PERFORMANCE WORK STATEMENT

TORP 0310

09 October 2014

1.0 MISSION OBJECTIVE.

The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narco-terrorist activities and organizations. This task effort will support the U.S. Counter-Narcoterrorism global strategy.

2.0 SCOPE.

2.1 Task Order Objective The Task Order (T/O) objective is to provide the design and construction of two new Drug Control Agency (DCA) Regional Office (RO) Compounds to support DCA functions. Each compound shall consist of a two‐story multipurpose building and supporting facilities. The main building shall be approximately 192 square meter structure with exterior stairway. Supporting facilities shall include the provision of a perimeter stone/mortar/concrete wall with rolling fence type metal covered gate, covered parking lot, coal burning hot water boiler house to produce steam heat, coal storage building, dog kennels and utilities to make site operational. Site preparations, development of a graded/gravel parking area, and connection to any existing utilities infrastructure (water/sewage/electrical) are also project requirements.

2.2 Basic Contract References This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of:

· 4.3.2.3 Incidental Construction

· 4.3.2.7 Logistics Support and Equipment;

· 4.3.3.4 Material and Equipment Purchase;

3.0 Task Order PERFORMANCE REQUIREMENTS.

The project is to survey, design and build a “Turn Key” facility, utilizing appropriate code requirements made available to the contractor by the Government of Tajikistan (GoT) authorities. Plans shall be developed in order to correspond with and satisfy GoT agency requirements, meet local construction code and if codes are not available, IBC standards for safety shall be used. The contractor shall complete a site visit, survey the site, prepare designs, and perform construction of the new facilities per the Base and Option requirements.

The contractor shall provide all program labor, materials, equipment, travel, DBA insurance and all else that is required to satisfy the requirements set forth in this PWS. The contractor shall be responsible, licenses, permits, custom clearance, value added tax (VAT), and any other associated taxes and fees that are relevant to satisfaction of this task order. If conflicts arise, the contractor shall contact the Contracting Officer /Contracting Officer’s Representative/Technical Monitor (KO/COR/TM) for guidance within two (2) business days to inform of delays or non-compliance of the requirements.

In order to comply with the PWS requirements, the contractor is authorized to contact the US Embassy only to receive assistance regarding coordination with the GoT along with receiving assistance to get documents signed that require USG signatures. The contractor is not to burden the US Embassy in any other way while facilitating the execution of the T/O.

The contractor shall develop their own technical approach to meet the PWS requirements and provide best value within the CENTCOM Area of Responsibility (AOR) Minor Military Construction threshold limit ($2M) for an inter-related project.

The contractor shall stop incurring costs and provide a report to the KO if/when actual or anticipated costs for the Base or the Option A effort reaches their award amount. If it is perceived that the threshold may need to be increased, a written report, CDRL A002, and Program Management Review (PMR) at CENTCOM/CN office in Tampa, FL detailing the actual costs, anticipated future cost, level of completion, and schedule (CDRL A00F) will be completed prior to any decision being made.

The contractor shall not proceed beyond the threshold and await the KO Notice to Proceed (NTP) after providing the status report/PMR above.

3.1 Base Requirement - Location Darvaz Tajikistan, see Section 3.3 for Specific Compound Building Requirements.

Site located on main town road at the entrance to Darvaz, Tajikistan town. DCA owns 30x33 meters land area for construction. See photos at Appendix B.

3.2 Option A Location – Location Jirgital Tajikistan, see Section 3.3 for Specific Compound Building Requirements.

Compound Requirements.

3.2.1 General Building Requirements

The contractor shall include all materials, construction labor, construction equipment, testing & installation supervision, as well as surface transportation of mechanical equipment including Customs Clearance, access to the worksite, associated OPSEC (as appropriate) requirements for the work-site and duties as required under current local laws and regulations that are required to meet the form/fit/function of a fully operational regional operations complex.

3.2.2 Design/Build

Contractor shall verify final electrical loads with user and coordinate requirements with the local electricity authority. All applicable local regulations and codes with respect to upgrades and new facilities must be complied with. All electrical systems and OEM equipment shall be compliant and useful with the Tajikistan electrical (220V/50 Hz) system. The contractor shall be responsible to ensure all electrical devices and components are compliant with GoT codes and will be fully functional.

The contractor shall consider the dimensions provided in the PWS as the maximum Not To Exceed (NTE) requirements. The contractor’s technical approach shall take into consideration actual site conditions and relevant information identified as a result of the August 2013 site visit.

