About this file
This is an Insurance Requirements exhibit for Volusia County, Florida's reconstruction of the El Portal Vehicular Beach Access Ramp, a competitive sealed bid project (IFB 26-B-59IF). The project involves demolition of storm-damaged infrastructure and reconstruction of a vehicular beach access ramp destroyed during Hurricane Nicole in 2022, including installation of composite sheet pile seawall panels, concrete caps, reinforced concrete vehicular ramps, curbing, pedestrian sidewalks, and site restoration totaling approximately 313 square yards of reinforced concrete ramp and 361 square yards of heavy-duty concrete. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m. with a virtual Microsoft Teams option, the deadline for submitting questions is March 26, 2026, at 11:59 p.m., and sealed bids must be submitted electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m. The project has a 150-day completion period with 120 days for substantial completion, and award will be determined by the lowest responsive and responsible bidder.
The contractor must maintain comprehensive insurance coverage with the County named as additional insured and include Workers' Compensation with waiver of subrogation, Commercial General Liability (each occurrence $1,000,000; general aggregate $2,000,000), Auto Liability ($1,000,000 combined single limit), Excess Liability ($1,000,000 per occurrence/aggregate), Contractors Pollution Liability ($1,000,000 occurrence/aggregate), and Builders Risk or Installation Floater coverage for the full project value excluding mobilization, demolition, excavation, bonds, and flood insurance premium. All policies must be primary and non-contributory to County insurance and include waivers of subrogation. Thirty days' written notice of cancellation is required to the Certificate Holder at Volusia County Purchasing & Contracts Division, 123 W. Indiana Avenue, Room 302, DeLand, FL 32720, Attention: Inga Fegley, Risk Management Division. The estimated construction cost is $1,464,420.00 (Contract C-2075), with contractors required to submit a bid bond equal to 5 percent of total bid price and, upon award, provide Payment and Performance Bonds equal to 100 percent of contract price per Florida Statute 255.05.
