Document Summary

This document package comprises a Task Assignment Change Order (TACO #1) between the State of Florida Department of Environmental Protection (FDEP) and Aptim Environmental & Infrastructure, LLC (APTIM) for environmental remediation work at the former Carmon's Cleaners facility located at 7980 North Tamiami Trail, Sarasota, Florida (ERIC_4903). The underlying contract is HW689, dated December 21, 2021. The TACO amends the original Task Assignment DC005C, which was executed on February 9, 2024, with a completion date initially set for July 16, 2024, and now extended to September 27, 2024. The change order was signed by APTIM Project Manager Eric Kramer and FDEP Secretary Jennifer Farrell on March 18, 2024.

The TACO authorizes APTIM to perform groundwater sampling activities, mobilize to meet the property owner, and include baseline groundwater sampling and reporting. The amended total TA value increased from $66,476.98 to $79,720.77, representing an increase of $13,243.81. Payment is structured as a fixed unit rate of $79,070.77 (Extended Price) plus cost reimbursement of $650.00 for utilities. Deliverables include SVE System Mobilization and On-site Installation (due 04/05/2024), Project Management and SVE Startup & Operation (due 06/28/2024), Utilities for one month (due 07/26/2024), and Annual Groundwater Sampling Report (due 06/14/2024). Invoicing amounts correspond to each deliverable milestone, with total project cost of $79,720.77. EnviroServe was selected to provide IDW (investigative derived waste) transportation and disposal services at $176.00 per drum based on competitive bid evaluation.

Proposed Scope of Work Carmon’s Cleaners (Former) Continuing SVE Installation and Startup Proposal Task Assignment DC005C TACO #1 ERIC_4903 (Former FAC ID No. 419700833) APTIM Environmental & Infrastructure, LLC (APTIM) March 13, 2024

The following proposed Task Assignment Change Order (TACO) #1 scope of work for the Carmon’s Cleaners TA DC005C has been prepared to resolve Work Change Directive (WCD) #1. The TACO also incorporates baseline groundwater sampling and reporting for the site.

Subtask - 1: Project Management Subtask 1 includes project management activities associated with the completion of Subtasks, as calculated in accordance with Contract HW689.

Subtask 2: SVE System Installation WCD #1 was approved to allow a site visit for the lead engineer and field engineer at the request of the property owner to explain in detail the proposed remediation system and explain any site impacts during the installation. The property owner requested the site visit following notification of the approved installation schedule. In addition, the engineers were able to meet with the current tenant in the space of the former drycleaner, which is currently the Mirna’s Cuban Cuisine Restaurant. WCD #1 was approved for a total of $1,820, and is being resolved for a total of $1,738.48, including allowable project management and completion fees.

Subtask 3: System Startup & Operation: No Changes

Subtask 4: Utilities One Month: No Changes

Subtask 5: Groundwater Sampling:

The Supplemental Site Assessment Report (SSAR) for the former Carmon’s Cleaners was approved by the FDEP on December 15, 2022, and prompted design of an Interim Source Removal Plan to the FDEP which was approved by the FDEP on June 13, 2023. TA DC005C was executed on February 9, 2024, and did not include groundwater sampling. Based on the timing of the installation, it is recommended that baseline (and annual) sampling be performed. It is proposed that baseline groundwater samples be collected from all the shallow wells and the intermediate and deep well, currently onsite. The groundwater sample results will be used to propose select wells for ongoing natural attenuation monitoring (NAM) at the site.

The wells will be sampled by the micro purge technique utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument with a flow-through cell. The samples will be analyzed for the presence of VOHs by EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells. In addition, the wells will be re-surveyed to existing benchmarks to confirm the casing elevations remain accurate (the areas are used for parking, including grassed areas).

Purge water will be placed into a blue poly drum following the sampling event for storage onsite and future pickup and disposal. EnviroServe has been selected to provide IDW transportation and disposal, based on bids included in the attached bid summary documents. The IDW characterization sample will be analyzed for the presence of VOHs by EPA Method 8260.

An Annual Groundwater Sampling Report will be prepared summarizing the groundwater measurements and the analytical results in tables, figures, and text, and will include conclusions and recommendations.

Although the current installation is on schedule (end of this month), some minor adjustments are requested for the TA to allow for additional time for reporting and receive and process utility invoices, as follows:

Subtask 2 – SVE System Mobilization and On-site Installation

4/5/24

Subtasks 1 & 3 – Project Management, SVE Startup & Operation

6/28/24

Subtask 4 - Utilities (1 month) 7/26/24

Subtask 5 - Annual Groundwater Sampling Report 6/14/24

Task Assignment Completion 9/27/24

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the DEP Contract No. HW689 between the Florida Department of Environmental Protection and APTIM dated December 21, 2021. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

If you have any questions, please contact us for clarification.

Hello Craig:

I need an estimate to include in a proposal to pick-up and dispose of non-hazardous groundwater which will be generated during upcoming groundwater sampling at the following site:

Site Info:

Carmon’s Cleaners (Former) (Currently Max Smoke Shop and Discount Beverages and Mirna’s Cuban Cuisine Restaurant) 7980 North Tamiami Trail Sarasota, Manatee County, Florida 34243 ERIC_4903 (Former FAC ID #419700833)

The former Carmon’s Cleaners address was 7980 North Tamiami Trail in Sarasota, Manatee County, which is currently Mirna’s Cuban Cuisine, a local restaurant. The southern portion of the building is currently the Max Smoke Shop and Discount Beverages with an address of 7984 North Tamiami Trial.

As previously stated, the IDW transportation and disposal estimate is for non-hazardous waste. Please provide a Lump Sum Estimate for one Drum, however, the actual disposal count may vary from the estimate below:

a. One (1) 32-gallon Blue Poly-Drum of purge groundwater and/or decontamination rinse water (liquid) $110/per drum, $50/stop fee plus 10% - pending lab and profile approval

b. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.

The former Carmon’s Cleaners property was accepted into the Drycleaning Solvent Cleanup Program (DSCP) in 1997 under FDEP Facility Identification Number 419700833 (now listed as ERIC_4903). The facility cleanup is under the Drycleaning Solvent Cleanup Program and the work is being performed for the FDEP Waste Site Cleanup Section.

PFAS constituents have been previously identified (October 2023) in groundwater at the site. The PFAS groundwater samples were submitted to the FDEP State Laboratory in Tallahassee and analyzed for PFAS compounds by Method DEP SOP: LC-001-3. The analytical from those wells will be provided for review, although additional wells, and possibly different wells will be incorporated into this sampling event. In addition, the contained purge water will be characterized by the collection of one (1) liquid IDW composite sample, which will be submitted for analysis by EPA Method 8260 (VOHs only).

If you need additional analysis for the waste characterization, please indicate so in your response.

I do not need a formal proposal, an email response by Thursday, March 14, 2024, would be appreciated, if possible.

Thank you, Gregg
