About this opportunity
Volusia County, Florida is soliciting competitive sealed bids through Invitation for Bid 26-B-59IF for the reconstruction of the El Portal Vehicular Beach Access Ramp in Daytona Beach Shores, which was destroyed during Hurricane Nicole in 2022. The procurement seeks a single prime contractor to restore safe pedestrian and vehicle access to the beach through construction of composite sheet pile seawall panels, concrete cap, reinforced concrete vehicular ramp, curbing, pedestrian sidewalk, and site restoration. Deliverables include demolition of the existing storm-damaged infrastructure, installation of 64 linear feet of sheet-pile seawall and 104 linear feet of sheet-pile retaining walls with concrete caps, placement of 313 square yards of reinforced concrete ramp and 361 square yards of heavy-duty concrete, installation of 128 linear feet of FDOT Type D curbing and 104 square yards of sidewalk, pavement markings and signage, as-built survey certification, and complete site restoration. The contractor must maintain all laydown areas, equipment, and materials within the County right-of-way while preserving vehicular access and parking to two adjacent properties throughout the 150-day completion period (120 days for substantial completion). Key qualifications require contractors to comply with all federal, state, and local laws, maintain comprehensive insurance with the County named as additional insured, utilize the E-Verify system for employee verification, and use U.S.-produced iron and steel per Florida Statute 255.0993. The contract is subject to FEMA federal compliance requirements including Davis-Bacon Act wage standards, Clean Air Act compliance, Byrd Anti-Lobbying Amendment certification, and domestic preference for materials. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m. (with virtual Microsoft Teams option), the deadline for submitting questions is March 26, 2026, at 11:59 p.m., and bids must be submitted electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m. Award will be determined by lowest responsive and responsible bidder using combined pricing for all line items.
The solicitation includes no local preference provisions due to FEMA funding restrictions, though the Prime/Subcontractor Form will be used to track contractor composition and subcontractor participation across identified disciplines including demolition, excavation, sheet pile installation, concrete work, surveying, and testing. The contract does not designate specific set-asides for disadvantaged businesses or small enterprises; however, federal requirements mandate that the contractor make affirmative efforts to contract with small and minority businesses, women's business enterprises, and labor surplus area firms. No incumbent vendors or current contractors are identified in the procurement documents. The project requires integration with existing Florida Department of Environmental Protection permits (CCCL Permit VO002489 AR valid through December 2, 2028), U.S. Army Corps of Engineers authorizations, U.S. Fish and Wildlife Service Take Permit (TE811813-12), and compliance with Volusia County's Habitat Conservation Plan for Sea Turtle Protection, which mandates construction activity prohibitions during marine turtle nesting season (May 1 through October 31) and required contractor training. The estimated construction cost is $1,464,420.00 (Contract C-2075), with contractors required to submit a bid bond equal to 5 percent of total bid price and, upon award, provide Payment and Performance Bonds equal to 100 percent of contract price per Florida Statute 255.05. Liquidated damages are assessed at $1,000 per day for failure to meet completion deadlines, and payment for construction services will be made within 20 to 25 days of invoice receipt in accordance with Florida Statute 218.735.
