This document is an Insurance Requirements exhibit from Volusia County, Florida, establishing comprehensive coverage mandates for the El Portal Vehicular Beach Access Ramp reconstruction project. The contractor must obtain workers' compensation with Florida statutory coverage and waiver of subrogation; commercial general liability with $1,000,000 per occurrence and $2,000,000 general aggregate limits naming the County as additional insured on an occurrence basis with contractual liability coverage; auto liability with $1,000,000 combined single limit for any auto used by the contractor and its subcontractors; excess liability with $1,000,000 per occurrence/aggregate following commercial general liability form; contractors pollution liability with $1,000,000 occurrence/aggregate coverage; and builders risk or installation floater coverage at the full project value excluding mobilization, demolition, and bond costs. All policies except workers' compensation must provide primary and non-contributory coverage with waiver of subrogation, designate the County as additional insured or loss payee as applicable, and include thirty (30) days written notice of cancellation to the County of Volusia Purchasing & Contracts Division, Risk Management Division at 123 W. Indiana Avenue, Room 302, DeLand, Florida 32720, Attention Inga Fegley.
The insurance requirements apply to the general contractor, all subcontractors, and independent contractors performing work on this hurricane recovery project. Subcontractors and independent contractors must maintain identical policy limits, terms, and conditions as the prime contractor. All coverage shall be underwritten by insurers rated A-:VII or better in the most current A.M. Best's Insurance Guide. The builders risk policy must provide all-risk coverage including wind, hail, named storms, and flood with storm surge protection, with the County named as additional loss payee. These requirements ensure adequate financial protection for the County and project stakeholders throughout the estimated 150-day construction completion period.
