Document Summary
This document is a Task Assignment Change Order (TACO) issued by the State of Florida Department of Environmental Protection (FDEP) to Aptim Environmental & Infrastructure, LLC (APTIM) under Contract HW689. The contract pertains to environmental remediation and monitoring services at the One Stop Cleaners facility located at 3303 University Drive East, Coral Springs, Broward County, Florida (ERIC_4123). The project manager for FDEP is Skylar Schwed, and the contractor's project manager is Eric Kramer.
TACO #1 authorizes an increase in contract cost of $4,374.90 for additional groundwater monitoring activities at the One Stop Cleaners site. The amended total contract value is $42,726.10, increased from the prior amount of $38,441.18. The cost increase is attributable to the collection of 21 additional groundwater samples from multi-level samplers located in the source area within the Coral Springs Charter School building, analyzed for volatile organic halocarbons using EPA Method 8260, plus one additional drum for investigation-derived waste disposal. The task completion date has been extended from May 26, 2023 to June 30, 2023 (35 additional days). Services are divided into five subtasks: Project Management ($2,973.89), O&M March-August 2022 ($12,852.25), Utilities Quarters 1 & 2 ($1,920.00), O&M September 2022-February 2023 ($22,739.96), and Utilities Quarters 3 & 4 ($2,240.00). Payment terms include fixed unit rates for labor and services, with cost reimbursement for utility expenses. The change order was executed on February 7, 2023.

Proposed Scope of Work One Stop Cleaners Task Assignment DC003A TACO #1 FAC ID No. 069501160 (ERIC_4123) Aptim Environmental & Infrastructure, Inc. (APTIM) 1/24/23
Attached are the CEF and LOE for the former One Stop Cleaners located in Coral Springs, Task Assignment (TA) request DC003A TA Change Order (TACO) #1. This LOE workbook has been prepared for additional source area groundwater sampling activities at the One Stop Cleaners site during the annual groundwater sampling event.
Subtask 2: No Changes
Subtask 3: No Changes
Subtask 4: TACO #1 includes the collection of 21 additional groundwater samples from multi-samplers located in the vicinity of the source area inside the building of the Coral Springs Charter School. Specifically, the additional samples to be collected during the annual groundwater sampling event includes multi-sampling wells MS001 (from 11’, 23’, 35’, 50’ bls), MS002 (from 11’, 23’, 38’, 50’ bls), MS004 (from 11’, 23’, 39’, 50’ bls), MS005 (from 11’, 23’, 38’, 50’ bls), and MW006 (from 11’, 23’, 28', 35’, 50’ bls). The samples will be analyzed for the presence of volatile organic halocarbons (VOHs) by EPA Method 8260. Please see the attached FDEP approval email requesting the additional sampling activities at the One Stop facility. Please note that all the multi-samplers are located within hallways and classrooms inside the Charter School.
Sampling activities inside the school must occur after regular school hours, therefore, the work will be scheduled to allow for two visits for completion of the work.
Due to the number of additional samples proposed, one additional IDW drum and the associated transportation and disposal costs have been incorporated into the TACO.
Subtask 5: No Changes
Due to the time discussing site issues with the FDEP, including well access issues and alternate options for sampling within the source area of the site, a 30-day deliverable extension for the reporting, final utilities and the task completion is requested. The extension would allow for scheduling, collection of the samples, laboratory analysis, and reporting. Recommended due dates are provided as follows:
Subtasks 1&4: Annual O&M Report w/GW Due Date 5/1/23
Subtask 5: Utilities for Quarters 3 and 4 Due Date 5/1/23
Task Completion 6/30/23
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract No. HW689 executed December 21, 2021, between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection. APTIM will begin the proposed scope of work upon written authorization.

Hey Greg, After discussing this with Breck, we suggest collecting groundwater samples for VOHs from the multi‐level samplers at all the intervals, not just shallow and deep. Also, do we know the intervals for MS006? And if not, is there anyway to collect water level measurements?
As far as PFAs sampling, MW007, MW012, MS003 Shallow, and MS003 Deep should be sampled.
Thanks Robert

