Proposed Scope of Work Oasis Cleaners 3210 1st Street West, Bradenton, Manatee County, FL 34208 Remedial System Annual Operation and Maintenance Task Assignment DC015D ERIC_4885 (Former Facility ID No. 419500357) Aptim Environmental & Infrastructure, LLC (APTIM) November 5, 2024

Aptim Environmental & Infrastructure, LLC (APTIM) prepared this Task Assignment (TA) to perform Operation & Maintenance (O&M) activities required to maintain the remedial system recently constructed for twelve months. Additional assessment of contaminant impacts to groundwater is ongoing; therefore, this TA does not include groundwater monitoring. The previous TA (DC015C) for the remedial system installation included the startup which is expected to be completed in December 2024. The services for this TA will start in January 2025 and extend through December 2025.

Subtask 1- Project Management

Project management hours are calculated based on the labor hours anticipated in the scope of work.

Subtask 2: O&M services for Quarter #1 (January through March) of the remedial system operation are included in this task. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (March 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months in the quarter (January, February, and March).

Subtask 3: Quarter #2 (April through June) of O&M services for the remedial system operation are included in this task. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (June 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months in the quarter (April, May, and June).

Subtask 4: Subtask 4 provides funding for electrical power for the first six months of remedial system operation. The telemetry system costs for the first year were included in the new remedial system costs funded by the previous task assignment, so only the electrical power consumption requires funding.

Subtask 5: Preparation of a Semi-Annual Remedial System O&M report (January through June 2025) for two quarters of remedial system operation is funded in this task. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

Subtask 6: This task includes the 3rd Quarter of O&M services for the (July through September 2025) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (September 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 7: The 4th Quarter of O&M services for (October through December 2025) the remedial system operation is funded in this subtask. O&M services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (December 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 8: Subtask 8 provides funding for electrical power for six months (July through December) of remedial system operation. The costs are estimated based on the remedial system horsepower and operational schedule, which could require adjustment if usage rates change or the system operates differently than estimated. Telemetry system costs were included in the new remedial system costs, so only the electrical power consumption requires funding.

Subtask 9: Included in this subtask is preparation of an annual report that includes the SVE operation and maintenance from data from January through December 2025. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

A schedule of the proposed O&M, groundwater sampling, and reporting activities follows:

Qtr. 1 O&M Reporting Due date 4/25/25

Qtr. 2 O&M Reporting Due date 7/25/25

Semi-Annual O&M Report Due Date 8/8//25

Qtr. 3 O&M Reporting Due date 10/24/25

Qtr. 4 O&M Reporting Due date 1/23/26

Annual O&M Report Due date 1/30/26

TA completion Due Date 3/20/26

This proposed scope of work does not include extensive system diagnostics and repairs. Required diagnostic and repair services will be estimated, approved, and funded individually, as required and based on O&M findings.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract No. HW689 that was executed December 21, 2021 between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon written authorization. APTIM has an existing Access Agreement in place from the current site owner dated 3/20/18.