The contractor shall apply these general requirements to all structures built under this T/O:

· The contractor shall ensure that plans, specifications and other project information is provided and is complete upon presentation to the US Government

· The contractor shall ensure that the project is designed by approved persons when required to meet local construction codes, and has required approvals

· The contractor shall ensure that design calculations are submitted in support of structural designs to the COR/KO for approval when submitting plans/design drawings for USG review and approval

· The contractor shall ensure that alternative materials and methods of construction which are not specified by the building code are listed by an approved IBC standard that is pre-authorized by the GoT building official prior to submitting to the USG for review and approval

· The contractor shall ensure that estimated project valuations are consistent with industry norms and for any variation of said industry norms, written documentation will be provided that will include a detailed explanation of the Contractor’s purpose for their technical approach

· The contractor shall ensure that products not detailed in the building code are pre-authorized by the GoT prior to submittal to COR/KO for review and approval

· The contractor shall ensure that the required approved plans and specifications are available when required, by the GoT and/or USG

· The contractor shall ensure the manufacturers’ installation instructions have been followed for the correct installation of OEM procured equipment

· The contractor shall ensure that supply, return, outside air, and environmental exhaust air is provided and the installation of exhaust systems comply with the most recently released version IBC code requirements for coal produced energy/heat. Ensure that proper mechanical ventilation is provided where required

· The contractor shall ensure that any installations of water heaters and/or boilers comply with the most recently released version IBC code requirements, the manufacturer’s instructions and listing of the equipment, and have proper access and clearances

· The contractor shall ensure proper size, type, location, clearances, connections and terminations of vents and venting systems

· The work shall include the preparation and updating of construction design documents and the construction required to provide fully functional facilities. Copies of accurately updated construction plans shall be maintained on the work-site for review by GoT code enforcement officials and USG compliance oversight personnel. Failure to do so will be considered as a failure to comply with the PWS requirements by the contractor

· The contractor shall demonstrate active and on on-site construction management/supervision in the form of a site manager who shall be available to provide documents, permits, safety compliance and technical information to GoT Code enforcement officials/inspectors and USG /PWS site survey personnel visits. Failure to do so will be considered as a failure to comply with the PWS requirements by the contractor

· All proposed work scheduling for the facility, including mobilization and de-mobilization, and final clean up shall be completed within the Period of Performance (PoP) of 365 calendar days from the Contract Award. The contractor shall provide updated schedules during the Monthly CDRL (A002) report which reflect changes as compared to the baseline of the original proposed schedule. The contractor may submit for the KO review and consideration scheduling exceeding the PoP if this demonstrates value or a cost savings and value to the USG

· The contractor shall also be responsible for providing overall site drainage including drainage away from structures and erosion control

· The contractor shall remove structurally unsafe existing structures, utilities, cables, debris, etc. that currently occupies the site as required for construction

· The contractor is required to ensure all windows in facilities are fully functional and operable to meet the purpose of the End User’s mission

3.2.3 Design, Drawings and Documentation.

Use cost reducing, renewable energy solutions where possible (e.g. water efficient faucets, solar energy panels, wind energy, energy-saver lighting). The contractor shall be responsible for the performance of any optional characteristics listed below, as specified by the Government:

· The contractor shall be responsible for the technical accuracy, safety, and coordination of all designs, drawings, specifications and other non-construction services furnished by the contractor

· The contractor’s design shall meet or exceed the current local standards. Note: If local standards do not exist, IBC code will apply

· The contractor shall be required to prepare, and keep accurate and up to date all necessary working (on-site) drawings for building construction, site construction and utility upgrades. The drawings shall include but not be limited to: accurate and current details for floor plan drawings, elevation drawings, mechanical drawings, plumbing drawings, electrical drawings, structural drawings, civil drawings, excavation plan, site storm water management system, spill and discharge control, surface water management, ground water management, erosion control, transportation, site survey and analysis, explosive safety, hazardous materials management, and a Utility Master Plan (UMP), to include potable water treatment, storage, and distribution, wastewater collection, treatment, and elimination, electrical power generation and distribution, storm water management and communications

· As required to ensure functionality, the contractor shall provide power distribution, adequate outside and internal lighting, water and sewer utilities that are separated to prevent cross-contamination, and shall have sufficient capacity to support building design to support the requirements of this T/O

3.2.4 Civil Works General

The civil design requirements associated with this project consist of the following civil site work:

· Site clearing involving the removal of trees and shrubs, and complete demolition of existing site features; Reallocation of existing utility infrastructure

· Earthwork required to meet the PWS requirements and ensure proper facility functionality

· Site layout including entry walkways, site access driveways, parking areas and access to the road

· Water and sanitary sewer infrastructure to support the permanently occupied portions of the facility. Note; discreetly located outdoor latrines with a minimum of three (3) eastern standard toilets and septic tank shall be provided in a public space adjacent to the permanently occupied structure. Design and construction shall meet local customary standards

