PERFORMANCE WORK STATEMENT

Belize communcations Interoperability Configuration TORP 0330 – Revision 0 DATE 2 JuLY 2013

MISSION OBJECTIVE.

The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of narcoterrorism worldwide.

SCOPE.

3.0 Task Order Objective.

The Task Order (T/O) objective is to provide, install, configure, and test communication equipment to support the Belize Communication Interoperability backbone network in various cities not limited to: Belmopan, Baldy Beacon, Corozal, Dangriga, and Ladyville. The contractor shall be responsible for the configuration of the US State Department GFE (donated to and installed by the Host Nation) and equipment procured as specified in the PWS to allow the GFE systems to communicate throughout the designated locations in Belize. This T/O shall include the procurement of items listed in the PWS, items required to configure the system’s architecture (systems, cables, special tools, adapters, connectors, etc), testing for interoperability of the network and training of the new equipment.

3.1 Basic Contract References.

This T/O PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area(s) of:

1. Task Order PERFORMANCE REQUIREMENTS.

4.1 Base Requirement – Installation, Configuration, Testing in Telemedia Baldy Beacon, Belmopan, Dangriga, and Corozal.

The contractor shall provide, install, configure, and test Harris Radio Systems, Harris switches, Harris radio stations, equipment racks, combiner/multi-coupler racks, and interoperability equipment cabinets.

4.1.1 The contractor shall provide the following equipment for each designated site:

· Network Switching Center (NSC) at Belize Telemedia Belmopan Exchange Facility, consisting of Network Switching Center:

· P25 VIDA Network Switch (NSS)

· Regional VIDA Management (RVM) System

· Unified Administration System

· Regional Site Manager

· Network Interface Router and Ethernet Equipment

· GPS Netclock

· Equipment Cabinets and associated cabling

· Site miscellaneous installation hardware

· Baldy Beacon Repeater VHF P25 RF Site:

· 3 Channels – MASTR III 150 MHz repeater system

· RF cabling from repeaters to existing GFE antenna and RF transmission system

· Cisco network router and IP network equipment

· Network sentry alarm unit

· UAC interoperability gateway equipped with one 4 wire and PTT analog talkpaths

· Equipment cabinets and associated cabling

· Site miscellaneous installation hardware

· 3 channel P25 equipment rack

· Combiner/multicoupler rack

· Interop equipment cabinet

· Belize National Police P25 Dispatch Operator Equipment:

· 1 C3 Maestro Console

· CPU

· Keyboard and mouse

· 15” monitor, touchscreen capable

· Single footswitch

· Desktop microphone

· Corozal exchange repeater VHF P25 site:

· 3 Channel MASTR III 150 MHz repeater system

· RF cabling from repeaters to existing antenna systems: TX-Heliaz 7/8” LDF RX-Heliaz 1-5/8” LDF, Mounting hardware, hanger kits, ground kits

· Cisco network router and IP network equipment

· Network sentry alarm unit

· Equipment cabinets and associated cabling

· 3 channel P25 equipment rack

· Combiner/multicoupler rack

· Joint Operations Command Center Dispatch Operator Equipment – Main:

4.1.2 The contactor shall be responsible for:

a) Provide technical assistance to the host nation for maintaining the existing Mobile Radio System until the new backbone system is installed.

b) Site survey of all installation locations. The contractor shall deliver the site survey 60 days after contract award (A00E)

c) Conduct a Customer Design Review (CDR) to finalize the backbone system. The contractor shall conduct the CDR 90 days after contract award (CDRL A004). The contractor shall provide a complete preliminary system design to include demark specifications for backhauls subsystems, provide recommendations for microwave and fiber demarcation point at each designated location,

d) Provide those organizations required to participate in the CDR.

e) The contractor shall be responsible for final site preparations when required for Harris equipment prior to installation/configuration.

f) Design the backbone architecture and provide the P25 Radio system specific for the backbone integration.

g) Provide site requirements to support the backbone system. The site requirements shall consist of but not limited to power, heat, cooling, load, space, grounding, cable routing, and connectivity.

h) Develop preliminary user terminal profile and fleet mapping plan. The contractor shall delivery the plan 120 days after contactor award (CDRLA00E).

i) Create C3 Maestro Console Personalities.

j) Program C3 consoles.

k) Provide I/O specifications for integration of Harris equipment to USG provided microwave backhaul system.

l) Provide recommendations for frequencies and bandwidth requirements for new proposed links for USG provided microwave backhaul system.

m) Provide consolidation location for equipment prior to shipping to Belize in order to allow one shipment of all material.

n) Deliver equipment to final destination identified.

o) Provide standard Harris equipment training within the Continental United States for the systems identified. Training shall be five, eight hour days. Class size shall not be more than 10 students, and conducted in English.

p) Provide customized Harris training at the designated installation locations for the identified equipment. Training shall be five, eight hour days for each location. Class size shall not be more than 25 students, and conducted in English.

