Task Assignment #DC002A Monitoring

March 1,2022

Under this task assignment, APTIM will commence vapor shutdown sampling of the SVE remediation system and groundwater sampling. Work will be done according to the attached scope of work dated February 24, 2022.

Subtask 1: Project Management This subtask is a percentage of the overall project and has been negotiated as a contract rate.

Subtask 2: Shutdown Vapor Sampling APTIM will collect vapor samples from wells VE-2, VE-3, VE-4, and VE-6 during two separate mobilizations thirty days apart as requested by FDEP. The vapor samples will be analyzed for chlorinated volatile organic compounds (VOCs). APTIM will submit sampling results and recommendations to FDEP.

Subtask 3: Quarter 4 PARM and Annual Groundwater Reporting APTIM will submit a Annual Ground Water Monitoring Report. The wells will be sampled by the micro purge technique utilizing a peristaltic pump and a field calibrated YSI multi parameter instrument with a flow-through cell. These wells being sampled are from the recommended shallow monitoring wells MW-1, DW-1, MW-2, MW-3, PZ-1, and PZ-3, and deep well DW-1.

Erwin Remediation was selected to provide IDW transportation and disposal, based on bids procured recently at the Krause’s Cleaners facility, which is located nearby in Fort Pierce, Florida. An IDW sample will be analyzed by EPA Method 8260 for VOHs (only) to characterize the waste. The samples will be analyzed for the presence of VOHs by EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells.

If the vapor and groundwater analytical results are favorable, a No Further Action proposal will be written in accordance with Chapter 62-780, F.A.C. The reporting will also include the requirements for a Site Rehabilitation Completion Report, including rule compliance references to demonstrate site conditions justify an NFA proposal

Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and the APTM proposal. The final deliverable due date is June 23, 2022, and the completion date for the Task Assignment is August 31, 2022. The final cost total for DC002A is $ 17,921.68

Proposed Scope of Work Touch of Class Dry Cleaners Shutdown Vapor Sampling and Groundwater Sampling Task Assignment DC002A ERIC_4809 (Former Facility No. 319502951) Aptim Environmental & Infrastructure, LLC February 24, 2022

The following proposed scope of work for DC002A is for the former Touch of Class Dry Cleaners site located in the Majestic Plaza in Vero Beach, Florida. The scope of work under Task Assignment DC002A includes vapor shutdown sampling of the SVE remediation system and groundwater sampling.

The proposed scope of work was requested by the FDEP following review of the Quarterly Operation and Maintenance (O&M) Report dated January 28, 2022. The selected monitoring wells for groundwater sampling were recommended in the Annual Groundwater Sampling Report, dated October 27, 2021, for continuation of the NAM.

Subtask 2: Shutdown Vapor Sampling

As requested by the FDEP, shutdown vapor samples will be collected during two vapor sampling events, which will be a minimum of 30 days apart. The vapor samples will be collected from vapor extraction wells VE-2, VE-3, VE-4, VE-6. In addition, a combined influent sample will be collected during each event. The vapor samples will be submitted for analysis by TO-15 for the presence of VOCs. The results from each sampling event will be submitted to the FDEP in an electronic deliverable to include updated O&M and vapor tables, figures and the laboratory report with recommendations for FDEP review.

Subtask 3: Quarter 4 PARM and Annual Groundwater Reporting

Subtask 3 includes the collection of groundwater samples from the recommended shallow monitoring wells MW-1, DW-1, MW-2, MW-3, PZ-1, and PZ-3, and deep well DW-1. The groundwater samples will be collected not sooner than 90 days following the initial SVE system shutdown. Prior to groundwater sample collection, depth to water measurements will be collected from all the existing monitor wells.

Groundwater samples from the wells will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The samples will be delivered to a certified laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260.

The purge water and decontamination fluids from the sampling event will be placed into a drum for storage onsite and future pickup and disposal. Erwin Remediation was selected to provide IDW transportation and disposal, based on bids procured recently at the Krause’s Cleaners facility (attached), which is located nearby in Fort Pierce, Florida. An IDW sample will be analyzed by EPA Method 8260 for VOHs (only) to characterize the waste.

An Annual Groundwater Sampling Report will be provided summarizing the activities and the vapor and groundwater results from the sampling events. If the vapor and groundwater analytical results are favorable, the reporting will be restructured to include additional historical soil tables, figures and additional text in justification for a No Further Action proposal in accordance with Chapter 62-780, F.A.C.

The reporting will also include the requirements for a Site Rehabilitation Completion Report, thereby incorporating the additional components required for site closure, including rule compliance references to demonstrate site conditions justify a NFA proposal.