· Site grading, storm water management, drainage and erosion control as required/necessary shall be identified in the contractors submitted 65% design

· Electrical infrastructure

· The objectives of the civil design will be to ensure the proposed site plan will meet the applicable national and local guidelines and standards including requirements for security/anti‐terrorism setbacks, parking dimensions and layout, storm water management, and utilities. The civil site design will take into account applicable environmental constraints and requirements

· A water and sanitation layout plan was available for this site, and was used as a base for the layout of the proposed features. Typical survey (metes and bounds, topography, etc.) and soils testing shall be obtained prior to any further site design

3.2.5 DCA Regional Office (RO) Building.

The building shall be approximately 192 square meter, 2‐story multipurpose building with exterior stairway. The building will consist of office spaces, dining facility, day room, holding cells, sleeping room, general purpose room and other general administrative and support spaces. See Appendix D for notional floor plans.

The contractor shall provide Portland Cement Concrete (PCC) concrete sidewalks and walkways extending from building entries as shown on General Site Plan. The width of pavements shall not be less than 1 meter and thickness of pavement shall not be thicker than 0.1 meter.

3.3.5.2 First Floor: (note, First floor features on design provided in Appendix D are for informational purposes to aide in determining equipment types and quantities)

The contractor can utilize the information provided in Appendix D to help aide in the design.

3.3.5.3 Minimum Salient Characteristics (the rooms described below may be located on either floor of the building as necessary to optimize building layout and minimize congestion:

· Unit Commander’s Office – 1 desk set (drawers, locker, arm chair), 2 file cabinets, 5 chairs

· Office room for three officers – 3 desk sets (drawers, locker, arm chair), 3 file cabinets, and 3 chairs

· Semi private space for duty officer – 1 desk set (drawers, locker, arm chair), 1 file cabinet, and 1 chair. Partition wall shall consist of one meter tall solid material (same type as other wall material) and rest shall be stained-glass window

· Evidence Room – GI shelves with min total area of 7 square meters. Shelves are not shown on floor plan. Steel door

· Holding Space- 2 Cells, Secure Steel bunk bed/bench. Steel doors

· Toilet – Western type Water Closet (WC), sink, toilet paper holder, and mirror

· Corridor and Entrance Hall- Heavy duty steel entrance door

· Storage room/janitor space (Next to Main Processing Room (MPR) for storage of stacking chairs/folding tables

· Intelligence Analyst Room ‐ 3 desk sets (side desk, drawers, locker, arm chair), 1 large plotter (approximately the size of a desk), 3 file cabinets

· Prisoner Interview-1 Interview Room (sound proofing). Room shall have: 1 desk set (drawers, locker, arm chair), desk set must be T- shape with chairs for visitor and/or suspects, 1 file cabinet

· Processing/Fingerprinting space -2 desks with chairs, 2 work tables, 8 chairs

· Men’s bathroom – 2 western toilets, 2 urinals, 2 sinks

· Women’s bathroom – 2 western toilets, 2 sinks

· DEA Office Space ‐ 2 desk sets (drawers, locker, arm chair), one round table for 4 persons, two file cabinets

3.3.5.4 Dining Facility (DFAC)

· Dining Facility (DFAC) ‐ table/s to accommodate 8 persons on the first floor. Provide hand washing pedestal type sink one (1) each with mirror for dining hall and kitchen. Provide kitchen appliances washing sink. Cooking stove (coal/wood burning) capacity equivalent to minimum six (6) burners sufficient to meet the same function, solid wood constructed kitchen cabinet, two (2) 1000W microwave ovens, one refrigerator (cooler and freezer) with min capacity of 400 liters, solid wood shelves with min total area of 7 square meters

· Content of Kitchen area is not shown on floor plan

· Shower and WC – 1 western toilet cabin with accessories, 1 shower cabin with accessories, and 1 sink with mirror, room doorway access (open into shower room) from fingerprinting area

3.3.5.5 Second Floor (note, Second floor features on design provided in Appendix D are for informational purposes to aide in determining equipment types and quantities)

The contractor can utilize the information provided in Appendix D to help aide in the design.

Minimum Salient Characteristics:

· Sleeping Area –8 beds (single type), 8 wardrobes (1 door type), 8 night stands

· Day Room – 1 sofa (3 person), 2 armchairs, one coffee table, LCD (32) inches TV, DVD/VHS player with supporting table, two (2) side tables, one table lamp

· Storage room

3.3.7 Dog Kennels (outside)

The contractor shall construct two dog kennels for two service dogs. Size of insulated winter (walled, and covered) part of kennel shall be 1 x 1.5 meters with wooden flooring. Each dog kennel shall have fenced (chain link) 1.5 x 2 meters yard with access gate/door.

