Contract No.: HW689
FROM: Melissa A Walsh, Project Manager
SUBJECT: House of Lorraine Valet Services Inc FAC # ERIC_4075 Task Assignment #DC006A Monitoring
DATE: May 16,2022
Under this task assignment, APTIM is for the redevelopment and purging of the recovery well and the groundwater sampling of the recovery well, as well as the recently installed monitoring wells. Work will be done according to the attached scope of work dated March 9, 2022.
Subtask 1: Project Management This subtask is a percentage of the overall project and has been negotiated as a contract rate.
Subtask 2: Ground Water Sampling Report and Update GIS/Data Base Update APTIM will submit a Ground Water Sampling Report. The report will include information of the purged the recovered well (RW001). There will be two drums of groundwater purged from the shallow zone (approximately 2 ft below the shallow water table). The purge water will be captured in drums for storage onsite and future characterization and disposal. The site will be revisited to collect groundwater samples from the recovery well, as well as the three recently installed monitoring wells MW019, MW020 and MW021. The three shallow monitoring wells and recovery well RW001 will be sampled by conventional sampling. RW001 will be sampled from approximately 2 ft below the measured water table. The four groundwater samples will be analyzed by EPA Method 8260 for volatile organic halocarbons (VOHs). The purge water will also be placed into drums for storage onsite and future pickup and disposal. Erwin Remediation has been selected as the lowest responsive and responsible bidder to provide IDW transportation and disposal, based on bids procured for the IDW transportation and disposal. An IDW composite characterization sample will be collected for analysis by EPA Method 8260 (VOHs).
Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and the APTIM proposal. The final deliverable due date is September 16, 2022 and the completion date for the Task Assignment is October 28, 2022. The final cost total for DC006A is $ 10,894.89

Please estimate the IDW transportation and disposal estimate is for non‐hazardous waste. Please provide a Lump Sum Estimate per Drum, as the actual disposal count may vary from the estimate below:
a. Estimated 3 drums of purge/decon water (liquid)
b. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.
The former House of Lorraine Valet Services was accepted into the Drycleaning Solvent

There is no analytical available now, but the proposal is for non‐hazardous transportation and disposal. Characterization of the IDW liquid generated will be submitted for EPA Method 8260 (VOHs only). If you need additional analysis for the waste characterization, please indicate so in your response.
I do not need a formal proposal, an email response by the end of Tuesday, March 8, 2022, would be appreciated.
Thank you and have a good weekend, Gregg

Robert, the drum cost is $169.00 for non haz liquid and there is a $85.00 profile fee. The transportation is $13.5% of the bill + tax.
I am not sure if you wanted me to quote cost for empty drums or if you will already have them.
Please let me know if you need anything else.

Proposed Scope of Work Well Installations and Sampling House of Lorraine Valet Services Inc.
Task Assignment DC000A (To Be Determined) ERIC_4075 (Former Facility ID #069500422) Aptim Environmental & Infrastructure, LLC 5/2/2022
The following proposed scope of work for a Task Assignment designation to be determined (TBD) is for the redevelopment and purging of the recovery well, followed by confirmation groundwater sampling of the recovery well and recently installed monitoring wells. The scope of work was developed from the FDEP Review Memorandum, dated January 5, 2022 of the recent Groundwater Sampling Report and subsequent discussions and emails with the FDEP.
Subtask 2 – Recovery Well Purging/Sampling & Reporting:
The most recent groundwater sampling results for RW001 displayed cis-1,2-DCE concentrations of 720 µg/L in the initial sample and 1,000 µg/L in the duplicate sample. Both samples were collected from the recovery well at a depth of 6 ft bls. Also, VC was reported at concentrations of 270 µg/L in the initial sample analysis and 220 µg/L in the duplicate sample. Based on these results, the FDEP requested additional groundwater sampling.
Subtask 2 includes purging the recovery well (RW001) of two drums of groundwater from the shallow zone (approximately 2 ft below the shallow water table). The purge water will be captured in drums for storage onsite and future characterization and disposal. A few days following the purging event, the site will be revisited to collect groundwater samples from the recovery well, as well as the three recently installed monitoring wells MW019, MW020 and MW021.
Erwin Remediation has been selected to provide IDW transportation and disposal, based on bids procured for the IDW transportation and disposal. An IDW composite characterization sample will be collected for analysis by EPA Method 8260 (VOHs).
In the event that the results of the recovery well sample exceed the groundwater cleanup target levels (GCTLs), it was recommended and approved by the FDEP that PDBs be deployed into the well. The PDBs would assist with determining if the presence of the inactive recovery well could inadvertently allow distribution of shallow contamination downward, or vice-versa in the water column. The recovery well is screened from 5 to 39 ft bls. The recommended placement of the proposed five PDBs would be at the depth intervals of 6 to 8 ft bls, 12 to 14 ft bls, 18 to 20 ft bls, 26 to 28 ft bls and 34 to 36 ft bls. After the PDBs remain in place to equilibrate for a minimum of three weeks, the site will be revisited to collect the PDB samples for analysis by EPA Method 8260 (VOHs).
An abbreviated Groundwater Sampling Report will be provided summarizing the initial groundwater recovery well and shallow monitoring well analytical findings, as well as the results of the PDBs, if deployed. The report will be limited to a summary of the findings from the proposed wells sampled, with recommendations and will not be presented as an annual report.
APTIM recommends the following schedule:
Description Due Date
Purge RW and Collection of GW Samples 6/30/2022
Deploy and Sample PDBs 7/29/2022
Submit Groundwater Sampling Report 9/16/22
Submit GIS/Data Base Update 9/16/22
Task Expiration Date 10/28/22
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract between the Florida Department of Environmental Protection and APTIM dated December 21, 2021 (DEP Contract No. HW689). APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
