MISSION OBJECTIVE.

The DoD Counter Narcoterrorism Program Office (CNTPO) was established to create worldwide Counter Narcoterrorism Technology (CNT) networks, infrastructures, and capabilities that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the war fighter in combating Narcoterrorism globally. This will strengthen and secure Uzbekistan’s borders, promote the rule of law, and develop law enforcement which will support its counter narcotics capacity.

SCOPE.

0. Task Order (T/O) Objective.

This T/O objective is to purchase and deliver equipment that is necessary to sustain ongoing counter-narcoterrorism operation efforts in Uzbekistan. The equipment to be provided is critical to these efforts.

Basic Contract References:

This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of:

4.3.2 Training, Operations, and Logistics support;

4.3.2.7 Logistics Support and Equipment;

4.3.2.8 Preservation, Packing, and Marking;

TASK ORDER PERFORMANCE REQUIREMENTS AND EQUIPMENT.

3.1General
3.1.1The contractor shall be responsible for all associated taxes (e.g. VAT), duties and customs fees, and other related charges.
3.1.2The contractor shall be responsible for all aspects of export compliance, including compliance with the Arms Export Control Act and International Traffic in Arms Regulations (ITAR).
3.1.3The contractor shall ensure the appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place before conducting any activity under this task order that requires such approval and documentation.
3.1.4All materials shall be of good quality and durability according to commercially accepted quality standards for similar products. All equipment shall be new. All electrical devices shall have 220 volt capability. All equipment shall be supplied with OEM use and maintenance manuals (CRDL A00E) in the Russian language. In an effort to reduce translation required and translation costs, the Original Equipment Manufacturer (OEM) manuals shall be requested in the Russian language. Any manuals not available in the Russian language shall be translated to Russian.
3.1.5All items shall be provided with standard Original Equipment Manufacturer (OEM) warranties. The terms of the warranties shall be clearly presented in the name of End User (EU). As prescribed in FAR 12.404, the contractor agrees that the supplies or services furnished under this contract shall be covered by the minimum warranties which are offered to the general public. All utilization of commercially available OEM warranty associated with the equipment shall be the responsibility of the EU upon receipt of the material from the United States Government.
3.1.6Ordered items shall be delivered in a single shipment unless the contractor can demonstrate value to the USG for a multiple delivery approach. Partial shipments of ordered items are not authorized unless preapproved or requested by the Contracting Officer (KO). Any change in the FOB address shall be agreed to by the KO and the prime contractor in writing.
3.1.7The contractor shall provide DD250 Forms and a list of equipment and accessories (including serial numbers) with by-item costs to the POCs below at least one month prior to the delivery and transfer.
3.1.8The contractor shall be responsible for providing own lodging and air/ground transportation for delivery/training.
3.1.9Final delivery of ordered items shall be Free on Board (FOB) at destination. All equipment and material shall clear customs prior to delivery.

Base Requirement: Personal Protection Equipment for MOI The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed below and in 3.3, 3.4, 3.5, and 3.6. Final delivery of ordered items shall be FOB to destination to the following address:

Training After successful delivery and installation of the equipment identified in PWS 3.4.1, 3.6.1, 3.6.2, and 3.8.1, the contractor shall employ a hands-on “Train the Trainer” approach. A separate training course shall be conducted for a maximum of twenty (20) students for each item identified as needing training.

Training shall consist of familiarization, operator use, and care/maintenance instruction. The contractor shall propose a training solution based on OEM recommended instructions. The proposed phasing, method, and duration of instruction, and determination of instructional materials is the responsibility of the contractor. The training duration for each item shall not exceed five (5) days. The contractor shall ensure the training schedule includes a maximum of eight (8) instructional hours per day.

The delivered equipment shall be the training equipment used to conduct each course shall be the delivered equipment. The End User will transport the delivered materiel for the POD to the training location. The Government of Uzbekistan (GoU) will be responsible for staging the equipment for the training. The CENTCOM CN Special Projects Office, working with Embassy Drug Enforcement Agency (DEA) representatives, will coordinate delivery and staging of the equipment at the training location. The contractor shall coordinate with the government designated Subject Matter Expert (SME) regarding the training schedule and availability to meet the proposed training schedule.

The GoUwill provide the training facility for all training classes. There will be one training location for each type of equipment. The training location will be within 60km of the POD. The GoU will be responsible for notifying all attendees of the training and will provide transportation of the attendees to the training location. The GoU will provide all necessary access to the training facility to contractor personnel. All training can be coordinated by CENTCOM CN Special Projects and Embassy Drug Enforcement Agency representatives. All other training materials, which are to include laminated pictographic type handouts and projectors shall be provided by the Contractor.

The contractor shall provide Russian/English-speaking instructors. Copies of training materials (slides and handouts) shall be provided in English (CDRL A00E) for review and approval by the USG. Electronic copies of training materials shall be in Russian for instruction, and to be available 3 weeks prior to the commencement of training. All training material shall become the joint property of the USG and Uzbekistan End User.