3.3.8 Perimeter stone/mortar/concrete wall with rolling chain linked fence type metal covered gate.

The contractor shall provide Perimeter stone/mortar/concrete wall around the perimeter of DCA RO facility as shown in General Site Plan. The height of stone/mortar/concrete wall shall be minimum 2 meters.

The gate shall be from steel sheets applied to rolling gate or double leaf type rolling gate. Vehicle gate shall have double leaf opening for vehicles and adjacent steel single leaf for pedestrians.

3.3.9 Covered Parking for 2 light vehicles.

The contractor shall provide covered parking area (5m x 5m) for 2 light vehicles (SUV). The shed shall be made of Galvanized (GI) steel poles and steel trusses with GI corrugated sheets using a “lean-to” design. The parking area shall be compacted 25 cm base course and 10 cm crushed stone layer on top.

3.3.10 Boiler House and Coal storage building

3.3.10.1 Boiler House

The contractor shall construct a boiler house within the site limits. The boiler house shall have a coal fired hot water boiler with accessories (boiler system). Accessories shall cover all associated plumbing and equipment. The boiler system shall produce hot water for heating purpose of the main two story building and provide hot water through heat exchangers to interior water distribution system.

The boiler system shall be sized to provide heating of main building and to provide hot water for interior water distribution system. Heating system will have water radiators as heating elements inside of all interior spaces. Boiler system shall have circular pumps for heating system. Contractor shall provide and install all associated interior and exterior plumbing. Exterior plumbing shall be designed with proper thermal insulations. Provide and install required ventilation system for boiler house.

The boiler house with the boiler system shall comply with local building, mechanical, fire protection, electrical and other codes.

The heating system circular pumps (one operating pump and one standby pump) shall have secondary electrical power source from back-up generator.

One back-up generator shall be installed in boiler house to provide electricity, if primary source is off. The generator features are described in exterior electrical distribution system paragraph 3.3.12.

The contractor shall provide PCC concrete sidewalks and walkways extending from the building entries as shown on the General Site Plan: Appendix C. The width of pavements shall not be less than 1 meter and thickness of pavement shall not be thicker than 0.1 meter.

3.3.10.2 Coal Storage

The coal storage building shall be constructed for storing coal near to boiler house. Size of coal storage shall be sufficient to accommodate coal for at least 14 days of continuous operation of the boiler.

The coal Storage Building shall comply with local building, mechanical, fire protection, electrical and other codes.

3.3.6 Water Tank

The contractor shall construct one elevated water tank with 5 cubic meters of water storage. The contractor shall provide proper osmosis/UV light type system before water tank to ensure proper health standards of water. System is main life support and must be connected to secondary properly sized electrical source (back-up generator). The water tank will supply potable water to the facility. Feeding/booster pumps system (one operating pump and one standby pump) shall be installed if the water cannot flow from existing water supply line to the elevated tank.

The Water Tank shall be constructed in compliance with local regulations and codes.

3.3.7 DCA RO Power Exterior Electrical System

If existing transformer (See Appendix C and E) is not sufficient for new site, provide and install transformer with accessories and replace existing transmission lines with appropriate size wires. The transformer shall be sized as required by design, and connected through transmission poles to local power grid. The existing power line is adjacent to the site. All conductors shall be copper.

The exterior electrical power distribution system shall be installed by the contractor underground to DCA buildings. The contractor shall provide the required amount of manholes. Site attached pictures.

3.3.7.2 Site Grounding

The contractor shall install grounding loop/grid, if none exists, to isolate the new site from the existing facilities and a new grounding grid for the new facility.

For new grounding, provide exothermic welding for underground connections. All grounding shall be designed and installed to comply with local codes and standards.

3.3.7.3 Site Lighting

The perimeter security lighting shall be provided all around the new building. A minimum level of lighting shall be in the range of 20‐22 lumens/sq m. The contractor shall provide Metal Halide type wall packs on outer walls of the building. The lighting fixtures shall have integral photocells.

3.3.7.4 Site Communications

Communication for voice and data shall be provided by the local utility companies. The point of interface shall be at the first floor of the new building. Coordinate with the voice/ data communication provider; for example Tajik Tel (the state telephone provider). Telephone capability shall include intercommunication between the offices and shall have the capability of dialing outside of the building. The data capability shall include a provision of connecting computers and equipment requiring data communication connections. The data outlets shall be coordinated with the furniture layout and locations equipment. The buildings shall be equipped with telephone and Computer Local Area Network conduits and wiring.

