About this file

This document is a Task Assignment Change Order (TACO #2) issued by the State of Florida Department of Environmental Protection (FDEP) to Aptim Environmental & Infrastructure, LLC (APTIM) for work at the Imperial Cleaners facility (ERIC_4106) located in Oakland Park, Broward County, Florida, under statewide contract HW689. The change order was executed on September 26, 2023, and amends the original task assignment DC013B to reconcile estimated costs with actual costs for environmental assessment work completed at the site.

The change order reduces the total task assignment value from $108,701.74 to $103,385.83, representing a cost decrease of $5,315.91. The scope encompasses five subtasks: Project Management, Site Meeting and MAGS Testing, Soil and Groundwater Field Activities, Final Well Installations and Sampling, and Reporting. Cost adjustments were made to Subtasks 2 and 3 based on field conditions encountered, including removal of analytical costs and encore samplers for soil samples that could not be collected due to an elevated water table and subsurface obstructions. The task assignment completion date was extended by 244 days from September 30, 2023, to May 31, 2024, to allow for completion of outstanding deliverables. Deliverables include field work documentation, sampling logs, site photos, calibration and well logs, and a Site Assessment Report, with invoicing structured across three milestones totaling $103,385.83.

Memorandum

TO: Negotiation File Imperial Cleaners Facility ID: ERIC_4106 Fort Pierce, Broward County FROM: Aaron Cohen, Project Manager SUBJECT: Task Assignment Change Order DC013B-2 (HW689) DATE: September 26, 2023

This Change Order reconciles estimated costs with actual costs for work completed at the site and extends the TA Completion Date due to allow for completion and submittal of the remaining outstanding deliverables. Further information is found in the September 22, 2023, change order memo submitted by Eric Kramer of Aptim.

The previous cost total was $108,701.74. Costs were decreased by $5,315.91 resulting in a new final cost total of $103,385.83. A 245-day time extension is added to the task assignment. Aptim may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor. Since Arcadis labor hours increased, project management costs increased accordingly.

Subtask 2: Site Meeting and MAGS Testing Subtask 2 adjusts the estimated costs of SVE and well installation materials for the MAGS testing to the actual costs. Analytical costs and encore samplers associated with soil samples that could not be collected due to the shallow water table being higher than anticipated are removed. This inhibited the collection of proposed samples at the 6 ft bls depth.

Subtask 3: Soil and Groundwater Field Activities:

Subtask 3 removes analytical costs and encore samplers associated with soil samples that were not collected due to the elevated water table encountered. In addition, two boring locations were not performed due to subsurface obstructions and based on the analytical, replacement borings for both areas were determined to be unnecessary. Therefore, the associated analytical costs and encores samplers were removed from this subtask.

Subtask 4: Final Well Installations and Sampling No Changes

Subtask 5: Reporting No Changes

Proposed Scope of Work Imperial Cleaners Site Assessment and Reporting Task Assignment DC013B TACO #2 1500 E. Commercial Blvd, Oakland Park, Broward County, FL

ERIC_4106

Aptim Environmental & Infrastructure, LLC September 22, 2023

The following is the proposed scope of work for DC013B Task Assignment Change Order (TACO) #2 for the former Imperial Cleaners site located in Oakland Park, Broward County, Florida. The proposed scope of work under Task Assignment DC013B TACO #2 is to reconcile Subtasks 2 and 3.

Subtask - 1: Project Management

This task includes project management activities associated with the completion of the Subtasks, as calculated in accordance with Contract HW689.

Subtask 2: Site Meeting and MAGS Testing:

Adjusts the costs of SVE and well installation materials for the MAGS testing to the actual costs. Subtask 2 additionally removes analytical costs and encore samplers associated with soil samples that could not be collected due to the shallow water table being higher than anticipated, which inhibited the collection of proposed samples at the 6 ft bls depth.

Subtask 3: Soil and Groundwater Field Activities:

Subtask 3 also removes analytical costs and encore samplers associated with soil samples that were not collected due to the elevated water table encountered. In addition, two boring locations were not performed due to obstructions and based on the analytical, replacement borings for both areas were determined to be not necessary, therefore the associated analytical costs and encores samplers were removed from the Subtask.

Subtask 4: Final Well Installations and Sampling: No Changes

Subtask 5: Reporting: No Changes

The preliminary deliverables associated with TA DC013B have been previously submitted. The results have been discussed with the FDEP and additional DPT and possibly soil sampling will be necessary pending offsite access issues and development and FDEP approval of the next assessment phase.

An extension to allow for the additional assessment activities and submittal of the SAR incorporating the data is requested, with a proposed SAR submittal date of March 29, 2024. In addition, an extension for the Task Assignment (TA) completion date is requested to allow for completion of the extensive assessment activities, SAR development, FDEP review, comment response and final billing. The extension approval would adjust the TA completion date to May 31, 2024.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, Inc. and Florida Department of Environmental Protection No. HW689. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
