About this file
This document is a Task Assignment (TA) issued under Contract HW689 between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental and Infrastructure, LLC. The task assignment pertains to groundwater monitoring and remediation activities at the former Commerce Dry Cleaners site located at 880 Jupiter Park Drive, Suite #1, Jupiter, Palm Beach County, Florida (FDEP Site No. ERIC_5196). The project is managed by Nicole Knutson at FDEP and Eric Kramer at APTIM, with a completion date of May 30, 2025.
The scope of work consists of four subtasks: (1) Project Management; (2) Annual groundwater sampling for volatile organic halocarbons (VOHs) from eight monitoring wells using EPA Method 8260; (3) Annual groundwater monitoring report preparation; and (4) Additional PFAS sampling and reporting from seven selected monitoring wells using DEP SOP: LC-001-3. The total task value is $14,108.31 on a fixed unit rate basis, with deliverables due April 18, 2025. Payment is contingent upon FDEP approval of the annual groundwater monitoring report ($11,190.30) and the PFAS email deliverable including summary, lab report, and results figure ($2,918.01). Subcontractor EnviroServe will perform IDW (investigative-derived waste) transportation and disposal at a cost of $207.00 per drum, selected as the low bidder. The cost estimate includes direct labor ($4,690.35), overhead, general and administrative costs, fringe benefits, travel, laboratory analytical costs ($657.00), field equipment and expendables ($760.00), and a completion fee.

Proposed Scope of Work Commerce Dry Cleaners (former) 880 Jupiter Park Drive, Suite #1 Jupiter, Palm Beach County, Florida 33458 Groundwater Monitoring Proposal Task Assignment DC014B ERIC_5196 (Former FAC ID No. 509600257) APTIM Environmental & Infrastructure, LLC (APTIM) 11/25/24
The following proposed scope of work for the former Commerce Cleaners site located in Jupiter, Florida is to perform annual groundwater sampling and expanded PFAS groundwater monitoring.
The proposed scope of work includes collection of eight (8) groundwater samples for analysis by EPA Method 8260 for volatile organic halocarbons (VOHs) and collection of samples from seven selected monitoring wells for PFAS analysis. The VOH groundwater sampling is recommended to update the groundwater data and determine if additional assessment activities are necessary to define the extent of contaminant impacts north of the subject site. Previously, access to that area was restricted; however, negotiations with property owners was successful and assessment north of the former Commerce Cleaners can proceed if merited.
Subtask - 1: Project Management This task includes project management activities associated with the completion of Tasks 2 through 5, as calculated in accordance with Contract HW689.
Subtask - 2: Monitoring Well Sampling – VOHs The collection of VOC groundwater samples are proposed from 8 wells, including MW002, MW003, MW006, MW007, MW008, MW012D and offsite monitoring wells MW010 and MW011.
Groundwater samples from the eight monitoring wells proposed to be sampled will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The VOH samples will be delivered to a fixed laboratory for analysis by EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells that can be located and accessed.
The purge and decon water will be placed in a DOT approved drum, characterized by the collection of an IDW sample for VOHs (fixed laboratory) and stored onsite for future transportation, and disposal. As low bidder, APTIM recommends EnviroServe to perform the IDW transportation and disposal based on the bids solicited and included in the attached IDW bid summary documents.
Subtask - 3: Annual Groundwater Reporting (VOHs) At the conclusion of the groundwater sampling event and upon receipt of the analytical reports from the fixed laboratory and the FDEP State Laboratory, a Groundwater Monitoring Report documenting the sampling activities and results will be prepared and include conclusions and recommendations for future site activities.
Subtask - 4: Additional PFAS Sampling and Reporting During the collection of VOC groundwater samples, expanded monitoring for PFAS will be performed with the additional collection of PFAS samples from monitoring wells MW002, MW003, MW006, MW007, MW011 and MW012D. Monitoring well MW009 will additionally be purged and sampled for PFAS, while onsite (a VOH sample is not proposed from MW009). One field regent blank utilizing laboratory provided PFAS-free DI water is also proposed for collection and analysis.
Groundwater samples from the seven monitoring wells proposed to be sampled for PFAS will be collected in accordance with the Perfluorinated Compounds Field Sampling Protocols. The PFAS samples will be shipped to the Florida DEP Laboratory in Tallahassee, Florida, and analyzed for the presence of perfluorinated substances, by Method DEP SOP: LC-001-3, including PFOA and PFOS. The additional purge and decon water will be placed in a DOT approved drum, and further characterized by the collection of an IDW sample PFAS (State Laboratory).
APTIM recommends the following schedule:
Description Due Date
Perform the Groundwater Sampling 2/28/25
Submit Annual Groundwater Monitoring Report 4/18/25
Task expiration date 5/30/25
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract between the Florida Department of Environmental Protection and APTIM dated December 21, 2021 (DEP Contract No. HW689). APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

Hello Ricardo:
I need an estimate to include in a proposal to pick up and dispose of non hazardous liquids which will be generated during upcoming groundwater sampling at the following site:
Site Info:
Former Commerce Dry Cleaners 880 Jupiter Park Drive, Suite #1 Jupiter, Palm Beach County, Florida 33458 FDEP ID Number: ERIC_5196 Former FAC ID #509600257 DEP/EPA Generator ID Number FLR000222596
Please estimate the IDW transportation and disposal estimate is for non hazardous waste. Please provide a Lump Sum Estimate per Drum, as the actual disposal count may vary from the estimate below:
a) 1 drum of purge/decon water (liquid)
b) Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.
The former Commerce Dry Cleaners was accepted into the Drycleaning Solvent Cleanup Program in 1997 under FDEP Facility Identification Number 509600257. The work is being performed for the FDEP Waste Cleanup Section.
There is no analytical available now, but the proposal is for non hazardous transportation and disposal. Please note that PFAS constituents have been previously identified in the groundwater beneath the former Cleaners exceeding the FDEP Provisional GCTL. Characterization of the IDW liquid will be sampled and submitted for analysis for EPA Method 8260 (VOHs only). The October 2023 analytical results for PFAS constituents by method DEP SOP:
LC-001-3 (FDEP Laboratory) can be provided. If you need additional analysis for the waste characterization, including updated analysis for PFAS, please indicate so in your response.
I do not need a formal proposal, an email response by the end of Friday, September 20, 2024, would be appreciated.
Thank you, Gregg