The contractor shall provide a capability to all private office and functional operational areas. Telephone capability shall include intercommunication between the offices and capability of dialing outside. The contractor shall provide concealed conduits for data and phone communications.

3.3.8 Interior Electrical System

All interior electrical distribution system shall be in concealed conduits. All conductors shall be copper.

3.3.8.2 Interior Lighting

The contractor shall provide energy efficient lighting in each room (offices, kitchen, work rooms, bunk room, etc.), with occupancy sensors and override switches. The contractor shall provide energy efficient lighting and emergency lighting in the corridors as well. Means of egress path shall have adequate illumination in case of normal power outage. Interior lighting shall be energy efficient fluorescent lighting fixtures with an average of 300-330 lumens per square meters. Requirement of increased illumination shall be supplemented by means of desk lamps. The contractor shall provide additional light-emitting diode (LED) lighting in each interior space. The LED lighting will be used in case of electrical shortage from primary power source.

3.3.8.3 Power

The new building shall contain the main distribution switchboard. Power to all floors shall be fed from the main distribution switchboard. Switchboard shall be located at first floor entrance, built in partition wall on right side.

The contractor shall provide power outlets (220/1PH) in each room, office, kitchen and corridors. The power outlets shall be coordinated with the locations of furniture layout, kitchen appliances, mechanical equipment, air conditioners, pumps and laboratory equipment. The contractor shall provide ground fault circuit interrupter GFCI receptacles in restrooms, mechanical rooms, building exterior and within 2 meters of a water source. All receptacles shall be duplex Tajik Style and shall be compatible with the type of plugs standard to the Tajikistan electrical outlets. Each wall of rooms shall have at least one receptacle and the receptacles shall be located a maximum of 2 meters distance from each other.

3.3.8.4 Emergency or Back-up Power

The new building shall be provided with a means of connecting a small back‐up generator. A double throw switch shall be provided which allows for the temporary connection of a generator. The contractor shall provide and install silenced outdoor generator with built in fuel tank. The capacity of the fuel tank shall be sized for seven (7) working hours at 75% generator load. The back-up power/generator shall be sized to feed LED interior lighting, main life support equipment (like water pumps, heating system pumps) and one duplex receptacle (2 kW) in the Duty officer’s semi private space on the first floor (for charging of radios and phones).

3.3.8.5 Interior Electrical Grounding

The contractor shall provide grounding of all panels, mechanical equipment as per local standards and codes. The contractor shall also provide ground fault protection on the main circuit breaker.

3.3.8.6 Fire Alarm System

The contractor shall provide a fire alarm system for the facility consisting of pull stations, smoke detectors, heat detectors and horn/ strobes. In addition, each floor shall be equipped with a remote annunciator. The fire alarm warning system shall be localized without reporting to any remote location.

The new facility shall be equipped with fire extinguishers in accordance with local regulations, a sprinkler system is not required.

3.3.8.7 Voltage Drop Calculations

The contractor shall provide voltage drop calculations for all power feeders. Voltage drops shall not exceed 3% on any individual feeder.

3.3.8.8 Ground Resistance

Ground resistance shall not exceed 5 ohms. To achieve ground resistance of 5 ohms or lower, the contractor shall provide additional ground rods.

3.3.8.9 Lightning Protection

The contractor shall provide air terminals on the roof top. These air terminals shall be grounded to the ground loop. Lightning protection shall comply with local fire codes and requirements.

3.3.8.10 Conduit and Wiring

All wiring shall be concealed. Exposed wiring shall be in electric metallic tubing for indoors and rigid steel conduit for outdoors.

The new building shall be prewired for voice/data communication system.

All underground wiring shall be in Schedule 40 PVC conduits. All wiring shall be copper with Thermoplastic High Heat‐resistant Nylon‐coated and Thermoplastic High Water‐resistant Nylon‐coated insulation. GI conduits shall be used for underground cabling under roads to withstand vehicle loads.

3.3.9 DCA RO Exterior Sanitary Sewer Collection System

Sanitary waste generated by the facility will be conveyed and tied into the existing sewer connection near the septic facility. This facility is located immediately west of the proposed facility. According to the local officials, the existing sewer system line is located approximately 250 meters from the site.

3.3.9.2 Requirements for Sewer Collection System

The contractor shall provide the required amount of manholes necessary for the execution of this project.

In case a connection to the existing sewer system is not possible from an engineering point and the existing sewer treatment is located more than 300 meters from the site, the Contractor shall design and construct a sewer collection and a sewer treatment facility, in accordance with local regulations within the site perimeter (or if allowed by local officials near to the site). The preferred solution for a sewer treatment is a septic tank with absorption bed. A sewer treatment is required for this project.

