About this file
This is an Installation Floater Affidavit document related to Invitation to Bid (ITB) 26-B-59IF for the El Portal Vehicular Beach Access Reconstruction project in Florida. The affidavit serves as a notarized declaration from an insurance broker confirming that good faith efforts were made to obtain required insurance coverage for a contract bidder. The project involves reconstruction of a beach access vehicular ramp destroyed during Hurricane Nicole in 2022, including composite sheet pile seawall panels, concrete cap, reinforced concrete vehicular ramp, curbing, pedestrian sidewalk, and site restoration. ITB 26-B-59IF mandates that contract bidders obtain Installation Floater or Builder's Risk insurance with a Flood coverage extension that specifically includes coverage for flood damage resulting from storm surge caused by named and unnamed storms for the beach and intracoastal waterway construction project.
The affidavit documents that the insurance broker contacted three insurance companies on behalf of the contract bidder in an attempt to secure the required Installation Floater and Builder's Risk insurance policy with Flood coverage extension. All three insurance companies denied the ability to provide this coverage for the project. The affidavit requires completion with the names of the three contacted insurers, notarization by a notary public, and witness signatures. This document functions as evidence that a bidder made diligent attempts to obtain mandated insurance coverage when such coverage may not be readily available in the current insurance market for high-risk coastal construction projects.
