Proposed Scope of Work U.S. 192 Solid Waste Management Facility Former Deseret Ranch Supplemental Site Assessment Task Assignment BF-TBD ERIC_7391 (Former COM_312749) Aptim Environmental & Infrastructure, LLC January 20, 2021

The following Task Assignment (TA) scope of work for the former Deseret Ranch and future U.S. 192 Brevard County Solid Waste Management Facility, located in Melbourne, Brevard County, Florida has been prepared to summarize the proposed supplemental site activities in accordance with the FDEP Review and Recommendations to the Scope of Work provided by email on December 2, 2021.

Subtask 2 SSA Work Plan/WAPP, and Health and Safety Plan

As requested by the FDEP and EPA, Subtask 2 includes the preparation of a Work Plan and Quality Assurance Project Plan (QAPP), a Health and Safety Plan (HASP), and a plan to identify subsurface utility locations at the proposed monitoring well locations.

Subtask 3: SSA Field Activities:

Subtask 3 includes the installation of five (5) shallow monitoring wells, to be designated monitoring wells MW-39, MW-40, MW-41, MW-42 and MW-43. The scope of work also includes the installation of deep well MW-35D, adjacent to MW-35. Also, as approved by the FDEP, the proposed monitoring wells to be sampled include MW010, MW013, MW017, MW019, MW023, MW029, MW032, MW033, MW034, MW035, MW036, MW037, MW038, the 5 proposed shallow wells (MW039 through MW043) and the proposed deep well MW035D, for a total of 19 wells to be sampled. In addition, two (2) duplicates and an equipment blank will also be collected. All the samples will be analyzed for the presence of total arsenic by EPA Method 6020.

It should be noted that a smaller screen slot size (0.006-inch) and finer sand pack (30/65 grade) was designated for the proposed well installations. The well design is intended to further reduce any sample turbidity, which can be advantageous for metals and pesticide contaminated sites. The specifics of the proposed monitoring well installations are provided in the monitoring well drilling bid documents. The new wells will also be surveyed for casing elevation and depth to groundwater measurements will be collected from all the wells located during the sampling event.

Subtask 4: SSA Reporting:

A Supplemental Site Assessment Report (SSAR) will be prepared detailing the field and laboratory results. The report will also include a summary of the previous contamination assessment results summarized in the following previous reports: Site Assessment Report (SAR) dated August 3, 2018 and Supplemental Site Assessment (SSA) Reports dated April 26, 2019 (revised June 5, 2019), September 26, 2019 (revised October 31, 2019), March 31, 2020 (revised April 9, 2020), and November 12, 2020.

The report will incorporate updated figures and tables and will also include conclusions and recommendations for any future work possibly required to meet Chapter 62-780, FAC closure requirements.

Field activities will commence, upon approval of the task assignment with submittal of the Work Plan within 30 days, or around February 25, 2022. The field work will be scheduled for completion in March or April 2022 but would be dependent on the availability of the drilling subcontractor, which are generally scheduled two months in advance. The completed SSA Report should be submitted by May 27, 2022. A Task Completion date should be set for July 29, 2022, to allow for review and approval of the SSA Report.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW554. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

If you have any questions, please do not hesitate to call.

Hello Bill:

I have a new FDEP Brownfields and CERCLA Site Screening Section proposal in development for a project in Melbourne that will require a subsurface utility survey prior to beginning site activities (drilling). Please review the below and attachments and call should you have any questions.

Site Information:

Former Deseret Ranch (US 192 Solid Waste Management Facility) US 192 and Caracara Lane Melbourne, Florida 32940 ERIC_7391 (Former COM_312749)

The project scope will consist of subsurface utility clearance at the locations of six (6) proposed well locations, as shown on the attached figure. The proposed drill locations will be marked prior to the survey. The request for markout area will be a 10-foot radius of each proposed location to allow for flexibility in the location of the actual well if lines or obstructions are identified. Services should include mobilization, subsurface utility location services for the exterior areas at the location of each proposed well, and demobilization.

The future U.S. 192 Solid Waste Management Facility was an operating cattle ranch (Deseret Ranch) with an entry gate at Caracara Lane, which is a dirt road behind a locked gate from U.S. 192. The property is located approximately 10 miles west of Melbourne at the western extent of Broward County. The former ranch includes 2,980 acres of pastureland. The site assessment area is approximately 2.8 acres. The study area is the location of a cattle station that consists of one large pole barn surrounded by 10 fenced holding pens of various sizes. The area was used for State-mandated spraying of cattle under Florida’s tick eradication program prior to 1961.

Please see the attached figures, which show the FDEP study area and the location of the six proposed wells. Also note that recent assessments have detected the presence of arsenic and organochlorine pesticides in soil and groundwater at the site.

If possible, please submit the GPR survey request for quotation as a lump sum amount for the requested services by the end of Monday, December 20th (next week).

Sincerely, Gregg

SITE LINES LLC PROPOSAL

SITE LOCATION

Former Deseret Ranch Site – US 192 and Caracara Lane, Melbourne, FL.