The proposed sanitary layout will be constructed in such a way so that positive flow is achieved from the RO Administrative/Barracks unit building to the existing sanitary “tie‐in” point. As noted above, an existing sanitary sewer line is located within the footprint of the building. This line will be routed around the building and will reconnect to the existing line on the southwest corner of the site. The re‐routed line will also collect the sanitary sewer from the proposed building.

3.3.9.3 DCA (RO) Interior Sewer Collection System

The contractor shall provide an appropriate interior sewer collection system. See Appendix D for notional floor plans. One bathroom is located on the first floor. The dining facility is located on first floor. The contractor shall provide floor traps as required. The contractor shall also provide collection for sinks in dining hall and kitchen. The sewer collection for the bathroom shall be located on the second floor. All designs shall be in compliance with local construction codes.

3.3.9.4 DCA RO Exterior Water Distribution System

Hot water shall be provided by the coal fired boiler with heat exchangers and electric powered boilers. Coal boiler shall be located in the Boiler house. The primary source of energy for heating of water shall be electricity and the coal fired boiler will be the secondary source of energy. The contractor shall provide a switching system between the two sources. The contractor shall provide and install all associated plumbing with thermal insulation and physical protection. All exterior water distribution system shall be underground. The contractor shall provide the required amount of manholes necessary to execute this system.

3.3.9.5 Requirements Exterior Water Distribution System

Contractor shall provide piped, potable water to the facilities for the purpose of filling and keeping filled the 5 M³ water tank to provide continuous water supply to each facility.

For Darvaz, the source of the water shall be as approved by the State Unitary Enterprise, Housing and Communal Services, Darvaz District, Republic of Tajikistan (spring (source) Madrasa). The method and routing of the piping shall be approved and acceptable to all appropriate construction permitting and inspection authorities having jurisdiction. Insulated PVC and/or steel pipe is acceptable, trenched and buried where possible, protected against freezing and any damage is required. The pipe shall be sized in accordance with appropriate Tajikistan codes to provide adequate supply and pressure to support a complex the size of and with the occupancy of the facility for Darvaz covered by this Task Order.

For Jirgital, the source of the water shall be as approved by the Director of Water Service of the Jirgital District, Republic of Tajikistan (trunk #1 (400 mm pipe). The method and routing of the piping shall be approved and acceptable by all appropriate construction permitting and inspection authorities having jurisdiction. Trenched and buried PVC pipe is acceptable and preferred, protected against freezing and damage is required. The pipe shall be sized in accordance with appropriate Tajikistan codes to provide adequate supply and pressure to support a complex the size of and with the occupancy of the facility for Jirgital covered by this Task Order.

The contractor shall provide additional equipment necessary to ensure the elevated water tank is filled. The water tank (PWS paragraph 3.3.11) shall be placed per the USG approved designs.

3.3.9.6 DCA RO Interior Water Distribution System

The contractor shall provide an appropriate interior Water Distribution System for both hot water and cold water with an adequate supply and pressure to support a complex. See Appendix D for notional floor plans. One latrine is located on the first floor. Dining Facility is located on second floor. The contractor shall provide all required plumbing and provide and install electrical water heaters. Primary hot water shall be provided by the electrical water heaters installed in the Dining facility on the second floor. Total capacity of all electrical water heaters shall be 200 liters.

Electricity is not reliable in site locations therefore the contractor shall provide and install a secondary system to supply hot water to the main 2nd floor building. The secondary system shall provide hot water from the boiler house through heat exchangers (installed in the boiler house). The Contractor shall provide a manual switching system (with valves) between primary and secondary hot water supply systems.

3.3.10 DCA RO HVAC

The contractor shall provide HVAC system for buildings and the Contractor shall provide a cooling system by ceiling fans and heating by oil radiators in the dining hall and kitchen areas. The contractor shall provide adequate ventilation and exhaust for the dining facility and provide adequate ventilation for the boiler house. The contractor shall provide heating and ventilation in all latrines and bathrooms as well as provide heating and cooling in all administration areas and sleeping area by the AC split packs. HVAC equipment and the locations are not shown on floor plans and shall be included in the contractors design.

The contractor shall provide a secondary heating system as back-up for the AC split packs. The electricity is not reliable in site locations; therefore the boiler house shall be constructed for a coal fired hot water boiler with all required plumbing and accessories (boiler system). The boiler system shall be sized to provide heating for the main building and to provide hot water for interior water distribution system. The coal storage building shall be constructed for storing coal and the size of the coal storage shall be sufficient to accommodate coal for at least 14 days of continuous operation of the boiler. The boiler system shall have circular pumps for heating system. The heating system shall have water radiators as heating elements inside of all interior spaces. The contractor shall provide and install all associated interior and exterior plumbing. The exterior plumbing shall be designed with proper thermal insulations.

