About this file
This is a Task Assignment (TA) document DC003C under Contract HW689 between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental & Infrastructure, LLC (Contractor). The task assignment authorizes APTIM to perform Operations and Maintenance (O&M) services and groundwater sampling at the former One Stop Cleaners site located at 3303 University Drive, Coral Springs, Broward County, Florida (Site ID ERIC_4123). The Department Project Manager is Nicole Knutson, and the Contractor's Project Manager is Eric Kramer. The task is effective through July 26, 2025.
APTIM will provide 12 months of remedial system O&M services for soil vapor extraction (SVE) operations, quarterly groundwater sampling, and comprehensive reporting. The scope includes four quarterly O&M reports, a semi-annual O&M report, utilities costs for electrical power and telemetry services, and an annual groundwater and O&M report. The total Task Assignment Value is $49,200.52, comprised of $45,600.52 in fixed unit rate charges and $3,600.00 in cost reimbursement for utilities and miscellaneous expenses. Invoicing occurs upon receipt and FDEP approval of deliverables, with final deliverables due May 23, 2025. EnviroServe will provide IDW (Investigative Derived Waste) transportation and disposal services at $187.00 per drum. The task assignment references Contract HW689, executed December 21, 2021, and incorporates the Scope of Work as Attachment 1.

Proposed Scope of Work O&M Services & Groundwater Monitoring (12 months) Former One Stop Cleaners 3303 University Drive, Coral Springs, Broward County, FL 33065 Site ID No. ERIC_4123, Former FAC ID No. 069501160 Aptim Environmental & Infrastructure, LLC (APTIM) 4/15/24
This proposed scope of work is to provide remedial system operation and maintenance (O&M) services and groundwater monitoring activities for a period of 12 months at the former One Stop Cleaners site. Supplementing this scope outline are the Cost Estimate Form (CEF) and Level of Effort (LOE) that provides a project cost budget as Task Assignment DC003C. The proposed level of effort includes four quarters of O&M activities in support of SVE operation, annual groundwater monitoring and a semi-annual and annual report that documents the work.
Subtask 2: This task includes quarter #1 O&M services (April through June 2024) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (June 2024) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.
Subtask 3: This task includes quarter #2 O&M services (July through September 2024) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (September 2024) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.
Subtask 4: This task includes preparation of a semi-annual remedial system O&M report (April through September 2024) for two quarters of remedial system operation.
The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.
Subtask 5: This task includes the estimated cost associated with providing electrical power to the remedial system for the first six (6) month period of operation in this Task Assignment. The annual cost for cellular telemetry for EOS Research is included in this quarter. In addition, Broward County requires an air license that has a two-year duration;
however, this was paid in Task Assignment DC003B, so this cost is not included in the task assignment.
Subtask 6: This task includes quarterly O&M services (October through December 2024) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (December 2023) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.
Subtask 7: This task includes quarterly O&M services (January through March 2025) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (March 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.
In addition, this task includes annual groundwater sampling. The designated monitoring well set will remain the same as in previous years, originally based on the FDEP October 24, 2011, Deliverable Review Letter, and includes samples from multi-chambered well MS003 (from 11’, 23’, 38’, 50’ bls) and from monitoring wells MW007, MW012, MW016, MW028, and MW030. If additional wells are requested, prior to that time, based on data presented in the currently tasked annual report, the additional sampling will be incorporated into the sampling effort under a change order.
Subtask 8: This task includes the estimated cost associated with providing electrical power to the remedial system for the second six (6) month period of operation in this Task Assignment.
Subtask 9: Included in this subtask is preparation of an annual report that includes the second six months of SVE operation and maintenance, and annual groundwater sampling. Hello Craig, APTIM is requesting disposal estimates for an FDEP environmental assessment proposal. The scope includes the pick-up and disposal of one 55-gal drum of non-hazardous decontamination fluids and well purge water (liquids) which will be generated during upcoming groundwater sampling event. $120/per drum T&D liquids or solids, $50/stop fee for less than 6 drums, 10% FSC to total cost.

The IDW transportation and disposal estimate is for non-hazardous waste. The One Stop Cleaners site is a former drycleaning facility, which is being monitored for drycleaning contaminants in groundwater (VOHs). The liquid IDW will be sampled for volatile organic halogens (VOHs) by EPA Method 8260.
It should be noted that the site groundwater was recently tested for the presence of PFAS constituents and results for PFOA and PFAS ranged from 16 to 94 ng/L and 120 to 210 ng/L, respectively. These results (samples collected 4/17/23) will be submitted for characterization of the waste, , if necessary. If an actual IDW PFAS sample would be required, or if you would require any additional analysis for the waste characterization, please indicate so in your response.
I dont need a formal proposal for the disposal of the drums, an email response would be acceptable. Please include all other fees and costs associated with the drum disposal (transportation fees, drum quantity fees, etc.). If you could, please provide a quote by close of business Friday June 9th, I would greatly appreciate it.
Please let me know if you have any questions.
