The scope expansion includes installation of 14 groundwater monitoring wells (6 shallow at 15 feet, 7 intermediate at 45 feet, and 1 deep at 75 feet) within City of Oakland Park right-of-way areas; additional assessment activities including soil and groundwater sampling; subsurface utility location services; maintenance of traffic and permitting support; survey services for well elevations; and PFAS sampling from selected wells. Major subcontract costs include drilling ($49,575 to $57,935), utility location ($750 to $1,100), survey services ($5,895), maintenance of traffic ($7,000 to $8,400), and IDW transportation and disposal services ($110 per drum). Deliverables include field documentation, site assessment reports, a revised Interim Source Removal Plan, and project management services, with invoicing contingent upon FDEP approval of completed subtasks.

SUBJECT: Negotiation Summary Task Assignment Change Order DC013B-7 (HW689)

DATE: November 18, 2025

This Change Order authorizes a total cost increase and time extension. Following review of the preliminary assessment data, the FDEP and APTIM agreed to expand the proposed scope of assessment. An additional 10 wells are to be installed to delineate the groundwater plume. Labor hours, subcontractor costs, and equipment costs to cover this effort have been included in this

Change Order.

Due to the delay in installing a permanent monitoring well network onsite, PFAS sampling at this site has been moved from an expired TA to Subtask 9. Additional details can be found in the included TACO #7 Scope of Work.

The previous cost total was $142,582.43. Total costs were increased by $80,104.95 resulting in a new final cost total of $222,687.38. The Task Assignment Completion date, along with Subtasks 4-9s deliverable due dates, have each been extended by ~350 days.

APTIM may invoice according to the included schedule.

Lauderdale, FL

Hello Craig:

I need an estimate to include in a proposal to pick-up and dispose of non-hazardous soil and liquid which will be generated during upcoming / additional soil and groundwater assessment at the following site:

Site Info:

Imperial Cleaners (Former) 1500 East Commercial Boulevard Oakland Park, Broward County, Florida 33334 ERIC_4106 (Former FAC ID #069500959)

As previously stated, the IDW transportation and disposal estimate is for non-hazardous waste. Please provide a Lump Sum Estimate per Drum, as the actual disposal count may vary from the estimate below:

a. 1 drum of soil/drilling IDW (solid)

b. 1 drum of purge groundwater and/or decontamination rinse water (liquid)

c. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.

The former Imperial Cleaners was accepted into the Drycleaning Solvent Cleanup Program in 1996 under FDEP Facility Identification Number 069500959. The work is being performed for the FDEP Waste Cleanup Section.

There is no analytical available now, but the proposal is for non-hazardous transportation and disposal. Characterization soil samples will be collected for TCLP Extraction by EPA Method 1311 and leachate analysis will be performed by EPA Method 8260 (Full List) and the RCRA four metals arsenic (As), cadmium (Cd), chromium (Cr) and lead (Pb) by EPA Method 6010. Liquid IDW samples will be submitted for the same analysis as the leachate.

If you need additional analysis for the waste characterization, please indicate so in your response.

I do not need a formal proposal, an email response by mid next week would be appreciated.

Regards, SHAWN FLYNN, P.G.
