Proposed Scope of Work O&M Services & Groundwater Monitoring (12 months) Former One Stop Cleaners 3303 University Drive, Coral Springs, Broward County, FL 33065 FAC ID No. 069501160 (ERIC_4123) Aptim Environmental & Infrastructure, Inc. (APTIM) 5/26/22

The following proposed scope of work has been developed for the former One Stop Cleaners site located in Coral Springs, Florida, and was prepared to provide remedial system operation and maintenance (O&M) services and groundwater monitoring activities for a period of 12 months. Attached are the CEF and LOE proposed for the One Stop Cleaners as Task Assignment (TA) request DC003B. The proposed level of effort includes four quarters of O&M activities in support of SVE operation through March 2024.

Subtask 2: This task includes quarterly O&M services (April through June 2023) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (June 2023) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 3: This task includes quarterly O&M services (July through September 2023) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (September 2023) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 4: This task includes preparation of a semi-annual remedial system O&M report (April through September 2023) for two quarters of remedial system operation.

The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

Subtask 5: This task includes the estimated cost associated with providing electrical power to the remedial system for the first six (6) month period of operation in this Task Assignment. Service cost for the cellular communications is paid annually, and the last invoice was previously paid up to January 2023 in the previous TA. An air license with a two year duration is issued by Broward County for operation of the system. It was renewed in January 2022 and will be renewed again in January 2024, therefore the costs for renewal are included in the task assignment.

Subtask 6: This task includes quarterly O&M services (October through December 2023) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (December 2023) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 7: This task includes quarterly O&M services (January through March 2024) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (March 2024) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

In addition, this task includes annual groundwater sampling. The designated monitoring well set will remain the same as in previous years, originally based on the FDEP October 24, 2011 Deliverable Review Letter, and includes samples from multi-chambered well MS003 (from 11’, 23’, 38’, 50’ bls) and from monitoring wells MW007, MW012, MW016, MW028, and MW030. If additional wells are requested, prior to that time, based on data presented in the currently tasked annual report, the additional sampling will be incorporated into the sampling effort under a change order. Please note that to better accommodate the schedule of the school, all internal sampling activities should be completed during the spring break for students which may shift sampling depending on the school’s 2023-2024 schedule.

Subtask 8: This task includes the estimated cost associated with providing electrical power to the remedial system for the second six (6) month period of operation in this Task Assignment. The annual fee for cellular communications service is $309 will be paid in the last quarter of this semi-annual period of the task assignment.

Subtask 9: Included in this subtask is preparation of an annual report that includes the second six months of SVE operation and maintenance, and annual groundwater sampling. The Annual Groundwater and O&M Report will be prepared summarizing the O&M data and groundwater monitoring data throughout the year of remedial system operation. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

A schedule of the proposed O&M, groundwater sampling, and reporting activities follows:

Qtr. 1 O&M Reporting Due Date 7/14/23

Qtr. 2 O&M Reporting Due date 11/13/23

Semi-Annual O&M Report Due Date 11/3/23

Qtr. 3 O&M Reporting Due date 1/12/24

Qtr. 4 O&M Reporting Due date 4/12/24

Annual O&M Report Due date 5/24/24

TA completion Due Date 7/26/24

This LOE and proposed scope of work does not include extensive system diagnostics and repairs. Required diagnostic and repair services will be estimated, approved and funded individually, as required and based on O&M findings.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed December 21, 2021 between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW689.

APTIM will begin the proposed scope of work upon written authorization. APTIM has an existing Access Agreement in place from the current site owner dated 7/2/99.

The IDW transportation and disposal estimate is for non-hazardous waste. The One Stop Cleaners site is a former drycleaning facility, which is being monitored for drycleaning contaminants in groundwater (VOHs). The liquid IDW will be sampled for volatile organic halogens (VOHs) by EPA Method 8260.

It should be noted that the site groundwater was recently tested for the presence of PFAS constituents and results for PFOA and PFAS ranged from 16 to 94 ng/L and 120 to 210 ng/L, respectively. These results (samples collected 4/17/23) will be submitted for characterization of the waste, , if necessary. If an actual IDW PFAS sample would be required, or if you would require any additional analysis for the waste characterization, please indicate so in your response.

I don’t need a formal proposal for the disposal of the drums, an email response would be acceptable. Please include all other fees and costs associated with the drum disposal (transportation fees, drum quantity fees, etc.). If you could, please provide a quote by close of business Friday June 9th, I would greatly appreciate it.

Please let me know if you have any questions.

Gregg, The cost for transport and disposal of one 55‐gallon drum of PFAS/PFOS contaminated water is $195.00 drum along with a profiling fee of $350.00. Total will be $545.00.

The PFAS laboratory results from 4/17/2023 can be used for the profiling. VOHs will be all we will need.
