Re: Proposal for Four Groundwater Monitoring Events and Reporting Stroud Cleaners 115 East Plymouth Avenue Deland, Volusia County, Florida

ERIC_5529

Contract No. HW687 DC049A Terracon Proposal No. PH1257567

Dear Mr. Gabriel:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program to perform four (4) groundwater monitoring events. The first three groundwater sampling event will be summarized in an email deliverable, the last groundwater sampling event will include a report that summarized each of the groundwater monitoring events..

Scope of Services

Conduct four (4) groundwater monitoring events to include analysis of three (3) groundwater monitoring wells: MW006R, MW008, and MW010 for volatile organic hydrocarbons (VOHs).

Additionally, to satisfy the Underground Injection Control (UIC) requirements, a groundwater sample will be collected for pH and iron from MW003; and pH, sodium, sulfate, iron, manganese, and total dissolved solids (TDS) in MW005R.

Depth-to-water measurement will be collected from monitoring wells MW003, MW005R, MW006R, MW008, and MW010 to assess groundwater flow direction.

Prepare three (3) email summary reports and one (1) groundwater monitoring report (summarizing all 4 groundwater monitoring events) for the final sampling event.

See attached LOE for details

Schedule Deliverables: Three (3) email summary reports and one (1) cumulative groundwater monitoring report within 20 business days following receipt of each quarterly laboratory result.

Compensation See attached CEF for details.

Proposal for Four Groundwater Monitoring Events and Reporting Stroud Cleaners ERIC_5529 Deland, FL May 16, 2025 Terracon Proposal No. PH1257567

SITE BACKGROUND AND RECOMMENDATIONS

Stroud Cleaners was demolished in 1999. A new store was built in the same shopping plaza (College Plaza), and Stroud’s began operations there as a drop-off only facility that same year. The store has been a smoke shop since 2010.

Post Active Remediation Monitoring has been performed annually since 2017. The SVE system operated from May 2006 to November 2011. In 2016, the FDEP approved a Groundwater Limited Scope Remedial Action Plan, which consisted of in-situ chemical oxidation (ISCO). The ISCO injection of PersulfOx™ was conducted in January 2017.

In 2020, only one monitoring well reported a constituent of interest (COI) above the Groundwater Cleanup Target Level (GCTL), MW006R had PCE at 7.5 micrograms per liter (ug/L).

In 2022, the latest sampling event, PCE was identified in the groundwater sample collected from monitoring well MW006R (13 ug/L) and in monitoring well MW010 (3.7 ug/L).

SCOPE OF WORK

Conduct four (4) four groundwater sampling events for laboratory analysis of three (3) groundwater monitoring wells (MW006R, MW008, and MW010). The time period to perform the next groundwater monitoring events will be based on groundwater quality results and the recommendations of FDEP.

Additionally, to satisfy the Underground Injection Control (UIC) requirements, a groundwater sample will be collected for pH and iron from MW003; and pH, sodium, sulfate, iron, manganese, and total dissolved solids (TDS) from MW005R. Once the sample results for these UIC parameters are below either the Maximum Contaminant Level (MCL), referenced in 62-550, Florida Administrative Code (F.A.C) or naturally occurring background for two consecutive sampling events, then UIC requirements will be considered complete.

The intention of this proposal is to perform groundwater monitoring of the select monitoring wells until two consecutive quarterly events document concentrations of the COIs below the respective GCTLs, with the objective towards obtaining an no further action, pursuant to Risk Management Option 1 (RMO I) closure, Rule 62-780.680(1) F.A.C.

DELIVERABLES

The firsts three sampling events will be summarized in an email reports and the last sampling event will document the four groundwater monitoring events into one report. The report will summarize the groundwater sample events, field observations, and results of monitoring well analysis, updated data summary tables, and exhibits (including a graphical depiction of the groundwater elevation data and analytical results).

SCHEDULE

It is anticipated that groundwater sampling will commence within two weeks from TA Authorization Each deliverable of each event will be submitted to FDEP within 20 business days following receipt of laboratory results.
