TO: ERIC_5171

Crystal Cleaners

FROM: Nicole Knutson, Project Manager

SUBJECT: Negotiation Summary

HW689 DC017B-3

DATE: April 26, 2024

APTIM will sample deep well DW-1 on a quarterly basis, as discussed in the April 25, 2024 proposal. The Site Assessment Report will be updated based on the results from three consecutive sampling events of DW-1. Erwin Remediation will complete IDW transportation and disposal for these quarterly sampling events.

Total task amount has increased by $7,634.75; from $109,838.49 to $117,473.24.

APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date has been extended from March 29, 2024 to January 28, 2025. Task completion date has been extended from May 31, 2024 to March 31, 2025.

Proposed Scope of Work Crystal Cleaners 2316 South Dixie Highway (US-1) West Palm Beach, Palm Beach County, FL 33401 Site Assessment and Reporting Task Assignment DC017B TACO #3 ERIC_5171 (Former Facility No. 509502101) Aptim Environmental & Infrastructure, LLC April 25, 2024

The following is the proposed scope of work for DC017B Task Assignment Change Order (TACO) #3 for the former Crystal Cleaners site located in West Palm Beach, Palm Beach County, Florida. The proposed scope of work under Task Assignment DC017B TACO #3 is to add quarterly sampling of the deep well DW-1, at the request of the FDEP and based on a cursory review of the SAR.

Subtask 1-Project Management:

This task includes project management activities associated with the completion of the remaining Subtasks, as calculated in accordance with Contract HW689.

Subtask 2-Preliminary Site Activities and MAGS Testing: No Changes

Subtask 3-Soil and Groundwater Field Activities: No Changes

Subtask 4-Final Well Installations: No Changes

Subtask 5-Reporting: No Changes

Subtask 6-WCD #2: No Changes

Subtask 7-WCD Quarterly Sampling of Deep Well Subtask 7 includes three quarterly groundwater sampling events, with each event including the collection of a groundwater sample from deep well DW-1. The scope of work also includes limited reporting of the analytical results (email) and a recommendation for either additional quarterly sampling or possibly a modification of the SAR by incorporating the quarterly results and updating the conclusions to include a No Further Action (NFA) recommendation in the event that the results are favorable and two consecutive quarterly samples are below the groundwater cleanup target levels.

Currently the SAR is completed and has been submitted for review. Quarterly sampling can proceed upon approval of the TACO and Quarter 1 groundwater sampling will be completed and reported by May 31, 2024. If necessary, Quarter 2 groundwater sampling will be prepared and the data submitted by August 30, 2024 and Quarter 3 will be submitted by November 29, 2024 (all a minimum of 90 days apart).

Reporting will be completed upon receipt of favorable results which would be two consecutive sample results below GCTLs and reporting would consist of an updated SAR with a NFA recommendation. In the event that all three quarterly sampling events are performed, the revised SAR would be due on January 28, 2025 and the Task Completion Date should be extended to March 29, 2025.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract No. HW689 executed between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC.

If you have any questions, please contact us for clarification.
