DoD Counter Narco-terrorism Program Office
(CNTPO) PROGRAM AND OPERATIONS SUPPORT
PERFORMANCE WORK STATEMENT
CENTCOM Operations & Maintenance Support
TORP 0340
21 AUG 2013
1.0 MISSION OBJECTIVE.
The DoD Counter Narcoterrorism Program Office (CNTPO) was established to create worldwide Counter Narcoterrorism Technology (CNT) networks, infrastructures, and capabilities that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the war fighter in combating narcoterrorism globally.
| 2.0 | SCOPE. |
| 2.1 | Task Order Objective. |
The Task Order (T/O) objective is to provide Operation & Maintenance (O&M) along with procurement of expendable equipment/supplies in support of the United States Central Command/Counter Narcotics (CENTCOM/CN) and in support of the Lead US Law Enforcement Agency initiatives when training/mentoring requirements are identified within Afghanistan. This effort will provide program management support staff to include management and oversight of contracted efforts for CENTCOM/CN Afghan training facilities, and armored vehicle maintenance.
2.2 Basic Contract References:
This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of:
4.3.2.1 Operation, Maintenance, and Repair;
4.3.2.7 Logistics Support and Equipment; and
4.3.2.10 Conveyance Purchase, Refurbishment, Leasing, Operation, and Support (Aircraft, vehicles, vessels)
3.0 TASK ORDER PERFORMANCE REQUIREMENTS
The contractor shall provide all personnel, equipment, tools, materials, supervision and any other items and services necessary for the satisfactory completion of the work performed in accordance with the outlined Performance Work Statement (PWS) below.
3.1 Local Maintenance for the Afghanistan Interdiction Unit (AIU) Simulator Building Heating, Ventilation, and Air Conditioning (HVAC) System.
The contractor shall maintain the five (5) HVAC systems in the AIU simulator building at the Kabul International Airport, Afghanistan. Each HVAC system includes an air filtration system which removes outside sand and dust particles from the air prior to being cooled and transmitted through the HVAC system and ducting inside the facility.
The air filtration system consists of an external (outside) self-cleaning system that cleans 90-95% of the contaminants for the environment in which the system operates, prior to going through the HVAC system and other in line removable cleanable filters.
3.1.1 HVAC Scheduled Maintenance
The contractor shall provide scheduled maintenance and maintenance materials on the equipment installed IAW paragraph 3.1 for a period of twelve (12) months from contract award date. Preventative maintenance will be scheduled and performed at a minimum of once every two weeks (bi-weekly). The site access schedule will be coordinated with and approved by the AIU facility manager or Technical Monitor (TM) prior to any work being performed. The point of contact for the AIU facility manager will be provided after award. Any deviations to the approved schedule will be approved by the Contracting Officer’s Representative (COR), Contracting Officer (KO) or TM. During the term of the contract, the contractor shall furnish all parts, materials, tools, equipment, manpower, and consumables (i.e. filters and belts) necessary to complete the work. All parts used by the contractor will be new and unused. It will be the sole responsibility of the contractor to ensure parts are available to perform preventative maintenance based on the approved schedule.
The contractor will provide a Monthly Progress Report (MPR) (CDRL A002) of all HVAC units. At a minimum, the report will show the current status of the equipment and all preventative maintenance performed during the previous thirty (30) days.
Tasks performed during preventative maintenance will be in accordance with the Original Equipment Manufacturer (OEM) recommendations and to include, but are not limited to, the following tasks:
1. Check air handler filters. Clean or replace as necessary.
2. Check for the OEM recommended refrigerant charge.
3. Check condenser and clean if necessary.
4. Lubricate condenser fan motor.
5. Check condenser fan blades for tightness.
6. Tighten electrical connections at equipment.
7. Check voltage at unit under load.
8. Check condensate drain for blockage. Clean as OEM specifies.
9. Check blower belt for condition, tension, and alignment. Replace as OEM recommends.
10. Lubricate all bearings where applicable.
11. Check blower for cleanliness.
12. Check all safety controls.
13. Inspect contactor points.
14. Check and clean thermostat.
15. Check lockout control.
16. Inspect evaporator coil cleanliness.
17. Inspect starting capacitor.
18. Inspect running capacitor.
19. Check for vibration and noise.
20. Inspect relays.
21. Check and record running and starting amperages on unit service card.
22. Check and record suction and discharge pressures on unit service card.
23. Make recommendations in MPR (CDRL A002) of any needed repairs to the system
24. Document repairs and maintenance and provide a MPR (CDRL A002) of all units serviced.
25. Unit will be kept working at optimal manufacturer specifications for performance and temperature output.
NOTE: Harsh chemicals, household bleach or acid or basic cleaners should not be used to clean outdoor or indoor coils of any kind. These cleaners can be very difficult to rinse out of the coil and can accelerate corrosion at the fin/tube interface where dissimilar materials are in contact. If there is dirt below the surface of the coil, use Totaline and/or equivalent brand name environmentally sound coil cleaner or a similar product that is recommended by the manufacturer.