q) Ground all provided equipment in the identified cabinets, racks or enclosures at all sites.

r) Make all equipment AC power connections to the identified equipment.

s) Install site equipment to include placing, fix (set), intra-cabinet wiring, wire equipment racks to site AC power, indoor RF wiring between equipment racks and antenna system, interconnect equipment to backhaul specified demarcation at all sites identified.

t) Update/mark equipment and site drawings.

u) Install P25 consoles on designated desks/workstations at each site.

v) Interconnect consoles to AC power.

w) Install network switching, management, and recording equipment.

x) Wire between cabinets/racks.

y) Connect to backhaul equipment.

z) Provide final system drawings (CDRL A00E)

aa) Assist with programming and distributing portable terminals.

ab) Provide VHF P25T system integration and optimization.

ac) Verify and test for proper levels, communication interfaces, console optimization of real-time optimization of working networks and equipment. Government will assist in real-time optimization of working networks.

ad) Load government provided user groups and individual users to the system requiring access to the backbone system.

ae) Provide test plan (CDRL A00A) for final acceptance testing

4.2 Option A - Installation, Configuration, Testing in San Pedro and Benque The contractor shall provide, install, configure, and test Harris Radio Systems, Harris switches, Harris radio stations, equipment racks, combiner/multi-coupler racks, and interoperability equipment cabinets.

The contractor shall provide the following equipment for each designated site:

· San Pedro Repeater VHF P25 RF Site:

· 3 Channels – MASTR III 150 MHz repeater system

· RF cabling from repeaters to existing antenna and RF transmission system

· Cisco network router and IP network equipment

· Network sentry alarm unit

· UAC interoperability gateway equipped with one 4 wire and PTT analog talkpaths

· Equipment cabinets and associated cabling

· Site miscellaneous installation hardware

· 3 channel P25 equipment rack

· Combiner/multicoupler rack

· Interop equipment cabinet

· Benque Repeater VHF P25 RF Site:

· 3 Channels – MASTR III 150 MHz repeater system

· RF cabling from repeaters to existing antenna and RF transmission system

· Cisco network router and IP network equipment

· Network sentry alarm unit

· UAC interoperability gateway equipped with one 4 wire and PTT analog talkpaths

· Equipment cabinets and associated cabling

· Site miscellaneous installation hardware

· 3 channel P25 equipment rack

· Combiner/multicoupler rack

· Interop equipment cabinet

The contractor shall perform the tasks associated outlined in section 3.1.2.

4.3 Option B - Installation, Configuration, Testing in Independence The contractor shall provide, install, configure, and test Harris Radio Systems, Harris switches, Harris radio stations, equipment racks, combiner/multi-coupler racks, and interoperability equipment cabinets.

The contractor shall provide the following equipment for each designated site:

· Independence Repeater VHF P25 RF Site:

· 3 Channels – MASTR III 150 MHz repeater system

· RF cabling from repeaters to existing antenna and RF transmission system

· Cisco network router and IP network equipment

· Network sentry alarm unit

· UAC interoperability gateway equipped with one 4 wire and PTT analog talkpaths

· Equipment cabinets and associated cabling

· Site miscellaneous installation hardware

· 3 channel P25 equipment rack

· Combiner/multicoupler rack

· Interop equipment cabinet

The contractor shall perform the tasks associated outlined in section 3.1.2.

4.4 Option C - Installation, Configuration, Testing in Punta Gorda The contractor shall provide, install, configure, and test Harris Radio Systems, Harris switches, Harris radio stations, equipment racks, combiner/multi-coupler racks, and interoperability equipment cabinets.

The contractor shall provide the following equipment for each designated site:

· Punta Gorda Repeater VHF P25 RF Site:

· 3 Channels – MASTR III 150 MHz repeater system

· RF cabling from repeaters to existing antenna and RF transmission system

· Cisco network router and IP network equipment

· Network sentry alarm unit

· UAC interoperability gateway equipped with one 4 wire and PTT analog talkpaths

· Equipment cabinets and associated cabling

· Site miscellaneous installation hardware

· 3 channel P25 equipment rack

· Combiner/multicoupler rack

· Interop equipment cabinet

The contractor shall perform the tasks associated outlined in section 3.1.2.

4.5 Option D - Installation, Configuration, Testing in Telemedia Belmopan The contractor shall provide, install, configure and test Harris Radio Systems, Harris switches, Harris radio stations, equipment racks, combiner/multi-coupler racks, and interoperability equipment cabinets.

The contractor shall provide the following equipment for each designated site:

· Belmopan:

· BeOn System Integration providing cellular broadband integration to the Harris P25T radio system.

The contractor shall perform the tasks associated outlined in section 3.1.2.

WORK HOURS AND LOCATION.

5.1 Level of Effort

The Contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.

5.2 Duty Station.

The principal place of performance for this effort shall be in Belmopan, Baldy Beacon, Corozal, Dangriga, and Ladyville Belize.

