About this file

This is a Bid Price Sheet (Exhibit G, Revision 1) for Volusia County, Florida's Invitation for Bid 26-B-59IF regarding the reconstruction of the El Portal Vehicular Beach Access Ramp in Daytona Beach Shores. The project involves demolition of hurricane-damaged infrastructure and reconstruction of beach access facilities, including installation of 64 linear feet of sheet-pile toe-wall with concrete cap, 104 linear feet of sheet-pile wall with concrete cap, 324 square yards of reinforced concrete ramp, 312 square yards of unreinforced concrete ramp, 89 square yards of sidewalk, 96 linear feet of FDOT Type D curb, and completion of concrete plugs, chemical grouting, pavement markings, signage, as-built survey, and site restoration. The project must be substantially completed within 120 days with final completion within 150 days. A non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m. with a virtual Microsoft Teams option available. The deadline for submitting questions is March 26, 2026, at 11:59 p.m., and sealed bids must be submitted electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m. Award will be determined based on the lowest responsive and responsible bidder using combined pricing for all line items.

The bid price sheet requires submission of unit prices and total costs for all thirteen line items, with subtotal, payment and performance bond amount, and total bid price clearly identified. The estimated construction cost is $1,464,420.00. Contractors must submit a bid bond equal to 5 percent of the total bid price and, upon award, provide Payment and Performance Bonds equal to 100 percent of the contract price. Flood insurance policy pricing is required but will not be included in bid evaluation. The project is funded through FEMA and subject to federal compliance requirements including Davis-Bacon Act wage standards, the Clean Air Act, and domestic preference for materials under Florida Statute 255.0993. No local preference provisions apply due to FEMA funding restrictions, and no set-asides are designated for disadvantaged or small businesses; however, federal requirements mandate affirmative efforts to contract with small, minority, and women-owned businesses and labor surplus area firms. Payment for construction services will be made within 20 to 25 days of invoice receipt in accordance with Florida Statute 218.735, with liquidated damages assessed at $1,000 per day for failure to meet completion deadlines.
