About this file

This document is a Task Assignment Change Order (TACO #4) issued by the State of Florida Department of Environmental Protection to Aptim Environmental & Infrastructure, LLC for environmental assessment work at the former 60-Minute Cleaners site in Deerfield Beach, Broward County, Florida under Contract HW689. The task assignment number is DC012B and the site facility identification number is ERIC_4134. The change order was executed on February 27, 2024 and is effective as of that date.

TACO #4 authorizes a cost decrease from the previous amount of $100,465.41 to a new total of $92,762.70, representing a reduction of $7,702.71. The cost adjustment addresses changes in subtasks related to drilling, analytical services, and monitoring well installation costs. Specifically, Subtask 3 was reduced due to site access issues that prevented groundwater sampling at two locations, resulting in removal of associated analytical costs. Subtask 4 was substantially modified as permanent well installation was canceled and replaced with hand installation of two monitoring wells funded under Work Change Directive #1, eliminating subcontractor costs, travel expenses, and analytical costs associated with additional samples. Subtask 6 reconciles WCD #1 costs for the hand-installed wells. The completion date remains June 7, 2024. Invoice deliverables include field work documentation for MAGS and soil/groundwater sampling events and email confirmation of well installation completion and the Site Assessment Report, with invoicing amounts of $25,652.48, $42,450.56, and $24,659.66 respectively, totaling $92,762.70.

Memorandum

TO: Negotiation File 60-Minute Cleaners Deerfield Beach, Broward County

ERIC_4134

FROM: Patrick McGrane, Project Manager

SUBJECT: Negotiation Summary Task Assignment Change Order DC012B-4 (HW689)

DATE: Feb 26, 2024

This Change Order authorizes a total cost decrease due to changes in final subcontractor costs, analytical costs, and costs associated with WCD #1. Further information is found in the February 5, 2024, change order email with Eric Kramer of APTIM and the included Scope of Work dated November 1, 2023.

The previous cost total was $100,465.41. Total costs were decreased by $7,702.71 resulting in a new final cost total of $92,762.70. APTIM may invoice according to the included schedule.

Specific negotiated subtasks are as follows:

Subtask 1:

Project Management is automatically calculated as a percentage of total labor in accordance with

Contract HW689.

Subtask 3:

Due to site access issues, DPT groundwater sampling was reduced and associated analytical costs were removed from Subtask 3.

Subtask 4:

Due to preliminary findings during the Site Assessment, permanent well installation and all its associated costs (hotel, per diem, subcontractor costs, labor hours, equipment) were removed from the Subtask.

Instead, two wells were installed by hand. Costs associated with this change are included in Subtask 6, reconciling WCD #1. Additionally, due to only two wells being installed, analytical and IDW management costs were reduced.

Subtask 6:

Costs associated with WCD #1.
