About this file

Summary

This document package represents a Task Assignment Change Order (TACO #1) issued by the State of Florida Department of Environmental Protection (FDEP) to APTIM Environmental & Infrastructure, LLC for environmental remediation services at Krause's Coin Laundry and Dry Cleaning, located at 2049 U.S. Highway 1 South, Fort Pierce, Saint Lucie County, Florida. The underlying contract is HW689 between FDEP and APTIM, dated December 21, 2021. The original task assignment (DC008C) was valued at $47,252.88 and authorized three quarters of operation and maintenance for the site's soil vapor extraction (SVE) system. FDEP's project manager is Nicole Knutson, and APTIM's project manager is Eric Kramer.

TACO #1 increases the total task value from $47,252.88 to $55,923.12, a cost increase of $8,670.24, to authorize modifications to the SVE system's variable frequency drive (VFD) to enable remote restart capabilities through connection to the EOS telemetry module and installation of an AC input reactor power filter to mitigate transient power disruptions. The change also reconciles Work Change Directive #1, which increased the monthly electrical utility allotment from $300 to $680 per month for December through April 2025, reflecting actual operational costs exceeding original estimates. Fixed unit rate pricing applies. The deliverables include quarterly O&M reporting, semi-annual and annual reports, utilities costs, and groundwater monitoring, with a task completion date of August 22, 2025. Subcontractor services include PRM Filtration's system modifications ($3,046.85) and FPUA electrical service charges. The invoice schedule specifies payment upon FDEP approval of respective deliverables, with total invoiced amounts for utilities and engineering services distributed across multiple quarters.

Proposed Scope of Work Krause’s Coin Laundry and Dry Cleaner 2049 U.S. Highway 1 South, Fort Pierce, FL SVE Installation and Startup Proposal Task Assignment DC008C TACO #1 ERIC_5411 (Former FAC ID No. 569501010) APTIM Environmental & Infrastructure, LLC (APTIM) 5/7/24

The following Task Assignment Change Order (TACO) #1 has been prepared for the former Krause’s Coin Laundry and Dry Cleaner located in Fort Pierce, Saint Lucie County, to increase the allowable electrical power system costs, connect the variable frequency drive (VFD) to the EOS telecommunication module and install a powerline filter to protect the system against transient power spikes.

Subtask - 1: Project Management: No Changes

This task includes project management activities associated with the completion of all subtasks in DC008C, as calculated in accordance with Contract HW689.

Subtask 2: Complete Qtr 2 O&M Sept-Oct: No Changes Subtask 3: Semi-Annual Report Qtr. 1&2: No Changes Subtask 4: Utilities Complete Qtr. 2: No Changes Subtask 5: Qtr. 3 O&M Nov 2024 - Jan 2025: No Changes Subtask 6: Qtr. 4 Feb-Apr 2025: No Changes Subtask 7: Utilities Qtrs. 3&4:

The costs estimated for the power costs through the Fort Pierce Utility Authority (FPUA) for the months of November through April 2025 were increased to better cover the actual costs.

Subtask 8: Annual Groundwater Sampling: No Changes Subtask 9: Annual O&M and Groundwater Monitoring Report: No Changes Subtask 10: TACO #1 This change to the task assignment provides authorization and funding to provide modification to the remedial system’s VFD, electrical power filtering and increases the allowable costs of electrical power consumption by the remedial system. The remedial system is located in a shopping plaza that is experiencing site wide renovation, which creates frequent disruptions to the power supplied to the remedial system. These transient disruptions cause the VFD to turn off and cannot be restarted remotely.

Working with the manufacturer the proposed options to mitigate the system shutdowns is to allow connection of the VFD to the EOS telemetry system. This will require hard wire connections and programming after which the VFD can be remoted restarted. In addition, a power filter unit will be installed that smooths out the electrical spikes thereby reducing the potential for power spikes to shut down the VFD.

The approved proposal for this TA provided an allowable electrical power cost of $300 per month. The electrical cost of the remedial system operation for the last two months was over $600 per month; therefore, APTIM requests an increase in the allowable electrical costs to $700 per month.

No change to the current Task Assignment Completion schedule is requested in this TACO. APTIM proposes to perform this scope of work in accordance with the terms and conditions of the DEP Contract No. HW689 between the Florida Department of Environmental Protection and APTIM dated December 21, 2021. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
