About this file
Summary
This is a Task Assignment Change Order (TACO #4) executed between the State of Florida Department of Environmental Protection (FDEP) and Aptim Environmental & Infrastructure, LLC for environmental remediation services at the former Spot Busters Cleaners facility located at 6750 North State Road 7, Coconut Creek, Broward County, Florida. The contract is governed by Contract HW689, dated December 21, 2021. Nicole Knutson serves as FDEP's project manager, while Eric Kramer represents Aptim as the contractor's project manager.
TACO #4 reconciles Work Change Directives (WCDs) #1 and #2 for Interim Source Removal Plan (ISR) preparation and infrastructure installation, and authorizes Aptim to complete remedial system installation, startup, and first month of operation and maintenance. The total task value increased by $144,658.97, from $10,680.53 to $155,339.50, reflecting costs for ISR design preparation reconciliation ($47,098.68 for WCD #1 and $14,184.14 for WCD #2), complete ISR construction completion ($29,711.20), remedial system startup and first month operations ($1,265.00), and utilities setup ($1,265.00). Key deliverables include initial construction completion documentation (due October 4, 2024), SVE startup and construction completion report (due January 24, 2025), and utility setup completion (due January 17, 2025), with an overall task completion date extended to March 21, 2025. FDEP did not charge the full per diem costs for labor performed under WCDs #1 and #2, as actual expenses exceeded maximum allowable amounts.

DATE: July 23, 2024
This Change Order reconciles WCDs 1 & 2 for ISR preparation and infrastructure installation at Spot Buster’s Cleaners. Additionally, this Change Order authorizes APTIM to complete the remedial system installation, startup, and the first month of O&M. DEP was not charged the full cost of per diem for the labor performed under WCDs 1 & 2, as it exceeded the maximum allowable amount.
Total task amount has increased by $144,658.97. The price prior to this Change Order was $10,680.53 and the amended price is $155,339.50. APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due has been extended from August 23, 2024 to January 24, 2025. Task completion date has been extended from July 30, 2024 to March 21, 2025.

Proposed Scope of Work Spot Busters Cleaners Site Assessment and Reporting Task Assignment DC011C TACO #4 6750 North State Road 7, Coconut Creek, Broward County, FL ERIC_4244 (Former Facility No. 069801109) Aptim Environmental & Infrastructure, LLC July 18, 2024
This Task Assignment Change Order (TACO) #4 for the former Spot Busters Cleaners site task DC011C is to resolve Work Change Directives (WCDs) WCD #1 and WCD #2, and to provide the budget to complete the remedial system installation, Startup and first month O&M. Due to the compressed time schedule imposed by the property owner to install the remedial system components within the new tenant space, the work was authorized as WCD #1 & #2 under TA
DC008C.
Subtask - 1: Project Management This task includes project management activities associated with the completion of the Subtasks, as calculated in accordance with Contract HW689.
Subtask 2: ISR Design Preparation:
No adjustments are proposed for the preparation of the Interim Source Removal Plan (ISRP) as the design was completed and approved by the FDEP. However, WCD #1 and WCD #2 were added to this TA to fund construction of the remedial system within the space formerly occupied by Spot Busters Dry Cleaners which was scheduled for immediate leasing. WCD #1 was approved for $47,100 as the initial installation budget; however, during construction an additional adjustment of $14,200 was added to the project budget approved as WCD #2. The actual costs incurred for WCD#1 are reconciled for $47,098.68, and WCD#2 is reconciled for $14,184.14.
Subtask 3: Complete ISRP Construction:
Provided in Subtask 3 is the estimated budget to complete construction of the ISRP at the site.
This task will include preparing (testing and cleaning) the remedial SVE trailer and transporting it to the site. In addition, APTIM will extend the SVE influent pipes to the remedial system trailer, construct a PVC fence, trench in the electrical power line conduit using soft dig technique due to the conflict with gas and water lines, subcontracting a licensed electrician, making any adjustments to the previous work and perform site restoration.
Subtask 4: ISRP Startup and 1st Month O&M:
Remedial system startup and operation for one month is funded in ST-4. The remedial system will be started and adjusted as necessary to match the parameters in the ISRP. This ST also include collection of vapor samples as proposed in the ISRP work plan. APTIM will prepare a Construction Completion
Subtask 5: Utilities:
This task includes the estimated budget for utilities (electric & telecommunications) for the month of startup along with the contract allowed handling fee.
APTIM proposes the following project schedule, which incorporates the estimated duration for remedial system fabrication.
Initial Construction Completion construction documentation submittal
October 4, 2024
SVE Startup & Construction Completion Report January 24, 2025
Utility setup and 1st month January 17, 202
Task Completion Date March 21, 202
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the DEP Contract No. HW689, dated December 21, 2021, that was executed between the Florida Department of Environmental Protection and APTIM. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
