About this file
This document constitutes Task Assignment Change Order (TACO) #2 under Contract HW689 between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental & Infrastructure, LLC. The agreement pertains to environmental remediation services at Krause's Coin Laundry and Dry Cleaner, located at 2049 U.S. Highway 1 South, Fort Pierce, Saint Lucie County, Florida (Project Number ERIC_5411). The primary contacts are Nicole Knutson, Project Manager for FDEP, and Eric Kramer, Project Manager for APTIM. The change order was executed on August 18, 2025, following an initial Task Assignment (DC008C) that authorized installation and startup of a soil vapor extraction (SVE) remedial system.
TACO #2 extends remedial system operation and maintenance for three additional months and authorizes collection of eight vapor samples to document conditions for system shutdown. The amended total task value increased from $55,923.12 to $73,551.61, representing an increase of $17,628.49. The fixed unit rate increased from $51,123.12 to $66,651.61, while cost reimbursement increased from $4,800.00 to $6,900.00. The task completion date was extended from August 22, 2025, to December 5, 2025 (105 additional days). Key deliverables include quarterly O&M reports, utilities invoicing, groundwater monitoring, and analytical reports, with final deliverable due dates ranging from December 20, 2024, to September 19, 2025. APTIM will perform system shutdown and, 30 days thereafter, restart the system and collect additional vapor samples, followed by submission of a letter report summarizing analytical results and operational recommendations.

SUBJECT: Negotiation Summary
HW689 DC008C-2
DATE: August 7, 2025
This Change Order adds three months of remedial system operation and maintenance and authorizes APTIM to shut down the remedial system at the end of the final quarter of O&M. In addition, 30 days after system shutdown APTIM will return to the site and restart the system and repeat collection of eight vapor samples for analysis.
Total task amount has increased by $17,628.49. The original price was $55,923.12, and the amended price is $73,551.61. APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date has been extended from June 20, 2025 to September 19, 2025.
Task completion date has been extended from August 22, 2025 to December 5, 2025.