Upon completion of training, the contractor shall issue a training certificate (CDRL A00E) which states they received the basic operator, familiarization and care training.

WORK HOURS AND LOCATION.

The principle place of performance for this T/O shall be in Uzbekistan. The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shirts based upon CN&GT operations and exercises.

OTHER PERFORMANCE REQUIREMENTS.

Kickoff meeting to be set within 10 working days after contact award. Meeting will be conducted via telecon.

0. Defense Base Act Insurance.

All personnel performing duties in hazardous areas Outside the Continental United States (OCONUS) shall be included in and insured with a policy covering DBA requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.

0. Meetings, Briefings, and Publications.

The Contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer or written designee to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the TM of any problems with Contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings as scheduled by the responsible Contracting Officer or written designee.

TEMPORARY DUTY (TDY) TRAVEL.

6.1The contractor shall perform TDY non-local travel, as required in the performance of this T/O, as directed by the KO/COR/TM. All travel required and approved under this T/O will be paid in accordance with the Basic Contract by reimbursement to the contractor. Only required travel previously approved by the KO/COR/TM will be reimbursed under this T/O.
6.2The contractor shall ensure that all OCONUS travelers have a country approval to enter the country for this mission as well as a Letter of Authorization (LOA) approved by the KO prior to travel. The contractor shall ensure that all employees in the SPOT database have a current DD Form 93 (Record of Emergency Data Card) on file with both the contractor and the designated Government official.

GOVERNMENT FURNISHED PROPERTY.

The Uzbekistan government shall provide the training facility identified during the Kickoff Meeting for all training courses as stated in Section 3.10 of the PWS. The training facility shall be provided free of charge to the contractor.

SECURITY.

All work performed under this T/O shall be unclassified.

DATA REQUIREMENTS.

0. Master Schedule. (CDRL A00G) The Contractor shall provide a Master Schedule for Government approval. The Contract shall create, maintain, and report the schedule bi-weekly after initial delivery. The schedule shall drill down to the deliverable level.

Contractor’s Progress Report. (CDRL A002) A comprehensive progress report shall be delivered monthly to the TM and COR. At a minimum, the report shall contain an overall schedule, the current status of funding on the T/O accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due 10 calendar days from the end of the previous month.

Management Plan. (CDRL A00G) The Contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.

Implementation and Training Plan.(CDRL A00E) The Contractor shall prepare and present a proposed solution to provide specified equipment and training as required by this T/O for items identified requiring training. The plan shall include, at a minimum, a detailed project plan identifying all milestones associated with the program for the contractual period of performance. The project plan shall be updated prior to installations and must be reviewed and approved by the COR/TM prior to installation. The Contractor shall ensure that the implementation plan is submitted no later than 5 days prior to installation. The plan shall, at a minimum, provide, quantities at each delivery, technical oversight issues, and a schedule of delivery for equipment, indicating milestones and critical points/issues within that schedule. The Contractor shall coordinate with the site Point of Contact (POC). A Tashkent site to be identified by USG at time of Kick-off for the training.

Training Certification (CDRL A00E) Upon completion of training, the contractor shall issue a document to each trainee, which stated they received 16 hours of basic familiarization and care instruction.

Licenses, Export Agreements & Certifications (CDRL A00H) The contractor shall provide export control documentation, to include a cover letter describing purpose of submission, POC, Contract/TORP #; Description of each attachment/encl; original document(s) and nomenclature (if revision). Attachments should be originals or certified originals and be dates, signed by cognizant authority, and indicate specific agreement terms. English translation of foreign language documents is required. This documentation is due five (5) days prior to final delivery, unless otherwise specified in task order

11.1 Warranty Plan (CDRL A00E)

The contractor shall provide a Warranty Plan within thirty (30) calendar days after task order award that clearly addresses the following:

Warranty POC;

List of items, serial/VIN/Registration numbers, and their warranty terms (i.e., length of warranty, start date, type (limited, extended, standard, etc…) Warranty approach;

· Customer process for warranty process

· Questions

· Registration process

· defects,

· problems, and

· repetitive issues

11.2 T/O Quality Control Plan (A00G)

The contractor shall provide a draft specific T/O QCP as part of the response to the TORP for the basic and optional task order. The final plan shall be provided within 15 days after the date of the task order award. At a minimum, the T/O QCP shall address the following:

· QC Execution: The plan shall not be cursory, but shall discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QCP shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished.

· The T/O QCP shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

· Reporting: Status reports shall specifically discuss quality control activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.

· Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.

11.3 OEM Use and Maintenance Manuals. (CDRL A00E)

The contractor shall provide Original Equipment Manufacturer (OEM) us and maintenance manuals for all equipment delivery. Manuals shall be provided at the time of equipment delivery and shall be in the Russian language.

11.4 Training Materials

The contractor shall provide copies of all training materials in English for review and approval by the USG not later than 3 weeks prior to the commencement of training. Electronic copies of training materials shall be in Russian for instruction.
