Proposed Scope of Work One Stop Cleaners Task Assignment DC003A FAC ID No. 069501160 (ERIC_4123) Aptim Environmental & Infrastructure, Inc. (APTIM) 3/17/22
Attached are the CEF and LOE for the former One Stop Cleaners located in Coral Springs, Task Assignment (TA) request DC003A. This LOE workbook has been prepared for remedial system operation and maintenance (O&M) and groundwater monitoring activities at the One Stop Cleaners site for a period of one year. The proposed level of effort continues SVE operation through February 2023. The CEF and LOE for Task Assignment DC008J include four quarters of O&M activities from the current month of March 2022 through February 2023.
Subtask 2: This task includes six (6) months of O&M services (March through August 2022) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of two quarterly vapor influent samples (March & June 2022) from the remediation system for field screening with a PID and fixed base laboratory analysis. A six-month remedial system O&M report (March through August 2022) for two quarters of operation will be prepared under this TA. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.
Subtask 3: This task includes an estimated cost associated with providing power services for the system for the six (6) months of operation in this Task Assignment. The former land line telecommunications device was replaced with a cellular unit. Service cost for the cellular communications is paid annually, and the last invoice was previously paid up to January 2023 in the previous TA.
Subtask 4: Included in this subtask are six months of O&M services as well as annual groundwater sampling to be performed in September 2022. The six (6) months of O&M services (September 2022 through February 2023) for the remedial system operation include system maintenance, field and system data collection, verification of efficient system operation and collection of two quarterly vapor influent samples (September 2022 & December 2023) from the remediation system for field screening with a PID and fixed base laboratory analysis.
An Annual report is included in these subtasks that includes the second six months of SVE operation and maintenance, and annual groundwater sampling. The designated monitoring well set will remain the same as in previous years, originally based on the FDEP October 24, 2011 Deliverable Review Letter, and includes samples from multi-chambered well MS003 (from 11’, 23’, 38’, 50’ bls) and from monitoring wells MW007, MW012, MW016, MW028, and MW030. If additional wells are requested, prior to that time, based on review of the currently submitted annual report, the additional sampling will be incorporated into the sampling effort under a change order. Please note that to better accommodate the schedule of the school, all internal sampling activities should be completed during the summer break for students.
Subtask 5: This task includes the estimated cost associated with providing electrical power to the remedial system for the second six (6) month period of operation in this Task Assignment. The cost for cellular communications service was paid by task DC008L as TACO #1 and ends in
December 2022. Therefore, the $300 annual fee will be paid in this semi-annual period of the task assignment.
This LOE and proposed scope of work does not include extensive system diagnostics and repairs. Required diagnostic and repair services will be estimated and approved for funding individually, as required and based on O&M findings.
The Semi-Annual O&M Update and Annual Groundwater and O&M Report will be prepared summarizing the O&M data and groundwater monitoring data will be presented in the annual report. A schedule of the proposed O&M, groundwater sampling, and reporting activities follows:
Semi-Annual O&M Report Due Date 4/24/22
Groundwater analytical results, sampling logs Due date 10/30/22
Annual O&M Report w/GW Due Date 3/31/23
GIS/ADaPT Electronic Deliverable Due Date 3/31/23
A task completion date of May 26, 2023 is recommended.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed December 21, 2021 between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW689. APTIM will begin the proposed scope of work upon written authorization.
If you have any questions, please do not hesitate to call.
