About this opportunity

Volusia County, Florida is requesting bids on landfill access road construction, an additional scale and bypass lane, and perimeter road pavement improvements at the Tomoka Farms Road Landfill under IFB 27-B-09CW, with bids due December 16, 2026 at 3:01 PM and a non-mandatory pre-bid meeting on November 20, 2026 at 9:00 AM at the project site. The County offers a local preference of up to 5% to qualified businesses with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County.

The scope encompasses landfill access road construction, scale facility installation with bypass lane, and perimeter road pavement work within the Southeast Expansion Area. The contractor must furnish all labor, materials, equipment, and tools; maintain an approved on-site Project Manager and Project Superintendent; and comply with two Department of Environmental Protection permits (161100-015-EM for pond connection and 161100-011-EI for entrance improvement). The geotechnical report, construction plans, and technical specifications define subsurface soil conditions, pavement design standards, drainage requirements, and quality assurance protocols.

The estimated construction cost is $3.915 million. Substantial completion is required within 290 days of Notice to Proceed, with final completion within 350 days. Work is performed Monday through Friday, 8:00 AM to 5:00 PM EST unless otherwise approved. The County retains 5% of monthly payments under Florida Statute 255.078 until final payment. Bids must remain firm for 120 days after opening. The awarded contractor must execute a Payment and Performance Bond within ten business days of notice of award.

Evaluation criteria include total cost, permanent place of business, ability and capacity to perform, technical experience on similar projects, qualifications and proportional work allocation of proposed subcontractors, prior performance on similar contracts, and ability to provide future maintenance and service. Questions are due December 2, 2026. Contract C2085 governs the resulting agreement. The County is exempt from federal excise tax and Florida sales tax.