3.3.11 DCA RO Furniture and Equipment

The contractor shall provide and install required furniture and equipment. See Appendix D for notional floor plans. Furniture plan and samples are mentioned in this scope of work. Furniture plan and samples must be approved by COR.

3.3.12 General Site Plan/Layout

General Site Plan/Layout is included in Appendix B for Darvaz and Appendix C for Jirgital.

3.3.13 Site Improvements and Antiterrorism/Force Protection

The DCA RO building facility shall have an eight (8) foot stone/mortar/concrete wall to enclose the entire facility. The facility shall be served with a controlled gated entrance for vehicular traffic, and two controlled gated entrances for pedestrian traffic. Site improvements include gravel access driveway, vehicle parking areas, perimeter wall, storm water management measures (if any), facilities, and utilities. The area in front of the proposed building will have a gravel graded driveway, vehicle parking areas, landscaped areas and a variable width concrete sidewalk from building entryways of the proposed building, for pedestrian traffic. The area between the back of the proposed building and the limits of existing buildings will serve as an overflow parking area and only needs to be graded.

3.3.14 Site Grading

The site shall require grading to direct storm water runoff away from the building pad, and to maintain recommended slopes for gravel driveways and parking areas. The site grading shall be designed to produce the minimum amount of cut and/or fill. The access driveway will be graded to create strategic low points at the proposed parking areas, for collection of runoff. Curb cuts are proposed to let the storm water runoff from the buildings (See Appendix C) and parking area. A variable width sidewalk is proposed from the entry to the vetted unit facility (See Appendix C). This sidewalk will be 1 meter wide and connect the area from the gate house to the proposed pedestrian access gate south‐east of the vetted unit building. The proposed concrete sidewalk will be constructed to have a cross slope towards the areas around the building, to achieve effective sheet flow of storm water into the landscaped areas. The runoff from the rooftop of the proposed facility will be directed to the area immediately north‐east of the building by downspouts.

The building pad shall be graded in a way so that positive flow can be achieved under gravity for the proposed sanitary sewer connection, and access to the vetted building can be maintained from the adjacent areas.

3.3.15 Storm Drainage

Storm drainage collection, conveyance, and treatment facilities (as applicable) will be designed as needed to convey storm water safely and away from all structures to avoid potentially compromising the structural integrity of a structure. Most sites will require specific grading for the project which will consist of guiding storm water away from the proposed entrance, access road, parking, and buildings.

Actual design shall incorporate using the topographical survey to determine the most appropriate methods to direct the storm water.

3.4 Option B Landscaping for Darvaz (See Appendix E)

The parking lot island and the landscape areas around the proposed vetted unit building shall be landscaped using plants of native species. The landscape areas shall have curb cuts to let the surface runoff to flow into them. The side slopes for the landscape areas shall not exceed 10‐15%, sloping towards the center from the edges. These areas shall be planted with mixed planting of flood tolerant shrubs, and shall have amended topsoil with at least 1 meter gravel bed underneath. A 150 mm perforated tile drain shall be bedded in the gravel that will be connected to proposed storm water management system.

3.5 Option C Landscaping for Jirgital RO (See Appendix C)

The parking lot island and the landscape areas around the proposed vetted unit building shall be landscaped using plants of native species. The landscape areas shall have curb cuts to let the surface runoff to flow into them. The side slopes for the landscape areas shall not exceed 10‐15%, sloping towards the center from the edges. These areas shall be planted with mixed planting of flood tolerant shrubs, and shall have amended topsoil with at least 1 meter gravel bed underneath. A 150 mm perforated tile drain shall be bedded in the gravel that will be connected to proposed storm water management facilities.

4.0 WORK HOURS AND LOCATION.

4.3 The contractor may be required to provide labor hours in excess of 40 hours per work week not to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.

4.4 The principal place of performance for the Base effort shall be in Darvaz, Tajikistan.

4.5 The principal place of performance for the Option A effort shall be in Jirgital, Tajikistan.

5.0 OTHER PERFORMANCE REQUIREMENTS

5.3 Defense Base (DBA) Insurance

All personnel performing duties in OCONUS shall be included in and be insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance is required for all personnel performing work OCONUS under this task order.

5.4 Meetings, Briefings, and Publications.

The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer (KO) or written designee, to discuss and to informally evaluate the ccontractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the COR/TM of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings, as scheduled by the responsible KO or written designee.

Requested documents shall be provided by the contractor to the COR/TM within seven (7) calendar days of the request.