In addition, high velocity water from a pressure washer, garden hose, or compressed air should never be used to clean a coil. The force of the water or air jet will bend the fin edges and increase airside pressure drop.
3.1.2. Unscheduled Corrective Maintenance (CM) Services
Background: The identification of Unscheduled, Corrective Maintenance (CM) services, can result from discovery in execution of the contractor’s scheduled Preventive Maintenance (PM) services. Unscheduled services may also be reported as a requirement identified by the Facility Manager or their designated USG representative. All requests to perform CM shall be reported to the TM or COR for approval and authorization.
Notification and Tasking: The TM will be notified of any potential CM items identified during PM service by the contractor within forty-eight (48) hours of any PM activity. Only the TM or COR can authorize and approve a Corrective Maintenance (CM) activity. No action will take place without the approval of the TM or COR. For proposal purposes, it is anticipated that there will be six (6) CM activities.
Any CM requests, identified by the AIU Facility Manager, shall only be authorized by a CM request issued by the TM or COR to the contractor. The contractor shall respond to any Corrective Maintenance (CM) request by the TM or COR within forty-eight (48) hours, unless deemed as an emergency requirement (respond within twenty-four (24) hours) by the TM or COR. If not immediately repairable, the contractor shall provide an anticipated restoration timeframe with their response.
In order to mitigate potential extended outages from material failures or long-lead time items, the contractor shall provide a recommended spare parts list within their proposal. Any remaining spare parts at the end of the contract shall become the property of the Government.
Execution: The contractor’s CM service shall not interfere or prevent any PM services from continuing as scheduled. The contractor or his representative shall coordinate directly with the AIU Facility Manager before the start of any CM activity.
The contractor will notify the TM or COR upon completion of all CM activities who, in conjunction with the AIU Facility Manager, will validate acceptable closure of the CM activity.
The contractor will warrant all CM workmanship and materials for a period of thirty (30)days upon acceptance by the Government.
| 3.2 | Option A: Vehicle Maintenance Technical Requirements. |
| 3.2.1 | The contractor shall provide local maintenance tailored for operations and functionality of the vehicles. Local maintenance shall consist of oil, lube, and filter changes, air-conditioning/heating repair, shocks, brakes, rotors, safety checks, routine preventive maintenance and bumper-to-bumper body repair (i.e. major body damage affecting driving capabilities.). See Section 7.0 Government Furnished Equipment and Appendix B for specific vehicle information. |
| 3.2.2 | Preventive Maintenance Schedule. The contractor is to provide a preventive maintenance schedule with proposal and shall perform in accordance with this schedule. The schedule is to be prepared in accordance with the vehicle(s) manufacturer's recommended maintenance schedule, and tailored for operation of the vehicles in Afghanistan, which includes unimproved road surfaces, extreme weather, extensive dirt/dust conditions, and a poor vehicle operating environment. The list of services provided shall, at a minimum, include the following services and replacement of the listed parts: |
1) Parts Required for Routine 1st Quarter Service
a. Engine Oil (10 quarts)
b. Oil Filter
c. Air Filter Element
d. Fuel Filter/Element
e. Consumables and fluids
2) Parts Required for Routine 2nd Quarter Service
a. Engine Oil (10 quarts)
b. Oil Filter
c. Air Filter Element
d. Fuel Filter/Element
e. AC Filter
f. Front Wiper Blades (one set)
g. Consumables and fluids
h. Air conditioning Service (recharge)
3) Parts Required for Routine 3rd Quarter Service, same as 1st Quarter Service
4) Parts Required for Routine 4th Quarter Service, same as 2nd Quarter Service
5) The additional maintenance listed below will be provided once during the warranty year for each vehicle:
a. Basic Front Brake Job with Heavy Duty Pads
b. Basic Rear Brake Job with Heavy Duty Pads
c. Replacement of Front Strut Toyota Iron Man Set
d. Replacement of Front Springs Iron Man Set
e. Replacement of Rear Springs Iron Man Set
f. One time replacement of Broken/Shattered Windows (each) The aforementioned package is specifically designed for the Toyota Land Cruiser GX 200 Series and Toyota Hiluxes; exclusive of all paint and body repair works.
| 3.2.3 | The contractor shall provide motor vehicle and equipment repair parts equal to or exceeds the quality of replacement parts supplied by the OEM. Commercially purchased or contractor rebuilt parts may be used if they equal or exceed the quality of the original parts. If commercially purchased or rebuilt parts are used, the contractor shall clearly identify these items as such. |
| 3.2.4 | The Government Point of Contact (GPOC) will coordinate with the contractor to schedule maintenance. The contractor shall provide a similar vehicle (minimum of an armored vehicle, but does not have to be the specific make or model type) to the Government while performing maintenance. The maintenance work shall be completed within 72 hours. |
| 3.2.5 | The contractor shall notify the GPOC upon completion of the scheduled maintenance if there will be any unscheduled repair required. |
| 3.3 | Option B: Local Maintenance for (1) Land Cruiser or (1) Hilux Double Cab Vehicles |
The contractor shall provide local maintenance as specified in section 3.2 of this PWS for one (1) Land Cruiser/Hilux Double Cab vehicle for twelve (12) months.
