DATE: January 24, 2025
SUBJECT: Negotiation Summary – BIL22, Task Assignment (TA) BIL01C Former Lamb’s Recycling, Esto, FL - Site ID # ERIC_7390 Targeted Brownfield Site Assessment Activities
This TA is for conducting Targeted Brownfield Site Assessment activities at the Former Lamb’s Recycling site, located at 1067 Highway 79 North, Esto, Holmes County. The services under this task are being conducted using federal funds from the State & Tribal Response Program Bipartisan Infrastructure Law (BIL) funding cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).
Subtask 1: Project Management This subtask is a percentage of the overall project and has been negotiated as a contract rate. It includes project management, overhead, general, administrative, and fringe costs. The agreed upon cost of this subtask is $4,562.20.
Subtask 2: SSA Field Work Plan Under this subtask, APTIM will prepare a Supplemental Site Assessment (SSA) Field Work Plan that summarizes the field assessment work to be performed for this task. A QAPP/HASP was previously prepared and reviewed by EPA, so this Work Plan will act as an addendum to the original QAPP/HASP and will not require EPA review. The Health and Safety Plan will be updated for this task. The agreed upon cost of this subtask is $3,460.09.
Subtask 3: Soil and Groundwater Sampling Under this subtask, APTIM will install one new monitoring well (MW-8) in the vicinity of SB-56R and collect a water sample from onsite monitoring well MW-5 for analysis of dieldrin. The new monitoring well will be constructed using 2-inch diameter PVC casing and screen to a maximum depth of 45 feet below grade. This well will feature a screen interval of 20 feet of factory slotted screen to 0.10 inch. A water sample will be collected from this well for analysis of arsenic, dieldrin, total recoverable petroleum hydrocarbons (TRPH), lead and chromium. Prior to the collection of groundwater samples, the monitor wells will be opened to allow groundwater to equilibrate to record the depth to groundwater measurements and the new well will be surveyed to an existing well to determine the top of casing elevation. The two monitoring wells will be sampled by the micro purge technique utilizing a peristaltic pump (if possible) or a submersible/bladder groundwater sampling pump (dependent on the depth to groundwater) and a field-calibrated YSI multi-parameter instrument with a flow-through cell. APTIM
Negotiation Summary – Task Assignment (TA) BIL01C Former Lamb’s Recycling Targeted Brownfield Site Assessment Activities January 24, 2025 will also obtain 45 new soil samples that will be offset from previously completed soil borings in order to define the horizontal and vertical extent of arsenic impacts. This includes the sampling of soils from offsite properties in order to evaluate background arsenic concentrations. The agreed upon cost of this subtask is $ .89.
Subtask 4: Supplemental Site Assessment Report For this subtask, APTIM will prepare a Supplemental Site Assessment Report documenting the sampling activities and analytical results. This report will include conclusions and recommendations for future site activities as well as an evaluation of the appropriateness of the background soil sample concentrations. The agreed upon cost of this subtask is $9,440.90.

