About this file

This is a Task Assignment (TA) document for Contract Number HW689 executed between the State of Florida Department of Environmental Protection (FDEP) and Aptim Environmental & Infrastructure, LLC (APTIM). The task assignment, designated DC016B, is issued for remedial system design work at the Former Brantley Cleaners facility located in Altamonte Springs, Seminole County, Florida (project site ERIC_5454). The Department Project Manager is Skylar Schwed, and APTIM's Project Manager is Eric Kramer. The task assignment was signed on February 24, 2023, by Kelly Crain (FDEP Secretary or Designee) and February 27, 2023, by Eric Kramer (APTIM), with a completion date of June 16, 2023.

APTIM will prepare a specifications package and bid solicitation materials for the fabrication of a replacement soil vapor extraction/ambient air injection (SVE/AAI) remedial system to replace an aging system that cannot be cost-effectively rehabilitated. The scope of work includes preparing detailed bid specifications for a skid-mounted remedial system with upgraded telecommunications and programmable logic control systems, soliciting competitive bids from at least three qualified contractors, reviewing submitted bids, and providing a recommendation for the lowest competent bid. The total task assignment value is $4,445.46 on a fixed unit rate basis, comprising 28 original labor hours that were adjusted to 228 labor hours following negotiations. The deliverable of a bid specifications package and project management documentation is due April 17, 2023, with invoice payment due upon FDEP approval of the bid specification package.

Proposed Scope of Work Former Brantley Cleaners Task Assignment DC016B ERIC_5454 (Former Facility ID No. 599500158) Aptim Environmental & Infrastructure, LLC (APTIM) January 25, 2023

The former Brantley Cleaners facility, located in Altamonte Springs, uses a soil vapor extraction/ambient air injection (SVE/AAI) remedial system that was turned off because the drycleaning facility continued to use solvent-based cleaning processes. After the facility switched to a petroleum-based dry cleaner, APTIM collected vapor and groundwater samples for analysis. Results of the sampling indicated the remedial system should be restarted; however, due to the equipment’s condition and age, a remedial system inspection was performed by the equipment vender. The inspection determined the remedial system could not be cost effectively be rehabilitated. This Task Assignment provides for the preparation of a remedial system bid specification that can be used for FDEP review and approval, and to solicit competitive bids for the fabrication of a replacement of the SVE/AAI system.

The following explains the scope of work included in the Task Assignment (TA):

Subtask 2 – Equipment Evaluation

APTIM will prepare a specifications package to be used for soliciting bids to fabricate a remedial system that meets or exceeds operating performance characteristics of the current system. As requested by the FDEP, the SVE/AAI remedial system will be housed in a skid mounted shed. The bid specifications will upgrade the telecommunication system and programmable logic control (PLC) to a combined cellular unit, as this operating scenario provides greater reliability than older wired systems. Since this is an SVE/AAI system the bid specification will include a vacuum blower for SVE operation and a compressor unit for the air injection. Included in the SVE design will be air inlet filtration, bleed air and air/water knockout tank equipped with a small electric centrifugal pump for the SVE component. Upon completing the bid specifications APTIM will contact at least three contractors that specialize in the fabrication of remedial systems for bid submittal. APTIM will review the bids and provide a recommendation for the lowest competent bid.

APTIM recommends the deliverable due date of March 17, 2023, to allow for specification design, and subcontractor comments, questions and final bid development. A completion date May 31, 2023 is recommended for the Task.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract number HW689 executed between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

If you have any questions, please contact APTIM for clarification, thank you.
