DoD Counter Narco-terrorism Program Office (CNTPO)

PROGRAM AND OPERATIONS SUPPORT

PERFORMANCE WORK STATEMENT (PWS)

PAKISTAN Counter-narcotics (CN) STRATEGIC Communications SUPPORT

T/ORP 0355

8 JaNURARY 2014

1.0 MISSION OBJECTIVE.

The DoD Counter Narco-terrorism Program Office (CNTPO) was established to create counter narco-terrorism technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narco-terrorist activities and organizations. This task effort will support the War Fighter in the combating of narco-terrorism worldwide.

2.0 SCOPE.

The scope of this effort provides open source counterdrug/counter-narcotics (CN) intelligence collection, analysis and dissemination; and CN related training, establishment, sustainment, and support of a communications capability under DoD CN authorities. Open source CN intelligence shall be collected, analyzed and delivered to officials of the Government of Pakistan (GoPAK), including the Office of the President and the Ministries of Narcotics Control, Foreign Affairs, and Communication. Additionally, communications coordination will be provided between officials of the Pakistan Government, the U.S. Embassy in Pakistan, U.S. Central Command (USCENTCOM) J3 Inter-Agency Coordination Group – Counternarcotics (IACG-CN), and to the Office of the Deputy Assistant Secretary of Defense for Counter-Narcotics and Global Threats (DASD-CN/GT). Training and analysis efforts must have a CN or counter narco-terrorism nexus, to include initiatives supporting counter-threat finance.

2.1 Background.

The purpose of this PWS is to provide continued CN communications support under legacy contract W9113M-07-D-0006/0061 until the services can be transitioned to the follow-on CNTPO multiple award indefinite-delivery, indefinite-quantity (MAIDIQ) contract between the end of fiscal year (FY) 14 and FY15. This effort meets a current need of the U.S. Embassy in Pakistan, DASD-CN/GT, and the GoPAK to detect, interdict, disrupt, or curtail any activities related to substances, material, weapons, or resources used to finance, support, secure, cultivate, process, or transport illegal drugs.

2.2 Task Order Objective.

The principal objective of this effort is to assist the GoPAK to understand and to communicate to the population of Pakistan on matters related to the narcotics situation in Pakistan. In achieving this objective, the following key task objectives apply (as stated below):

2.2.1 Increase the knowledge, skills, and abilities (KSA’s) of selected GoPAK and U.S. Government (USG) personnel through training and mentoring.

2.2.2 Increase the ability of GoPAK and USG personnel to understand the impact of open source providers’ treatment of CN/CNT related themes through the delivery of analysis and information products.

This T/O PWS establishes the requirements for the contractor to provide support in the basic contract task areas of 4.3.2.9 Training and 4.3.3.1 Professional, Management, Administrative, and Program Support.

3.0 PERFORMANCE REQUIREMENTS.

3.1 Base Requirement – CN Strategic Communications Support

3.1.1 Communications Training and Mentoring.

The Contractor shall provide subject matter expertise to continue the establishment of a communications capability related to counter-narcotics and counter narco-terrorism (CN/CNT). The contractor shall propose the manner and frequency with which this support shall be conducted; however, the following minimum set of desired performance objectives shall be addressed (as stated below):

3.1.1.1 Conduct 80 hours of counter-narcotics intelligence analysis reporting and derive, from that reporting, a proposed CN communications program for use by the GoPAK. This training shall be provided monthly to key personnel within the Office of the President, the Ministry of Narcotics Control, the Ministry of Communications, the Ministry of Foreign Affairs, and the Office of Defense Representative, Republic of Pakistan (ODRP). The contractor shall present their training plan, including key training objectives, training syllabus/course of instruction and the intended trainees (by name or position as provided and approved by ODPR) within 30 calendar days of training events.

3.1.1.2 Working closely with GoPAK agencies, facilitate the current public information campaign targeted at non-U.S. audiences in support of one or more CN/CNT themes.

3.1.1.3 Provide 25 hours per month of reporting and correspondence to assist the U.S. Embassy in Pakistan and the ODRP in understanding the results of the contractor’s open source CN intelligence collection. During the execution, the contractor shall seek Contracting Officer Representative (COR) or Technical Monitor (TM) approval for U.S. Embassy and ODRP requests that would affect legal authority, task order scope, performance schedule, or overall cost.

3.1.2 Open Source Counter-Narcotic Collection.

The contractor shall conduct open source information collection from media outlets in support of CN intelligence analysis requirements and provide near-real time analysis reports to officials of the GoPAK, the U.S. Embassy in Pakistan, USCENTCOM/J3 IACG-CN, and DASD-CN/GT. A list of media outlets shall be included in each monthly report. “Near real-time” means updates and notifications are refreshed via push-email within four (4) hours of a media release.

3.1.2.1 This analysis shall, at a minimum, include a translation review, aggregation, and temporal impact of English and Urdu language references appearing in print, radio, television, and on-line based on CN issues as identified by the U.S. Embassy in Pakistan and/or GoPAK. Twenty-five (25) open sources shall be monitored during the performance of this T/O.