5.3 Temporary Duty (TDY) Travel.

The Contractor shall perform TDY non-local travel, as required in the performance of this effort. Specific locations for travel include Baldy Beacon, Belmopan, Dangriga and Corozal Belize. All travel required and approved under this effort will be paid IAW the Basic Contract by reimbursement to the Contractor. Only required travel previously approved by the KO/COR/TM will be reimbursed under this effort.

8.0 DATA REQUIREMENTS:

The Contractor shall ensure that all employees in the SPOT database have a current DD Form 93, Record of Emergency Data Card, on file with both the Contractor and the designated Government official.

8.1 Master Schedule (CDRL A00G).

The Contractor shall provide a Master Project Schedule for Government approval. The contractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to task order close out. The Contractor’s Master Schedule shall include; but not be limited to, the following information:

Timeline for providing proposed staffing Timeline for procurement of equipment Timeline for development of the Integration and Implementation Plan Timeline for Installation and Integration Timeline for system Test and Acceptance Timeline for Training Repair Concept and Turn Around Schedule Milestones for T/O Deliverables

8.2 Contractor’s Progress Report (CDRL A002)

A comprehensive progress report shall be delivered monthly to the Task Order Manager (TOM) and Contract Officer Reprehensive (COR). The report shall, at a minimum contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due no later than the seventh (7th) calendar day of each month.

8.3 Status Meetings (CDRL A003)

The contractor shall provide a status review either in person, via teleconference or via electronic mail within ten (10) calendar days of a request by the KO, COR or COTR. This will include a PowerPoint presentation which will address current status of the T/O, including a technical/management review, a financial review (at a minimum the status of invoicing), anticipated risks/risk mitigations, delivery status including anticipated dates, status of any export compliance/ITAR issues, Technical Assistance Agreements (if required), country clearance issues for personnel traveling OCONUS, anticipated modifications, etc.

8.4 T/O Quality Control Plan (CDRL A00G).

The contractor shall provide a draft T/O Quality Control (QC) Plan specific to this requirement with its response to the TORP. The final plan shall be provided within thirty (30) calendar days after the date of the task order award. At a minimum, the T/O QC Plan shall address the following:

QC Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.

Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.

8.5 Management Plan (CDRL A00G).

The contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. The final plan shall be provided within forty-five (45) calendar days of the contract award.

8.6 Program Reviews (CDRL A004).

The contractor shall support Program Reviews (commonly called Program Management Reviews [PMR] in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNTPO to discuss contractual issues.

8.7 Licenses, Export Agreements, and Certifications (CDRL A00H) The contractor shall provide a cover letter describing the purpose of their submission, POC, Contract/TORP number, description of each enclosed attachment and should include original document(s) nomenclature (if revised). The attachments shall be originals or certified originals and be dated, signed by a cognizant authority and indicate specific agreement terms. The contractor shall provide an English translation of foreign language documents when applicable.

9.1 Warranty Plan (CDRL A00E)

The contractor shall provide a Warranty Plan within thirty (30) calendar days after task order award that clearly addresses the following:

Warranty POC;

List of items, serial numbers, and their warranty terms (i.e., length of warranty, start date, type (limited, extended, standard, etc…) Warranty approach;

· Customer process for warranty process

· Questions

· Registration process

· defects,

· problems, and

· repetitive issues

9.2 Site Survey (CDRL A00E)

Upon completion of the site survey, the contract shall deliver a detail report on the findings no later than 60 days after contract award. The report shall include but not limited to:

Sites visited Status of installed equipment Status of infrastructure that will house the equipment to include power and environments.

Status of State Department equipment Meeting notes of any meetings conducted including attendance roster

9.3 Customer Design Review (CDRL A004)

The contractor shall deliver the Customer Design Review (CDR) 90 days after contract award. The contractor shall provide a complete preliminary system design to include demark specification for backhauls subsystems, recommendations for microwave and fiber demarcation point at each designated locations. The contractor shall also deliver all meeting notes, presentations and updated presentation of the CDR.

9.4 User Terminal Profile and Fleet Mapping Plan (A00E)

The contractor shall deliver the preliminary user terminal profile and fleet mapping plan to incude the equipment specific in this PWS, State department equipment and Belize Government equipment as specified with the equipment designated in this PWS 120 days after contract award.

9.5 Final System Drawings (CDRL A00E)

The contactor shall provide the final system drawings of the architecture required to meet the requirements of the PWS. The drawings shall allow a radio frequency and software engineer to understand the data flow and system requirements of the architecture. This shall include but not limited to details of building environments that are required for the system to operate.

9.6 Final Test Plan (CDRL A00A)

The contractor shall develop a test and evaluation master plan (TEMP) that will be provided to the USG 60 days before final delivery. The USG will provide comments within 2 weeks of submission. The Contractor shall update the Final Test Plan after receiving the USG comments. The contractor shall use this update as the Final Test Plan. The Final Test Plan shall address the systems functionality, user interface, data movement, integration into the network, integration into the existing communication systems, and user understanding of the system after training.