Proposed Scope of Work Former Lamb’s Recycling 1067 Highway 79 North, Esto, Holmes County, Florida Facility ID ERIC_7390 Supplemental Soil Sampling Task Assignment BIL01C APTIM Environmental & Infrastructure, LLC (APTIM) 1/21/25
The following proposed scope of work for the former Lamb’s Recycling Facility outlines soil and groundwater sampling activities to resolve data gaps remaining after completion of the previous supplemental site assessment (SSA) completed on behalf of the FDEP in 2024. Hence, the scope of work is derived from the SSA report dated April 19, 2024 recommendations and comments from FDEP. In addition to sampling onsite monitoring well MW-5 to evaluate dieldrin concentrations previously detected, one new monitoring well is proposed in the vicinity of SB-56R. As part of the goal of obtaining a Conditional Closure for this site the proposed scope of work includes evaluating background concentrations of arsenic on adjacent properties.
Subtask - 1: Project Management This task includes project management activities associated with the completion of Tasks 2 through 5, as calculated in accordance with Contract HW689.
Subtask 2 SSA Field Work Plan
Subtask 2 includes preparing a Supplemental Site Assessment (SSA) Field Work Plan that summarizes the field assessment work proposed in this task assignment. Since a SSA Workplan/QAP plan was previously prepared the SSA Field Work Plan will act as an addendum to the previously EPA approved SSA Workplan/QAP. This submittal will not require EPA review and signature. The current Health and Safety Plan will also be updated for the site.
Subtask - 3: Soil & Groundwater Sampling APTIM proposes additional groundwater assessment by installation of one new monitoring well in the vicinity of SB-56R and collecting a water sample from onsite monitoring well MW-5 to for analysis of dieldrin. The new monitoring well will be designated as MW-8 which will be constructed using 2-inch diameter PVC casing and screen to a maximum depth of 45 feet below grade. Based on the drilling bids received for this scope of work APTIM recommends retaining Ambient Technologies, Inc. as the lowest competent bidder.
Assessment of contaminated soil will be performed by advancing a hand auger boring at 45 new locations. An outline of the boring names, and sample depths is as follows.
Soil borings SB-93 through SB-113 and including SB-36RR, SB-47RR, SB-50RR, SB-125, SB-126 and SB-127 are borings offset from previously completed soil borings to define the horizontal and vertical extent of the arsenic impact. Soil borings SB-114 through SB-123 are proposed to define the western extent of arsenic impact at the site. Soil borings SB-128 through SB-134 were proposed in offsite properties to evaluate the background arsenic concentrations.
Investigative derived wastes will be containerized in FDOT approved drums for offsite disposal. APTIM recommends retaining Erwin Remediation for this service since they were the lowest bid from the previous site work that was quoted within one year.
Subtask - 4: Supplemental Soil Sampling Reporting At the conclusion of the soil sampling event and upon receipt of the analytical report from the fixed base laboratory, a Supplemental Soil Sampling Report documenting the sampling activities and results will be prepared and include conclusions and recommendations for future site activities. Included in the report will be an evaluation of the appropriateness of the soil sample concentrations from SB-128 through SB-134 to serve as background in accordance with Chapter 62-780.200(3) FAC.
APTIM recommends the following schedule:
Description Due Date
Submittal of Supplemental Site Assessment Work Plan and QAPP Plan 2/21/25
Complete soil borings, well installation and sampling 3/28/25
Submit Supplemental Soil Assessment Report 5/16/25
Task expiration date 7/25/25
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the DEP Contract No. HW689 between the Florida Department of Environmental Protection and APTIM dated December 21, 2021. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

SITE LINES LLC PROPOSAL
SITE LOCATION
Lamb’s Recycling Site – 1067 Highway 79 North, Esto, FL
PROPOSED SCOPE OF WORK
Site Lines (“Company”) will use Ground Penetrating Radar (GPR) and conventional electromagnetic (EM) pipe and cable locators to determine the location of underground utilities at the site identified by Aptim (“Client”).

If during the investigation, Company determines that the goals of the project cannot be achieved with the resources available to Company, Company will notify Client as soon as reasonably possible. Under such circumstances, Company will charge Client only for time expended and materials used to date.

(811) before undertaking any invasive activities, whether through Company, any other entity, or on its own.
DESCRIPTION OF COMPANY INVESTIGATION AND LIMITATIONS
A GSSI SIR-4000 GPR system will be used with a 900, 400, or 270 megahertz antenna configuration depending on site conditions and desired targets. The GPR will assist in locating nonmetallic and metallic utilities. Physical surface conditions, subsurface conditions and technical limitations effect the ability of GPR to resolve targeted utilities and/or subsurface structures. Depth and/or diameter of the utility, soil type, moisture/ionic content of the soil, and electrical properties of the soil compared to that of the utility can prevent the GPR from identifying utilities at the site. The diameter of a utility cannot be determined by GPR data. Estimated depths of utilities are directly affected by soil conditions and the material of the utility. A margin of error of +/- 20-25% in depth should be expected when performing invasive activities.
