About this file

This document is a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection to APTIM Environmental & Infrastructure, LLC under Contract HW689. The TA is designated as DC028A with an effective date of May 1, 2025, and a completion date of September 30, 2025. The project involves biennial groundwater sampling and monitoring at the former Marvin's Cleaners facility located at 3030 Johnson Street, Hollywood, Broward County, Florida (ERIC_4112). The Department Project Manager is Nicole Knutson, and the Contractor's Project Manager is Eric Kramer. Erwin Remediation has been selected as the subcontractor for IDW (investigation-derived waste) transportation and disposal.

The Task Assignment authorizes APTIM to perform groundwater sampling for volatile organic halocarbons (VOHs) and perfluorinated compounds (PFAS) monitoring with a total fixed unit rate value of $9,954.72. The work is divided into four subtasks: Project Management, Biennial Sampling (collection of depth-to-groundwater measurements from multiple monitoring wells and samples from well MW019 using EPA Method 8260), Biennial Groundwater Report preparation, and Additional PFAS Sampling and Reporting (sampling from wells MW007 and MW017 with analysis by DEP SOP LC-001-3). Deliverables include a Groundwater Monitoring Report and PM documentation due July 25, 2025, and PFAS analytical results due the same date, with invoicing contingent upon Department approval. The invoice schedule specifies $8,084.13 for Subtasks 2, 3, and 1 and $1,870.59 for Subtask 4, totaling $9,954.72. Erwin Remediation charges $195.00 lump sum for IDW transportation and disposal services.

Task Assignment DC(TBD)A

Marvin’s Cleaners (Former)

ERIC_4112 (Former Facility ID No. 069501066)

Aptim Environmental & Infrastructure, LLC

3/27/25

The following is the proposed scope of work for Biennial Sampling at the former Marvin’s

Cleaners located in Hollywood, Florida. The Scope of Work proposed under the Task

Assignment is collection of one passive bag samplers from monitoring well MW019, and conventional groundwater sampling two other wells for PFAS analysis.

Subtask 1: Project Management

Project management hours are calculated based on the labor hours anticipated in the scope of work.

Subtask 2: Biennial Sampling

The proposed scope of work includes the collection of depth-to-groundwater measurements from as many of the wells that can be located, including the 20 site monitor wells (MW001 through MW019) and MWPRW, and if accessible Amoco Station (Marathon) wells: MW09A, MW11A, MW14A, MW15A, MW16A, MW17A, MW18A, MW19A and the Johnsons Square

Shopping Plaza wells MW01J and MW02J.

Samples will be collected from one installed PDB bag for analysis by EPA Method 8260 for volatile organic halocarbons (VOHs). The proposed monitoring well selected for sampling was requested by the FDEP in an email request dated March 17, 2025 and includes only MW019 for the sampling and analysis for VOHs.

Since the site is additionally being monitored for PFAS and the collection of these samples requires conventionally purging the wells, the PDBs remaining at the site (wells MW017 and

MW018) and the PDB sampled (MW019) will not be replaced in the wells.

Subtask 3: Biennial Groundwater Report

A Biennial Groundwater Sampling Report will be provided summarizing the collected groundwater measurements and analytical results in tables, figures and text including conclusions and recommendations.

Subtask - 4: Additional PFAS Sampling and Reporting

During the collection of VOC groundwater samples, additional monitoring for PFAS will be performed with the collection of PFAS samples from monitoring wells MW007 and MW017. The two (2) wells will be conventionally purged and sampled for PFAS. One field regent blank utilizing laboratory provided PFAS-free DI water is also proposed for collection and analysis.

Marvin’s Cleaners (Former)

Proposed Scope of Work

3/27/25

Groundwater samples from the two monitoring wells proposed to be sampled for PFAS will be collected in accordance with the Perfluorinated Compounds Field Sampling Protocols. The

PFAS samples will be shipped to the Florida DEP Laboratory in Tallahassee, Florida, and analyzed for the presence of perfluorinated substances, by Method DEP SOP: LC-001-3, including PFOA and PFOS. The purge and decon water will be placed in a DOT approved drum, and further characterized by the collection of an IDW sample for PFAS testing (State

Laboratory).

APTIM recommends the following schedule:

Description Due Date

Collection of Samples 6/20/2025

Submit Letter Report 7/27/2025

Task Expiration Date 8/31/2025

APTIM proposes to perform this scope of work in accordance with the terms and conditions of contract No. HW689 executed between Florida Department of Environmental Protection and

APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification. This site has a current Access Agreement dated

10/7/23 for site entry.
