Contract Summary

This is a Task Assignment Change Order (TACO #1) issued by the State of Florida Department of Environmental Protection (FDEP) to APTIM Environmental & Infrastructure, LLC for environmental remediation services at the former Lamb's Recycling Facility located at 1067 Highway 79 North in Esto, Holmes County, Florida (Site ID: ERIC_7390). The change order amends the original Task Assignment BIL01B under Contract HW689 and modifies work previously authorized under the indefinite delivery vehicle between FDEP and APTIM.

The TACO authorizes APTIM to perform supplemental soil sampling, investigative derived waste (IDW) management, and additional field activities at the site. The amended total cost is $66,679.88, an increase of $19,451.99 from the prior cost of $47,227.91, comprising 399 total labor hours. Key scope elements include: reconciliation of Work Change Directive #1 ($8,777.21); additional field activities for collection of broken soil samples and IDW composite samples ($9,440.44); updates to Subtask 3 personnel and analytical costs reflecting actual work performed; and a 30-day extension of the task completion date from April 27, 2024 to May 27, 2024. Deliverables include a Work Plan/QAPP (due 11/17/2023), field notes and boring logs (due 12/29/2023), and a Supplemental Site Assessment Report (due 04/29/2024). The work involves comprehensive environmental analysis including EPA Methods for volatile organic compounds, semi-volatiles, pesticides, PCBs, petroleum hydrocarbons, TCLP extraction, and RCRA metals analysis on both soil and liquid IDW samples. The TACO was executed on February 21, 2024, by both APTIM (Eric Kramer, Senior Environmental Engineer) and FDEP (Jennifer Farrell, Secretary or Designee).

Task Assignment Change Order (TACO) – BIL01B-1 Lambs Recycling, City of Esto – ERIC_7390 Reconcile WCD-1, Additional Field Work and Supplemental Site Assessment Report Time Extension

This Task Assignment Change order authorizes APTIM to complete additional field work to replace soil samples that were damaged during transport, additional soil sampling for laboratory analysis, sample drums containing investigative derived waste (IDW) for disposal purposes and reconcile costs for Work Change Directive (WCD) #1.

Subtask - 1: Project Management

This task includes project management activities associated with the completion of Subtasks 2 through 6, as calculated in accordance with Contract HW689.

Subtask 2 SSA Work Plan/WAPP, and Health and Safety Plan: No Changes

Subtask - 3: Soil & Groundwater Sampling

Subtask 3 updates the onsite personnel to the actual, removing the proposed Engineer/Scientist 2, who was not available, based on the schedule and replaced with an available Engineering Technician 3 who performed the work. Subtask 3 also adjusts the analytical costs to the actual sample count collected and/or analyzed following the event.

Subtask - 4: Supplemental Soil Sampling Reporting: No Changes

Subtask - 5: WCD #1

Subtask 5 resolves WCD #1 which was approved for additional time to complete the soil and groundwater sampling at the Lamb’s property. The Subtask includes labor, equipment and materials (drums) required for completion of the proposed original scope of work. WCD #1 was approved for a total of $9,600 and is

Calhoun County SSA Activities February 15, 2024 www.FloridaDEP.gov being resolved for a total of $8,777.21, including allowable labor markups, project management and completion fees.

Subtask - 6: Additional Field Activities

Subtask 6 includes additional time to revisit the site for the collection of several soil and IDW samples.

Following the initial sampling event, several samples were broken during transit, including samples collected for TRPH at sample location SB-74 (depths 0-0.5', 0.5'-2', 2'-4' depth intervals), and mercury at (SB-84 0-0.5', 0.5'-2', 2'-4' depth intervals). Although these samples were ultimately run from soils remaining from other analysis, the analysis was performed outside of holding times, therefore additional samples will be collected and analyzed.

IDW composite samples of soil and liquid will also be collected. The IDW will be characterized by analysis for:

Liquid:

1. EPA Method 8260 for Volatile Organic Compounds (full list)

2. EPA Method 8270 for Semi-Volatiles including Base, Neutral & Acid Extractables

3. EPA Method 8081 Organochlorine Pesticides

4. EPA Method 8082 Polychlorinated Biphenyls (PCBs)

5. FL-Pro for Total Recoverable Petroleum Hydrocarbons (TRPH)

6. EPA Method 6020/7470 for RCRA 8 Metals (As, Ba, Cd, Cr, Pb, Hg, Se, Ag)

Soil:

1. EPA Method 8260 for Volatile Organic Compounds (full list)

2. EPA Method 8270 for Semi-Volatiles including Base, Neutral & Acid Extractables

3. EPA Method 8081 Organochlorine Pesticides

4. EPA Method 8082 Polychlorinated Biphenyls (PCBs)

5. FL-Pro for Total Recoverable Petroleum Hydrocarbons (TRPH)

6. EPA Method 1311 for TCLP Extraction and Leachate analysis for EPA Method 6020/7470 for

RCRA 8 Metals (As, Ba, Cd, Cr, Pb, Hg, Se, Ag)

To allow for the completion of the additional field activities and reporting, a 60-day extension is included for submittal of the Supplemental Soil Assessment Report (SSAR) and the Task Assignment (TA) completion date. The extension would adjust the SSAR submittal date to April 29, 2024, and the TA completion date would shift to June 26, 2024.

The FDEP project manager agrees to the scope of work and proposed cost. The final cost associated with this task assignment change order is $66,679.88 with 399 total hours.