Hello Robert, Breck, Kelly and Skylar:
The search for additional wells within the source area to sample inside the current Coral Springs Charter School has played out a little differently than we originally anticipated. The recovery wells within the building are currently not accessible. The school maintenance director assisted Aptim in our search and in discussing our options, and unfortunately, attempting access to the numerous recovery wells within the building will cause disruption and fairly extensive flooring damage in several rooms. With his assistance, however, we were able to locate and access multi samplers MS001 through MW006 (MS003 is included in the annual groundwater sampling well set and sampled at all depth intervals). As you can see below, although these multi samplers are not located within the former footprint of the cleaners, they do provide a good cross‐section of the source area with MS003 included in the sampling set. If the FDEP would like to incorporate additional groundwater samples within the One Stop source area, I would recommend sampling the shallow and deep zones of each of these wells (11 ft bls and 50 ft bls), as these depths are consistently display elevated PCE and VOH concentrations in MS003 (see attached Analytical Summary Map). With the FDEPs approval, I will incorporate 10 additional VOH samples into the annual groundwater sampling event.
In addition to the collection of source area VOHs, Kelly has requested that PFAS samples be incorporated into the groundwater sampling event. I would recommend that PFAS samples be collected from the two monitoring wells located within the source area, including shallow well MW007 and deeper well MW012. Both of these wells are already incorporated into the proposed annual groundwater sampling. See the attached Analytical Summary Map for the location of these two wells.
Should you have any questions or additional comments, please do not hesitate to call, Gregg

Greg, Have you gotten any information from the field technician on whether the multi‐samplers are accessible? If the are accessible, I am inclined to not attempt to access RW001, RW002, RW003, and RW004 with these RW’s being in such close proximity to the multi‐samplers (just a thought).

Hello Robert:
I apologize for the delayed response. You are correct, we simply do not have numerous options to sample within the relatively small source area within the school. Honestly, I believe we could access the recovery wells, but I do not think we could accomplish this without significant damage to the floors surrounding the recovery well vaults. At this time, the maintenance team at the school is telling me the floors have been cleaned and waxed in preparation for the start of the school year, which is next week. I have provided my field technician with the classroom numbers for the additional multi‐samplers we could sample, and upon the next visit to the site, he will advise whether he thinks we can access those multi‐samplers without causing damage to the flooring. I believe the multi‐samplers may be accessible, unless they have been tiled over, which is the issue with the recovery well vaults (see below pictures, even the handle pulls have been tiled over).
Based on that assessment, we will decide if we should move forward with the additional scope, or remain on the current approved path for annual sampling. Based on the current Task Assignment, the groundwater sampling event was moved to a due date of March, 2023, so the actual sampling will likely be scheduled during the winter break. That means we should have some time to make the decision and add the additional multi‐samplers, if they can be located and accessed.
I will let you know what our field technician recommends.

Greg, Thanks for the information and looking into this. I am inclined to sample all wells possible during the next scheduled groundwater monitoring event. Even though the multi‐level samplers may not be ideal, it does not sound like we have many options for obtaining GW samples in the source area. The question I have is, is it even worth while attempting to access the Recovery Wells? There were two previous attempts in 2015 and 2018 to no avail (except for RW002). Do we give one more “college try”, just try to access RW002,….? Having not seen the area of the recovery wells myself, would the data obtained from accessing these recovery wells be worth the level of effort needed to gain access? If we do attempt to gain access and are successful, is this something would need to happen each time they are to be sampled?

Hello All:
I pulled that Zebra project summary from our project files after an exhaustive search. I checked and the document is actually in OCULUS. I went ahead and attached the original document which also includes a cover that appears to be misdated (wrong year) and references redline drawings prepared after the multi‐level samplers were installed in May 1999. The document in OCULUS was entered under the incorrect date (May 21, 1998).
I was only able to find one reference to the installation of the multi‐level samplers (MLS) dated 4/12/99, where an onsite engineer installing the initial remediation system noted that during the installation of MS005, “MLS do not have grout seals between intervals”, but there is no reference to the use of bentonite or any other construction specifics. However, since the samplers will be sampled at a low flow and previous analytical results from MS003 consistently provide dissimilar concentrations from the various depths, I believe the data would be fairly representative of the groundwater at each interval and area.
So the below snip‐picture is from the attached well review map. The collection of additional samples within the source area was simply raised due to the time that has passed since a more comprehensive sampling has been performed. Let me know if you would prefer to move forward with just the currently sampled wells (highlighted yellow), the nearby proposed recovery wells (highlighted green), the multi‐samplers (highlighted orange) or all the wells. There are no monitoring wells located within the source area that could be incorporated into this sampling event without moving some distance from the source area. My recommendation would be the recovery wells, however, I have no confidence that we will be able to access these wells based on our previous attempts.
Just so we are all on the same page, below is a picture of the actual MLS casing type installed at the One Stop Cleaners in 1999.
If you have any questions, please do not hesitate to call, Gregg