3.1.2.2 The contractor shall deliver analysis products during the performance of this T/O. The proposed analysis shall be provided as visual statistical analysis across traditional and social media at the quote and statement level.

3.1.2.3 The open source analysis distribution shall include the ability to enroll and dis-enroll U.S. and GoPAK subscribers via email; the addition of new subscribers and deletions of subscribers shall be tracked and the list of subscribers, with additions/deletions noted, shall be provided as an attachment in the Contractor’s Progress Report.

3.1.3 Desired Set of Outcomes for Narcoterrorist Actions on Public Opinion.

The Contractor shall be provided with a desired set of outcomes, set of measurements of effectiveness (MoE) and measurements of performance (MoP); sample MoE/MoPs are provided in Appendix A. The Contractor shall provide technical reports monthly documenting outcomes, MoE, and MoP statistics. The contractor shall use multiple indicators to support these measures of effectiveness. The Contractor shall meet with the ODRP and/or DASD-CN/GT Subject Matter Experts (SME), as required, to determine if objectives are being met or revisions are necessary to maintain current ODRP objectives.

3.2 Option A – Extension of CN Strategic Communications Support This option extends all base requirements, as defined in paragraph 3.1 of this PWS, for a eleven (11) month period from the end of the base period.

3.3 Option B – Demobilization of the Requirement.

The contracting officer will provide a minimum of thirty (30) calendar days’ notice to initiate the demobilization. Demobilization (demobilize personnel, equipment, and services) shall be completed within thirty (30) calendar days of the notice to demobilize.

3.4 Option C - Phase-In of the Base Requirement.

A one-month period shall be used for mobilization (mobilize personnel, equipment, and services), if needed.

4.0 WORK HOURS AND LOCATION.

The principal place of performance for this T/O shall be in Islamabad, Pakistan. However, travel to other countries may be required if in support of the task objectives. The contractor shall propose and justify additional performance locations. The Contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends.

Note that for T/O performance an average work week in the region requires up to 60 hours per week, which the Contractor shall be responsible for planning, resourcing and executing as directed by the contracting officer.

5.0 OTHER PERFORMANCE REQUIREMENTS.

5.1 Data Rights.

All written documentation (such as training, reports, studies, analyses, etc.) or software (both source and executable code) developed pursuant to (or incidental to) the performance of this contract shall be considered a “Special Work” pursuant to DFARS 252.227-7020, Rights in Special Works. The Contractor shall provide all written documentation to the COR and TM.

5.2 Contractor Personnel Identification.

The Contractor shall clearly identify and introduce all contractor personnel and efforts as provided under contractual obligation on behalf of the Deputy Assistant Secretary of Defense for Counternarcotics and Global Threats (DASD CN&GT) when interfacing with any U.S., partner nation, and/or third country officials.

5.3 Control Procedures.

The contracting officer is the governing authority for this effort and through the COR and the TM, with assistance from the SME, shall monitor contractor performance and review all products and deliverables.

All proposed communications, illustrative information of suggestions, etc., provided to host nations must be directly related to CN themes/issues as well as within Department of Defense (DoD) counter drug authorities.

The contractor shall advise and assist the U.S. Government, but shall not make final decisions or certifications on behalf of the U.S. Government, nor perform any inherently U.S. Government functions. The contractor and its employees shall not represent the U.S. Government nor appear to represent the U.S. Government in performance of these contract services.

5.4 Defense Base Act (DBA) Insurance.

DBA insurance is required for all personnel performing work Outside the Continental United States (OCONUS) under this task order.

5.5 Meetings, Briefings, and Publications.

The Contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible contracting officer or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the COR or TM of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.

6.0 TEMPORARY DUTY (TDY) TRAVEL.

The contractor shall perform TDY non-local travel, as required in the performance of this T/O, as directed by the COR or TM. The contractor shall provide the performance of this task order OCONUS and within the Continental United States (CONUS). The contractor shall propose and justify additional performance outside locations identified in Section 4.0 of this PWS.

The contractor shall adhere to DoD policy for all CONUS and OCONUS travel. At a minimum, this includes working through CNTPO to obtain theater, country, and special area clearances (if applicable) for OCONUS travel.

All travel required and approved under this T/O will be paid IAW the basic contract by reimbursement to the contractor. Only required travel previously approved by the COR or TM will be reimbursed under this T/O.

7.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).

The Government will provide office space, IT access and computer equipment for one full-time equivalent contractor in the U.S. Embassy in Pakistan, located at Islamabad. The contractor should assume no additional equipment, services, or information will be provided by the Government other than those listed in the GFE inventory that follows:

8.0 SECURITY.

All work performed under this Task Order shall be unclassified. However, the contractor shall comply with all operational security requirements for the unit and location supported.

