About this file
This is a Technical Specifications document for the El Portal Vehicular Beach Access Ramp Repairs project in Daytona Beach Shores, Florida, issued by Volusia County in coordination with Coastal Technology Corporation as the engineer. The project involves demolition and removal of a storm-damaged vehicular beach access ramp and construction of replacement infrastructure, including a new concrete vehicular ramp with sidewalk, sheet-pile walls (64 linear feet of seawall and 104 linear feet of retaining walls), concrete caps, curbing, pavement markings, and signage. The specifications outline thirteen bid items encompassing mobilization/demobilization, demolition, excavation and grading, sheet-pile toe-wall and side-wall construction with concrete caps, concrete plugs and chemical grouting, reinforced and unreinforced concrete ramp installation, pavement markings and signage, as-built survey certification, site restoration, performance bonds, and flood insurance. A pre-construction meeting is required prior to commencement, and the contractor must provide at least two weeks' notice before starting construction and three days' notice before specific construction activities. The project must comply with existing permits from the Florida Department of Environmental Protection and U.S. Army Corps of Engineers, obtain a building permit from the County, and adhere to the U.S. Fish and Wildlife Service Take Permit and Volusia County's Habitat Conservation Plan for Sea Turtle Protection, which prohibits construction activities from May 1 through October 31.
The technical specifications require all concrete to be FDOT Class II (Bridge Deck) with Type II cement, achieving a minimum 28-day compressive strength of 4,500 psi, and utilize Glass Fiber Reinforced Polymer (GFRP) reinforcing bars per FDOT specifications. The contractor must perform vibratory monitoring throughout construction with weekly reporting and automatic alerts if vibration levels exceed 0.5 inches per second. Erosion and sediment control measures must comply with the State of Florida Erosion and Sediment Control Designer and Reviewer Manual (July 2013), and the contractor is responsible for all public safety provisions, maintenance of traffic plans, and preservation of existing improvements within the El Portal right-of-way. The contractor must determine the presence of underground and overhead utilities by contacting Sunshine Utilities and must immediately cease work and notify appropriate authorities if prehistoric or historic artifacts or unmarked human remains are encountered. All work shall conform to Florida Department of Transportation Standard Specifications for Road and Bridge Construction (FY 2026-27) unless otherwise specified, and the contractor is eligible for payment of up to 60 percent of mobilization/demobilization costs after installation of the first sheet pile, with the remaining balance due upon final acceptance of all work by the engineer and County.