All – I’ve looked at this some and looked at the most recent groundwater monitoring report. I don’t really remember the discussion during our site review meeting, but noticed that Aptim is recommending groundwater remediation in the GMR. It may be more appropriate for Robert to consider the recommendations in the GMR and the additional monitoring that is being proposed in this email….that will presumably support development of a RAE/RAP.
Gregg – Where did you find the Multilevel Sampler Install Report? I didn’t see it in ERIC.
Regarding the use of the multi‐level samplers, I don’t have a lot of experience with them, but don’t really have any objection to their use to support path forward decisions. As Gregg mentioned, multi‐level samplers are still being used and I suspect the existing ones at this site are acceptable as long as they were installed properly. I was a little disappointed to see in the attached multilevel sampler install report that there didn’t appear to be any mention of how they isolated the zones to be monitored. I doubt they used packers, but did they use bentonite or did they just allow the formation to collapse? I think the preferred method back in the day was to use bentonite socks/sleeves between the screened sections. Hopefully, that’s what was done. It’s probably worth trying to sample them, but we should also try to sample wells that are as close as possible to the multi‐level samplers (if they exist) so that we might be able to compare results to an actual MW. I’m not sure what the access or lithology might be like, but should we be considering some Membrane Interface Probe work if it’s feasible?

Hello Melissa (and Breck):
During our project review meeting, I was asked to take a look at the proposed wells to be sampled this year at the One Stop Cleaners facility and evaluate if we should include some additional wells during the annual sampling event this summer. The addition wells could provide some insight into the current distribution of the plume near the source area. The PCE source at the former One Stop Cleaners is thought to be the location of a drain which was previously located at the rear of the facility. This drain was reported to be located near the location of multi-sampler MS003, which is sampled on an annual basis, and consistently displays elevated PCE concentrations at several depths.
Please note, as we discussed, a multi-sampler is not a well, but rather a 1.5-inch tube containing six separate chambers (tubes) which run vertically within the pipe. The “screened intervals” are constructed above ground by drilling openings into the tube, which are wrapped with prepacked sand packs. I have located the installation report from the drillers from 1999, which provide additional information for some of the samplers. Specifically, the wells are referenced as Waterloo Multi-level Wells, which are still utilized today, although the construction and design has changed somewhat over the past 20 years.
Please see the attached figure which shows the locations of the wells in the vicinity of the source area. The wells that are currently sampled are highlighted. Unfortunately, there are no adjacent monitoring wells that would be useful in providing additional information near this source area.
However, there are several recovery wells in the area that could be used, including RW001 (screened from 5 to 15 ft bls), RW002 (screened from 18.5 to 28.5 ft bls), RW003 (screened from 33 to 43 ft bls), RW004 (screened from 44 to 54 ft bls). Although these recovery wells have been previously sampled, attempts to access to these wells has not been successful in past years, as the well vaults have been tiled over and multiple heavy wax applications have apparently sealed the vault lids shut. The last time access to these recovery wells was attempted was 2018, and only RW002 was opened. Access to the remaining recovery wells was unsuccessful, primarily due to the amount of damage the necessary actions would have caused to the tile and flooring in the school hallways and classrooms (an angle grinder was used to remove the layers of wax and free the manhole lid for RW002). The previous attempts to access these wells in 2015 were also unsuccessful. Therefore, RW001, RW003 and RW004 have not been accessed since 2014.
As an alternative to the recovery wells, several multi-samplers also are present in the source area, including MS001, MS002, MS004 and MS006. These samplers are constructed similar to MS003, therefore, if selected for sampling, multiple samples would be collected from each well. These multi-samplers have also not been located or accessed in some time. However, if accessed, they may provide additional insight into the current distribution of the dissolved source area plume. The sample depths for the selected multi-samplers are as follows:
MS001 - 11 ft bls, 23 ft bls, 39 ft bls, 50 ft bls MS002 - 11 ft bls, 23 ft bls, 39 ft bls, 50 ft bls MS004 - 11 ft bls, 23 ft bls, 39 ft bls, 50 ft bls MS006 - 11 ft bls, 23 ft bls, 28 ft bls, 35 ft bls, 50 ft bls
If the FDEP would like to incorporate additional wells into the groundwater sampling event scheduled for the end of this summer, either the recovery wells or the additional multi-samplers, please let us know, and a Task Assignment Change Order for the additional cost will be prepared prior to visiting the site to locate and access the wells for sampling.