10.0 DATA REQUIREMENTS:

10.1 Contractor’s Progress Report (CDRL A002).

A comprehensive progress report shall be delivered monthly to the Subject Matter Expert (SME) in addition to those individuals identified within the table of deliverables. The report shall, at a minimum, contain an overall schedule, the current status of funding on the T/O, accomplishments completed to include training metrics, any potential problems, and any lessons learned. These reports are due ten (10) calendar days from the end of the previous month.

10.2 Status Meeting (CDRL A003).

The contractor shall provide a status review either in person, via teleconference or via electronic mail within ten (10) calendar days of a request by the KO, COR or TM. This will include a PowerPoint presentation which will address current status of the T/O, including a technical/management review, a financial review (at a minimum the status of invoicing), anticipated risks/risk mitigations, delivery status including anticipated dates, status of any export compliance/ITAR issues, Technical Assistance Agreements (if required), country clearance issues for personnel traveling OCONUS, anticipated modifications, etc.

10.3 Management Plan (CDRL A00G).

The contractor shall provide a Task Order Management Plan (T/OMP) that shall define a management system to plan and control the effort under each specific T/O. The T/OMP must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. At a minimum, the contractor’s management plan shall include the following:

· Project Team Organizational Structure

· Roles and Responsibilities

· Cost Management

· Schedule Management

· Resource Management

· Risk Management

· Operations Security

· Monitoring and Control

· Reporting

10.4 Licenses, Export Agreements & Certifications (CDRL A00H).

The contractor shall provide a cover letter describing the purpose of their submission, POC, Contract/TORP number, description of each enclosed attachment and shall include original document(s) nomenclature (if revised). The attachments shall be originals or certified originals and be dated, signed by a cognizant authority and indicate specific agreement terms. The contractor shall provide an English translation of foreign language documents when applicable. These reports shall be delivered in accordance with CDRL A00H License, Export Agreements & Certifications of the Basic Contract.

10.5 Program Reviews (CDRL A006).

The contractor shall support program reviews (commonly called program management reviews (PMR) in support of CNTPO, which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNTPO to discuss contractual issues.

10.6 Master Schedule (CDRL A001).

The contractor shall provide a master project schedule for Government approval. The contractor shall create, maintain and report the schedule in conjunction with the contractor’s progress report after initial delivery. The schedule shall cover all phases of the project from kick off to task order close out. The contractor’s master schedule shall include but not be limited to, the following information:

· Timeline for providing proposed staffing

· Timeline for procurement of equipment

· Timeline for training

· Timeline for mentoring

· Milestones for T/O deliverables

· Timeline for transitioning KSAs’s described in Section 3.1

10.7 Task Order Quality Control Plan (TOQC) (CDRL A00G).

The contractor shall provide a draft TO QC Plan with its response to the TORP. The final plan shall be provided within 30 calendar days after the date of the task order award. At a minimum, the TOQC Plan shall address the following:

• QC Execution: The plan shall not be cursory, but shall discuss specifically how the prime contractor will execute its QC responsibilities. The TOQC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished.

• The TOQC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

• Reporting: Monthly contractor progress reports shall specifically discuss quality control activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.

Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the T/O.

10.8 Transition Plan (CDRL A00G).

Among the over-arching objectives of this task order is a desire to transfer a set of knowledge, skills and abilities (KSA’s) to GoPAK officials (described more fully in section 2.2 and 3.1 of this PWS) such that they will be eventually capable of conducting effective strategic communications planning and implementation without the use of U.S. Government contracted services. In support of this, the contractor shall propose a plan for how this transition of KSA’s will be accomplished. Major milestones from this plan shall be included and tracked on the contractor’s master schedule.

10.9 Studies/Assessments/Documentation/Media Products (CDRL A00E).

The contractor shall provide all English version written documentation to include recommendation and other memorandums, white papers, agendas, meeting minutes, workshop agendas and minutes, case studies, strategy documentation, media products, and any other deliverable documentation or products to the TM and COR as required to accomplish the task order requirements. The contractor shall coordinate with the TM and COR on all other written documentation and products as identified above that would require translation.

10.10 Training Plans (CDRL A00E).

The contractor shall present its training plans, including key training objectives, training syllabus/course of instruction and the intended trainees (by name, agency, and position as provided and approved by ODRP) within 60 calendar days of contract award to the TM and COR. Individual classes/courses of instruction shall include outlines of training.

10.11 Final Reports and Presentations (CDRL A00E).

The contractor shall provide final reports and presentations as required to accomplish the task order requirements. All reports developed under this T/O shall be provided to the COR or TM for approval and further distribution.

All reports resulting from this T/O shall contain the following disclaimer statement on the cover of such reports:

“The views, opinion and findings contained in this report are those of the author(s) and should not be construed as an official Department of Defense position, policy, or decision, unless so designated by other official documentation.”

Some T/O requirements not met and/or performance delivered with re-performance/rework required more than 20% of time. Problems encountered were resolved in a less than satisfactory manner.
