About this file
Exhibit I is a survey document related to Volusia County, Florida's Invitation for Bid 26-B-59IF for the reconstruction of the El Portal Vehicular Beach Access Ramp in Daytona Beach Shores. The project seeks to restore safe pedestrian and vehicle access to the beach through construction of composite sheet pile seawall panels, concrete cap, reinforced concrete vehicular ramp, curbing, pedestrian sidewalk, and site restoration. Deliverables include demolition of storm-damaged infrastructure, installation of 64 linear feet of sheet-pile seawall and 104 linear feet of sheet-pile retaining walls with concrete caps, placement of 313 square yards of reinforced concrete ramp and 361 square yards of heavy-duty concrete, installation of 128 linear feet of FDOT Type D curbing and 104 square yards of sidewalk, pavement markings, signage, as-built survey certification, and complete site restoration. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m. with a virtual Microsoft Teams option. The deadline for submitting questions is March 26, 2026, at 11:59 p.m., and bids must be submitted electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m. The contract has a 150-day completion period with 120 days for substantial completion, and liquidated damages are assessed at $1,000 per day for failure to meet deadlines.
The estimated construction cost is $1,464,420.00 under Contract C-2075, with contractors required to submit a bid bond equal to 5 percent of total bid price and, upon award, provide Payment and Performance Bonds equal to 100 percent of contract price. Award will be determined by the lowest responsive and responsible bidder using combined pricing for all line items. The project is funded through FEMA and subject to federal compliance requirements including Davis-Bacon Act wage standards, Clean Air Act compliance, and domestic preference for U.S.-produced iron and steel. No local preference provisions apply due to FEMA funding restrictions, and no specific set-asides are designated for disadvantaged or small businesses; however, federal requirements mandate affirmative efforts to contract with small and minority businesses, women's business enterprises, and labor surplus area firms. The project requires integration with existing Florida Department of Environmental Protection permits and U.S. Army Corps of Engineers authorizations, and contractors must comply with Volusia County's Habitat Conservation Plan for Sea Turtle Protection, which prohibits construction activity during marine turtle nesting season from May 1 through October 31.
