About this file

Document Summary

This document series consists of Task Assignment Change Orders (TACOs) and supporting materials for Contract HW689, an environmental remediation indefinite delivery vehicle administered by the State of Florida Department of Environmental Protection (FDEP). The contract is between FDEP and APTIM Environmental & Infrastructure, LLC for environmental services at the Former Brantley Cleaners facility (Site ID: ERIC_5454) located in Altamonte Springs, Seminole County, Florida. The documents encompass TACO #3 (dated February 9, 2026) and TACO #4 (dated January 23, 2026), along with associated cost estimates, level of effort worksheets, work change directives, and scope of work documentation.

The contract involves a soil vapor extraction and air injection remedial system requiring operation and maintenance (O&M) services, groundwater sampling, annual reporting, utilities management, and system modifications. TACO #3 increases the total task assignment value from $231,625.08 to $252,106.90, representing an increase of $20,481.82, with a new completion date of September 30, 2026 (215 days extension). TACO #4 previously adjusted compensation to $231,625.08 from $225,165.95 and included a $19,200.00 cost reimbursement for utilities. The work is structured across ten subtasks including project management, groundwater sampling ($10,327.25), remedial system replacement ($157,287.24), semi-annual O&M and reporting ($22,463.29 and $23,105.34), utilities for quarters 1-4 ($10,170.00 and $9,720.00), system modification work ($7,958.97), and vapor sampling for shutdown evaluation ($11,074.81). Work Change Directive #3 authorized an additional $8,600.00 for three months of extended O&M services to evaluate system shutdown appropriateness. Labor costs are billed using cost-plus markup methodology with overhead at 85.58%, general and administrative costs at 19.38%, and fringe benefits at 31.96%.