3.4 Option C: Local Maintenance for (1) Land Cruiser or (1) Hilux Double Cab Vehicles The contractor shall provide local maintenance as specified in section 3.2 of this PWS for one (1) Land Cruiser/Hilux Double Cab vehicle for twelve (12) months.
3.5 Option D: Local Maintenance for (1) Land Cruiser or (1) Hilux Double Cab Vehicles The contractor shall provide local maintenance as specified in section 3.2 of this PWS for one (1) Land Cruiser/Hilux Double Cab vehicle for twelve (12) months.
3.6 Option E: Local Maintenance for (1) Land Cruiser or (1) Hilux Double Cab Vehicles The contractor shall provide local maintenance as specified in section 3.2 of this PWS for one (1) Land Cruiser/Hilux Double Cab vehicle for twelve (12) months.
| 4.0 | WORK HOURS AND LOCATION |
| 4.1 | Level of Effort |
The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.
4.2 Duty Station.
The principal place of performance for this effort shall be in Afghanistan.
| 5.0 | OTHER PERFORMANCE REQUIREMENTS. |
| 5.1 | Defense Base Act (DBA) Insurance. |
All personnel performing duties in hazardous areas Outside the Continental United States (OCONUS) shall be included in and insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.
5.2 Meetings, Briefings, and Publications.
The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible KO or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the TM of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.
6.0 TEMPORARY DUTY (TDY) TRAVEL.
The contractor shall perform TDY non-local travel, as required in the performance of this T/O, as directed by the TM/COR. The contractor shall provide the performance of this task order OCONUS. The specific country includes Afghanistan. All travel required and approved under this T/O will be paid IAW the Basic Contract by reimbursement to the contractor. Only required travel previously approved by the TM/COR will be reimbursed under this T/O.
7.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM)
The Government shall provide the following list of material:
· Forty-three (43) vehicles ( See Appendix B) at a location to be identified at contract award in Kabul, Afghanistan
· Transportation Services in support of this effort: transportation from airport to locations outside of the Kabul metropolitan area(no less than 50 km).
8.0 SECURITY.
All work performed under this T/O shall be unclassified.

| 10.0 | DATA REQUIREMENTS. |
| 10.1 | Contractor’s Progress Report. (CDRL A002) |
The contractor shall provide a monthly report summarizing all tasks performed, meetings, reports, presentations, deliverables and personnel changes/rotations for the previous month. These reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract. These reports are due ten (10) business days from the end of the previous month.
10.2 Management Plan. (A00G)
The contractor shall provide a management plan that shall define the management approach to plan and control this task order effort. The management plan must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, Other Direct Costs (ODC), DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.
10.3 Status Meetings. (A003)
The contractor shall participate in status meetings, to be scheduled upon request of the responsible KO or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the TM of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings, as scheduled by the responsible KO or written designee.
10.4 Master Schedule. (CDRL A00G)
The contractor shall create, maintain, and provide a Master Project Schedule for Government approval. The schedule may be incorporated in the standard monthly report deliverable with any updates specifically noted. The schedule must cover all phases of the project from kick off to task order close out. The Master Schedule must clearly show; but is not to be limited to, the following information as applicable:
· Milestones for staffing
· Milestones for procurement of equipment
· Milestones for scheduled HVAC maintenance
· Milestones for quarterly vehicle maintenance
· Milestones showing all Deliverables
10.5 T/O Quality Control Plan. (CDRL A00G)
The contractor shall provide a draft T/O Quality Control (QC) Plan with their response to the TORP. The final plan shall be provided within thirty (30) days after the date of the task order award. At a minimum, the T/O QC Plan shall address the following:
· QC Execution: The plan shall discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will be accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.
· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address who conducted the QC, when was the QC executed, how was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be discussed.
· Invoice QC and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.
10.6 Maintenance Reports (CDRL A00E)
The contractor shall maintain an accurate maintenance log-book and provide maintenance reports after each schedule maintenance effort depicting the maintenance tasks accomplished and any service recommended to ensure efficient operation of the sites and equipment identified in the PWS. The maintenance reports shall be provided within 10 calendar days of the execution of a scheduled maintenance event.
10.7 Licenses, Export Agreements & Certifications (CDRL A00H) The contractor shall provide export control documentation, to include a cover letter describing purpose of submission, POC, Contract/TORP #; Description of each attachment/encl; original document(s) and nomenclature (if revision). Attachments should be originals or certified originals and be dates, signed by cognizant authority, and indicate specific agreement terms. English translation of foreign language documents is required. This documentation is due five (5) days prior to final delivery, unless otherwise specified in task order.
