIN for FY 14):

1) NTE Ten (10) Raven Systems (see list above for breakdown)

2) Operational Training for up to 20 Students

3) CLS

Burundi’s List of Requirement (Optional CLIN for FY 14):

1) NTE Ten (10) Raven Systems (see list above for breakdown)

2) Operational Training for up to 20 Students

Additional Country’s Requirement (Optional CLIN for FY 14):

b. Ravens will be capable of being configured to support day and night time flying.

c. Spares packages will be delivered in conjunction with delivery of SUAS Raven Analog systems listed in 1a above.

d. Each Raven UAS requires one RSTA Kit, in addition to the RSTA Kit identified in 1a above, the Contractor shall quote an additional RSTA Kit or Laptop computer for each Raven UAS, whatever is deemed necessary, on a separate line item that will be used to edit video taken by the Ravens.

e. All International Traffic in Arms Regulations (ITAR) must be complied with.

f. Customs requirements must be met for export of Raven systems and parts to the pertinent African country and for import to the United States.

g. Contractor will deliver operator, maintenance, parts, and any other manual required to support the Ravens upon delivery.

h. Shipping shall be F.O.B. Destination; price shall include door to door delivery to the address listed below. Customs clearance charges shall not be included in the price.

i. All items shall be delivered NLT 90 days after receipt of award.

2. Training for each country:

a. OCONUS operator and maintenance training will be accomplished in the pertinent African country.

b. The target class size for the training will be 20 students.

c. Contractor will propose student/instructor ratio.

d. Contractor will propose length of training.

e. Contractor will be conducted in English.

f. Contractor will provide a proposed Point of Instruction (POI) plan for training.

g. Contractor will identify training material that will be used, to include what materials will be left with each student.

h. Contractor will be required to provide all equipment (Audiovisual/Computers) needed for instruction.

i. Individuals traveling to the pertinent African country to provide training will require theater clearance, detailed requirements for theater clearance will be provided upon contract award. General information on travel to Africa can be found at the below link:

3. Contractor Logistics Support (CLS)

a. CLS will be from 30 September 2013 to 30 September 2014 for Uganda. The Period of Performance (PoP) for CLS is TBD for the other African countries and will be based on when the optional CLIN is exercised.

b. CLS will be Cost Reimbursement.

c. CLS for SUAS Raven systems will include management, logistics, spares, repairs, depot level support, CONUS support, and configuration management.

d. CLS concept should maximize SUAS Raven System availability while minimizing costs.

e. Contractor will propose key metrics/thresholds for CLS support.

f. Contractor will propose a Beyond Economical Repair (BER) rate for component replacement costs, upon Government approval no components exceeding the approved BER rate will be repaired without Government approval.

g. Contractor will provide transportation and track all retrograde SUAS equipment and spares from the applicable country to AeroVironment and from AeroVironment to the applicable country.

4. Reports

a. Upon contract award, contractor will host a kickoff meeting, either at a CONUS location or through telecommunications.

b. Contractor will provide a delivery schedule for all equipment and spares that are procured to include milestones.

c. Contractor will provide a list of proposed monthly progress reports to include data contained within the reports.

d. Contractor will provide a commercial warranty plan.

e. Contractor will provide a list of proposed reports, to include data contained within the reports to give the Government visibility of CLS support being provided.

5. Management of Risk and Quality

a. The contractor will establish, implement, and maintain a proactive, on-going Risk Management Process that identifies, assesses, handles/mitigates, and appropriately reports technical, cost, and schedule risk on this contract.

b. Program reviews, reports, and IPT meetings shall be used by the contractor and the Government to track risks and mitigation progress across the program.

c. At a minimum the Contractor will establish a system to validate:

· Products conforms to specifications

· Nonconforming products are controlled and corrected

· Repairs and configurations meet specifications

· Effectiveness of training provided

· Assets delivered to user conform to specifications

6. Constraints

a. Ravens will be used in a wartime environment.

b. Contractor will have no control over how long it will take African country’s Military to return reparable assets to the Contractors repair facility.

Period and place of performance:

CLS support will be from 30 September 2013 to 30 September 2014 for Uganda. The Period of Performance (PoP) for CLS is TBD for the other African countries and will be based on when the optional CLIN is exercised. CLS will be supported by the Contractor from a CONUS location. Raven Training will be conducted in the pertinent African Country at a location TBD by the Government; training will take place after delivery of the SUAS Raven Analog systems. Raven systems and spares that are being procured will be delivered to the US Embassy in the pertinent African Country, the Embassy addresses are:

For the TBD countries, the Embassy address will be provided once the country is determined.

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Raven UAS CLS via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
