About this file

This document is a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection (FDEP) to Aptim Environmental & Infrastructure, LLC (APTIM) for groundwater monitoring services at the former Blue Ribbon Cleaners facility located at 160 South US Highway 17-92 in Longwood, Seminole County, Florida. The underlying contract is HW689, executed on December 21, 2021. The task assignment was authorized on February 9, 2024, with a completion date of October 4, 2024. The total contract value is $8,046.82 on a fixed unit rate basis, allocated across 50 total labor hours. Invoicing requirements specify that payment of $8,046.82 is due upon completion of project management and submittal and FDEP approval of the 2024 Annual Groundwater Report, with a deliverable due date of July 31, 2024. The cost estimate includes direct labor ($2,770.45), overhead (85.58%), general and administrative charges (19.38%), and fringe benefits (31.96%), plus equipment, travel, laboratory analytical costs ($292.00), subcontractor costs for IDW disposal ($77.00), and field expenses ($330.00).

Proposed Scope of Work Annual Groundwater Sampling Blue Ribbon Cleaners (Former) 160 South US Highway 17-92 Longwood, Florida 32750 Task Assignment HW689 DC009B ERIC_5462 (Former FAC ID No. 599500616) APTIM Environmental & Infrastructure, LLC 2/7/24

The former Blue Ribbon Cleaners facility is sampled on an annual basis. The proposed scope of work for this Task Assignment (TA) DC009B is collection and sampling of groundwater samples from three (3) monitoring wells.

The wells were selected in accordance with the FDEP recommendations of the Well Redevelopment and Sampling Report dated January 17, 2020, prepared for the Blue Ribbon Cleaners and approved by the FDEP on March 25, 2020. The following wells are recommended for annual sampling: MW006 and MW009. Upgradient monitoring well MW002 has also been included in the annual groundwater sampling event and is recommended based on projections that the site could have achieved concentrations below GCTLs in the downgradient and offsite current source well.

Prior to groundwater sample collection, depth to water measurements will be collected from all monitor wells. Groundwater samples from the monitoring wells will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The samples will be delivered to a NELAP Certified Laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260.

Purge water will be placed into a 5-gallon bucket for storage onsite and future pickup and disposal. Please see the attached IDW Summary Package with further information regarding the selected IDW transportation and disposal vendor, based on bids procured. The IDW sample will be analyzed by EPA Method 8260 for VOHs only for characterization of the waste.

A Groundwater Sampling Report will be provided summarizing the groundwater measurements and analytical results in tables, figures and text including conclusions and recommendations.

APTIM recommends the following schedule:

Description Due Date

Collection of GW Samples 5/29/2024

Submit Annual Groundwater Sampling Report 7/31/2024

Task Expiration Date 9/31/2024

APTIM proposes to perform this scope of work in accordance with the terms and conditions of contract No. HW689 executed on December 21, 2021 between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon written authorization.

Hello Marco:

During ongoing groundwater monitoring at the above referenced site, APTIM will be generating one

(1) or two (2) 5-gallon buckets of purge water that will require transportation and disposal offsite.

The former Blue Ribbon Cleaners operated as a full-service drycleaning facility beginning in 1982, when the shopping center was originally constructed and operated wet-to-dry machines from 1982 through 1998. The facility cleanup is under the Drycleaning Solvent Cleanup Program and the work is being performed for the FDEP Waste Cleanup Section.

PFAS constituents have been previously identified (June 2023) in groundwater at the site. The PFAS groundwater samples were submitted to the FDEP State Laboratory in Tallahassee and analyzed for PFAS compounds by Method DEP SOP: LC 001 3. The analytical from those wells will be provided for review, although additional wells, and possibly different wells will be incorporated into this sampling event. In addition, the contained purge water will be characterized by the collection of one (1) liquid IDW composite sample, which will be submitted for analysis by EPA Method 8260 (VOHs only).

I need an estimated costs to include in a proposal to the FDEP.

As previously stated, the IDW transportation and disposal estimate should be for non-hazardous waste. Please provide a Lump Sum Estimate for the pickup and disposal of one 5-gallon bucket, and an estimated costs for a second bucket, if generated, as the actual disposal counts do vary.

a. One (1) 5-gallon bucket of purge water from well sampling (liquid)

b. Each additional 5-gallon bucket of purge water.

c. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.

If you need additional analysis for the waste characterization, please indicate so in your response.

An email response by close of business on Monday, December 18, 2023, would be appreciated.

Please give me a call should you have any questions, Gregg
