About this opportunity
Volusia County's Office of Recovery and Resiliency is requesting bids for construction services on flood mitigation improvements at SMA Outpatient — Daytona, located at 702 South Ridgewood Avenue, Daytona Beach, Florida, under IFB #26-B-120KW, with bids due September 24, 2026 at 3:00 p.m. This is a HUD Community Development Block Grant for Disaster Recovery (CDBG-DR) funded project supporting Volusia County's recovery from Hurricane Ian damage in September 2022. The work must comply with prevailing wage requirements, Section 3 employment provisions, and Davis-Bacon Act payroll documentation.
The scope includes adding three feet of waterproofing and flood-resistant construction above existing first-floor elevation, replacing openings with flood-rated assemblies, and elevating mechanical and electrical equipment to protect the building to a flood elevation of 8.0 feet above sea level. Work must meet Florida Building Code, Volusia County building requirements, and National Flood Insurance Program standards. The estimated construction cost is $371,530. Substantial completion is required within 162 days; final completion within 180 days.
Section 3 compliance is mandatory: contractors must ensure at least 25 percent of total labor hours are performed by Section 3 workers (individuals with annual income at or below HUD-established low- and very low-income limits, employees of Section 3 business concerns, or YouthBuild participants) and at least 5 percent by Targeted Section 3 workers. Monthly activity reports are due by the 10th of each month. Contractors must submit the Section 3 Business Concern Certification with bid responses and the Section 3 Project Workforce form one week before the pre-construction meeting. MWBE reporting is required for all contracts and subcontracts; subcontracts under $10,000 must be reported individually only if they represent a significant portion of total activity.
Bonding under 24 CFR Part 85.36 is mandatory: a bid guarantee equal to 5 percent of bid price, a performance bond equal to 100 percent of contract price, and a payment bond equal to 100 percent of contract price. Insurance requirements include workers compensation with waiver of subrogation; commercial general liability of $1,000,000 per occurrence / $2,000,000 aggregate; auto liability of $1,000,000 combined single limit; excess liability of $1,000,000; contractors pollution liability of $1,000,000; installation floaters with wind, hail, named-storm, and flood coverage; and professional liability of $1,000,000 per incident / aggregate. County of Volusia and SMA Healthcare must be named as additional insureds with primary and non-contributory status and 30 days' written notice of cancellation.
The County will evaluate responses based on total cost, permanent place of business, ability and resource capacity, experience with similar work, subcontractor qualifications and licensure, proportional work allocation between prime and subcontractors, qualified past performance, and ability to provide future maintenance and service. A non-mandatory pre-bid meeting is scheduled for August 27, 2026 at 10:00 a.m. at the project site. Questions are due September 10, 2026 at 11:59 p.m. Bid opening occurs via Microsoft Teams on September 24, 2026. Bids must remain firm for 120 days after opening. The County reserves the right to reject any or all responses, waive informalities, delete up to 25 percent of project items, or re-advertise. Bidders must submit Prime/Sub Contractor forms, insurance documentation, WH-347 payroll forms, MWBE and Section 3 information, and bonding certifications with their response.
