About this file

This document is a Task Assignment Change Order (TACO #6) for Contract HW689 between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental & Infrastructure, LLC. The project involves environmental remediation work at the former Spot Busters Cleaners facility located at 6750 North State Road 7, Coconut Creek, Broward County, Florida (ERIC_4244). The contract is administered by FDEP Project Manager Nicole Knutson and APTIM Project Manager Eric Kramer.

TACO #6 authorizes additional funding of $1,621.93 to increase the total task value from $167,815.16 to $169,437.10 to cover permit costs from the City of Coconut Creek ($618.48) and the purchase of vapor granular activated carbon (VGAC) for treatment of extracted contaminated vapors ($856.00 from TetraSolv, selected as the lowest of three competitive bids). The change order extends the task completion date from July 18, 2025 to November 28, 2025 (133 days) and the final deliverable due date from May 16, 2025 to September 26, 2025. The work includes soil vapor extraction system (SVE) startup, construction completion reporting, groundwater sampling, and operations and maintenance activities. APTIM's time, labor, and subcontractor costs for these activities were reviewed and determined to be reasonable for the scope of services. The cost structure includes fixed unit rates of $168,937.10 and cost reimbursement of $500.00, with deliverables tied to submittal and FDEP approval milestones.

SUBJECT: Negotiation Summary

HW689 DC011C-6

DATE: July 16, 2025

This Change Order increases costs to provide funding for the purchase of a permit from the City of Coconut Creek and VGAC. The quote from TetraSolv was selected for VGAC, as it was the lowest of three bids.

Total task amount has increased from $167,815.16 to $169,437.10. The difference between the amended price and the previous price is $1,621.93. APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date has been extended from May 16, 2025 to September 26, 2025. Task completion date has been extended from July 18, 2025 to November 28, 2025.