PROPOSED SCOPE OF WORK

Site Lines (“Company”) will use Ground Penetrating Radar (GPR) and conventional electromagnetic (EM) pipe and cable locators to determine the location of underground utilities at the site identified by APTIM (“Client”). Of specific concern is the location of utilities within a 10-foot radius of 6 proposed well locations.

RESULTS OF THE INVESTIGATION

The estimated depth and location of utilities identified during the investigation will be marked on the ground surface using spray paint or other method to be agreed upon by the parties. The American Public Works Association Uniform Color Codes for the marking of underground utilities will be used.

PROJECT FEE

The fee to complete the project as described within this proposal is:

Seven Hundred Dollars [$700.00]

Client shall pay Company in full within thirty (30) days of the invoice date, unless the parties have agreed to another payment arrangement in writing. If during the investigation, Company determines that the goals of the project cannot be achieved with the resources available to Company, Company will notify Client as soon as reasonably possible. Under such circumstances, Company will charge Client only for time expended and materials used to date.

CLIENT REQUIREMENTS

Client is responsible for all site access, maintenance of traffic (MOT), site clearing and/or any other logistical considerations necessary to conduct the utility locate.

Client will also provide all pertinent maps of the project site, including those that show the boundaries of the utility locate, pertinent landmarks, and known utilities (if available). Company is not a substitute for Chapter 556, Florida Statutes.

Accordingly, Client is responsible for calling Sunshine State One Call of Florida

(811) before undertaking any invasive activities, whether through Company, any other entity, or on its own.

DESCRIPTION OF COMPANY INVESTIGATION AND LIMITATIONS

A GSSI SIR-4000 GPR system will be used with a 900, 400, or 270 megahertz antenna configuration depending on site conditions and desired targets. The GPR will assist in locating nonmetallic and metallic utilities. Physical surface conditions, subsurface conditions and technical limitations effect the ability of GPR to resolve targeted utilities and/or subsurface structures. Depth and/or diameter of the utility, soil type, moisture/ionic content of the soil, and electrical properties of the soil compared to that of the utility can prevent the GPR from identifying utilities at the site. The diameter of a utility cannot be determined by GPR data. Estimated depths of utilities are directly affected by soil conditions and the material of the utility. A margin of error of +/- 20-25% in depth should be expected when performing invasive activities.

An RD 8000 will be used for the EM survey. Electromagnetic induction which transmits a signal directly into the desired target and passive power detection which locates naturally occurring magnetic fields in energized lines will be identified by detecting and following the signals with a receiver. The EM survey will assist in finding only metallic utilities. The magnetic field and/or induced signal should emanate from the target in a circular geometry. When this occurs, the receiver will receive its peak signal directly above the target. However, when metallic utilities are running near each other, or there is environmental interference from fences, cars or overhead power lines, the signal can become distorted and the peak no longer can be directly over the utility. Care must be taken when doing any invasive work around the utilities. A margin of error of +/- 20-25% in depth should be expected when performing invasive activities. Company’s personnel are highly experienced and certified operators of GPR and EM pipe and cable locators.

Due to the limitations described above, when Client is working around indicated utilities, a minimum of two (2)-feet clearance from either side of the marked utility will be maintained. For absolute confirmation, Client is responsible for exposing any indicated underground utility.

Company will conduct utility investigations in accordance with the level of care and generally accepted professional practices as ordinarily exercised by members of the same profession practicing in the same locality under similar conditions.

REPRESENTATIONS AND WARRANTIES

Neither Company nor its employees or agents are licensed surveyors under Florida law, nor do they represent themselves as such. Accordingly, the work Company is to perform is not a substitute for work typically completed by a licensed surveyor.

Company specifically and expressly disclaims any liability for any type of property damage or personal injury, including but not limited to death, arising from client’s failure to determine that the services of a licensed surveyor are necessary or to retain a licensed surveyor to perform necessary services.

Limitations in technology, complexity of the physical characteristics of the subsurface conditions, and circumstances beyond Company’s control may limit the performance of Company’s utility investigation. For these reasons, Company expresses no guarantee that all utilities and underground structures will be identified and located during this project.

Company is responsible only for locating underground utilities, the presence of which is both known and indicated on site maps to be provided by Client to Company before Company performs the utility locate. Company will use its best efforts to locate both known and unknown utilities within the project boundaries. However, Company will only be responsible for locating utilities, the presence of which is known before Company undertakes its investigation.

Company expressly disclaims any and all warranties regarding specific or desired results.

RE: Utility Locating Services – Former Deseret Ranch, Melbourne, Florida

Mr. Roberts, GeoTek Services is pleased to respond to your request for Utility Locating services at the former Deseret Ranch located in Melbourne, Florida. We will scan a 10’ x 10’ around the six bore locations shown in your PDF drawing with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities.

Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings or structures. We will scan as close as reasonably possible to fixed objects such as vegetation, structures, obstructions, etc. Our deliverable will be marking paint or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all markings.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans prior to rendering services. Our fixed-price quote for this project is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for 60 days.