6.0 Temporary Duty (TDY) Travel.

The contractor shall perform TDY non-local travel, as required in the performance of this T/O, as directed by the KO/COR/TM. The Contractor shall provide the performance of this task order Outside the Continental United States (OCONUS) and inside the Continental United States (CONUS). Specific countries may include Tajikistan. All travel required and approved under this T/O will be paid in accordance with the Basic Contract by reimbursement to the contractor. The contractor shall ensure that all OCONUS travelers have a country approval to enter the country for this mission as well as a Letter of Authorization (LOA) approved by the KO prior to travel. Only required travel previously approved by the KO/COR/TM will be reimbursed under this T/O.

7.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).

The Government shall provide the following list of material and services in support of this effort:

· Appendix B - Satellite locations of the Sites.

· Appendix C - Site photos and building/landscape photos for Jirgital, Tajikistan

· Appendix D – Notional Building Layout and Designs

· Appendix E - Site photos and building/landscape photos for Darvaz, Tajikistan

8.0 SECURITY

All work performed under this effort shall be unclassified.

9.3 Contractor’s Progress Report (CDRL A002).

In addition to the required monthly report, a comprehensive progress report shall be delivered weekly to the TM and COR via weekly telecom and begin in written format upon request. At a minimum, the report shall contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due on the first business day after the reported week (typically Monday, unless a federal holiday falls on that Monday).

9.4 Master Project Schedule (CDRL A00F).

The contractor shall provide a Master Schedule for Government approval. The contractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to task order close out. The Contractor’s Master Schedule shall include, but not be limited to, the following information:

· Timeline for providing proposed staffing

· Deployment of personnel

· Procurement of equipment and material

· Planning milestones

· Major construction milestones

9.5 Status Meetings (CDRL A003).

The contractor shall provide a status meeting upon request of the KO/COR or KO authorized representative. These meetings are due ten (10) business days from the request by the KO/COR or KO authorized representative.

9.6 Program Reviews (CDRL A004).

The USG reserves the right to contact the contractor in order to arrange a program review(s) as required to address contractor related issues or failures to meet requirements. All travel shall be at the contractor’s expense. Travel reimbursement claims shall be submitted for KO review and approval.

9.7 Management Plan (CDRL A00G).

The contractor shall provide a management plan for Government approval that shall define a management system to plan and control this T/O effort. The management plan shall delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a milestone schedule and a schedule for the planned expenditure of funds. At a minimum, but not limited to, the Contractor's Management Plan shall include the following:

· Project Team Org Structure

· Schedule Management

· Resource Management

· Technical Management of the Task

· Property Management

· Risk Management

· Quality Management

· Monitoring and Control

· Reporting

9.8 Detailed Drawings (CDRL A00F).

The contractor shall provide facility drawings and design documents for COR/TM approval before commencement of work. The 35% drawing shall be submitted no later than (NLT) 60 days after Award date, or as proposed by the Contractor in their schedule to be incorporated in T/O schedule whichever is closest to the Award date. The drawings shall be submitted for review and approval at 35 % (NLT 60 days after Award), 65 % (no later than 90 days after award) and 95 % (no later than 270 days) effort. The 95% drawing shall reflect the “as built” drawing. The “as-built” drawings shall be 100% corrected drawings for final site walkthrough.

The 35% drawing shall include engineering drawings with a minimum: engineering calculations, written data sufficient to fix and describe the size, charter, auxiliary systems and other essentials necessary to explain the design. The Government shall approve all plans, design documents, and drawings before work begins.

Contractor shall ensure ALL drawings are coordinated within all disciplines for constructability and functionality and shall include the following (if applicable).

9.9 Material quality submittal and Test Documents (CDRL A00F).

The contractor is to provide proof that a 7-day break is completed. Later, the same report shall be updated and resent with the 14 day and 28-day test results. Concrete test report to provide documentation that random samples of fresh concrete have been taken as required in the project specifications and ASTM C172, and that a prescribed series of tests has been conducted in accordance with ASTM C31 and C39. Concrete break test cylinders are required for each day of the pours.

Contractor shall perform and provide results to COR/TM, Concrete Slump Testing: Reference code: ASTM C143 / C143M. This test method is not considered applicable to non-plastic and non-cohesive concrete. The values stated in either SI units or inch-pound units are to be regarded separately as standard. Within the text, the SI units are shown in brackets. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard.

9.8 Licenses, Export Agreements & Certifications (CDRL A00H)

The contractor shall provide export control documentation, to include a cover letter describing purpose of submission, POC, Contract/TORP #; Description of each attachment/encl; original document(s) and nomenclature (if revision). Attachments should be originals or certified originals and be dates, signed by cognizant authority, and indicate specific agreement terms. English translation of foreign language documents is required.
