Proposed Scope of Work Touch of Class Dry Cleaners 978 14th Lane, Vero Beach, Indian River County, FL ERIC_4809 (Former Facility No. 319502951) Remedial System Decommissioning Task Assignment DC002B APTIM Environmental & Infrastructure, LLC April 4, 2023
Following review of the recommendations provided in the Quarterly Groundwater Sampling Report/Site Rehabilitation Completion Report dated June 24, 2022, the FDEP requested removal of the SVE system and infrastructure, as well as closure of the monitoring wells associated with the assessment and remediation of the site. APTIM has prepared the following Scope of Work and LOE to remove the aboveground portions of the Touch of Class Cleaners remediation system. The proposed scope of work includes removal of the SVE remediation system components existing aboveground and decommissioning the soil vapor extraction (SVE) system housed in a trailer. In addition, the site has received a SRCO, so APTIM will abandon all monitoring wells associated with the assessment and remediation of the site. The SVE remedial trailer will be relocated to the FDEP Storage facility located at State Road 33 in Lakeland, Florida.
The scope of work generally includes:
1) Remove electrical power attached to the remedial system, meter can and pole (subcontracted to licensed electrical contractor).
2) Detach piping from system remedial trailer, excavate around stubups next to trailer, cap pipes and fill excavation with concrete
3) Remove manholes at VE-1 through VE06, excavate around pipe and cut below grade. Tremie fill SVE wells with grout, concrete around pipes to match existing grade. Replace floor tile with spare tiles, as applicable.
4) Re-paint areas black to match existing asphalt as applicable,
5) Remove interior vertical piping and repair walls the pipes penetrated.
6) Repair all external and internal bracket mounting fastener holes,
7) Disconnect hurricane ties and remove system trailer from work area for transport to APTIM’s Winter Garden office.
8) Cut and grind hurricane tie anchors below grade and fill with cold-patch asphalt,
9) Remove bollards and fill excavation with concrete/cold-patch
10) Acquire SJRWMD Permits and Abandon eight (8) monitoring wells, remove well manholes and fill with grout
11) General cleanup miscellaneous trash and sweep area,
12) Perform a final walk though and complete any necessary touchups,
13) Document final site conditions using photo documentation and prepare report summarizing field activities.
14) The remediation vapor GAC will remain onsite for pickup and disposal by Erwin Remediation. Please see attached Vacuum Granular Activated Carbon (VGAC) bid package.
All construction debris will be removed from the site and transported to an approved waste collection and/or waste recycling facility for proper disposal. The SVE system removal activities will be documented in a Remediation System Decommissioning letter report, which will include photo documentation of the equipment and site conditions before and after removal of the system, and a revised Property Reporting Form to designate location of equipment.
The deliverables for this task assignment will include:
1. System Decommissioning (May 26, 2023)
2. Completion of Remediation System Decommissioning Letter Report, Property Reporting
Form and Well Abandonment Report (June 30, 2023).
3. Task Completion Date July 28, 2023.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract No. HW689 executed on December 21, 2021 between the Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon written authorization.
Note that the 2017 FDEP Permission to Enter Property remains in effect. If you have any questions, please contact APTIM for clarification.

Carbonworks has estimated 3 hours to complete the above task, if the spent media is fouled with Calcium, Iron or foreign debris that inhibit our ability to vacuum extract the media with our specialized equipment in the estimated hours provided, the below overtime rates would apply.

If the spent carbon is determined to be hazardous, a licensed hazardous waste transporter must transport it directly from the site to a licensed reactivation/disposal facility. Additional fees, including transportation, manifesting, and reactivation/disposal fees may apply.
The exchange or disposal of media assumes that the spent media is free of physical, chemical, or biological fouling and can be vacuumed easily. If the media is compacted and/or fouled additional work will be required and charged to your project. Carbonworks will document the additional time and materials required to free the media from the vessels and invoice at the rates (per technician) as follows:
