Proposal for Supplemental Site Assessment and Preparation of Report
Former Rose Printing Company ■ Tallahassee, FL
March 15, 2023 ■ Terracon Proposal No. PHF237020
PROJECT INFORMATION
Prior to being redeveloped as a printing shop in the late 1950s, the site was occupied by the Dale
Mabry Army Airfield during the 1940s and 1950s to train pilots and air crews during World War II.
During site operations as Dale Mabry Army Airfield, the area of the site served as location for bunkered underground storage tanks (USTs) that transported fuel in an underground pipeline to a fuel depot adjacent to a runway northwest of the site.
According to the Final Site Assessment Report - Site Assessment and Pipeline Abandonment Former
Dale Mabry Army Airfield Tallahassee, Leon County, Project No. I04FL0117-01, dated May 2016, prepared by Aerostar SES, LLC (Aerostar), this specific area of the fueling operations was identified as
“Site B”. Site B consisted of thirteen (13) 25,000-gallon USTs. It is believed that the north portion of this former tank area is north of the former Rose Printing Building and under the northwest corner of the former Rose Printing Building. Prior assessments performed at the site confirmed exceedances above the FDEP Cleanup Target Levels for soil and groundwater have been identified in this area. The reports reviewed suggest that the USTs and the pipeline were abandoned sometime prior to the site being occupied by Rose Printing. Only benzene, toluene, ethylbenzene, xylenes (BTEX) and lead were analyzed for in this prior groundwater assessment.
In a May 19, 2017 letter from FDEP to the U.S. Army Corp of Engineers (USACE), FDEP did not concur with the USACE recommendation for Site B and indicated the USACE “needs to conduct additional assessment activities at the site, and fully characterize and define the site’s groundwater plume, before the Department can determine if Site B qualifies for non-eligibility status”. This investigation was not performed.
In the fall of 2019, utilizing funds available from their US EPA Community Brownfield Assessment grant, the City of Tallahassee (City) contracted Terracon to perform Phase I and II Environmental Site
Assessment (ESA) activities prior to acquiring the site for redevelopment. Direct push sampling inside the building indicated significant groundwater impacts extended south of the former tank area under the building.
On March 3, 2022, FDEP approved the City’s application for further assessment and cleanup of this former airfield site. This following scope has been prepared to provide both an update to current onsite monitoring well data as well as perform additional horizontal and vertical extent profiling of the impacts to groundwater underneath the building and on the north portion of the site. The goal of this study is to provide an update to the original May 19, 2017 request by FDEP to the USACE and serve as an initial remedial planning tool for additional assessment and cleanup approaches to be implemented after the building’s demolition later in 2022.
SCOPE OF SERVICES
Based on prior discussions on phone and email, the proposed scope of services consists of four subtasks involving Project Management, developing a Workplan / QAPP and HASP, monitoring well installation and sampling, and producing a Supplemental Site Assessment Report:
Subtask Description
Subtask 1: Project Management This scope is provided for in the template worksheets
Subtask 2:
Workplan/QAPP/HASP
Develop a Workplan and Quality Assurance Project Plan and Health and
Safety Plan prior to field work for approval by FDEP
Subtask 3. Groundwater
Sampling and Analysis
▪ Mobilization/Demobilization to and from site.
▪ Supervise well installation of 10 shallow wells to 30 ft bgs constructed of 2-inch dia. PVC riser with 15 ft of 0.01-inch slotted screen. Additionally, install 2 deeper wells to 45 ft bgs constructed of 2-inch dia. PVC riser with 5 ft of 0.01-inch slotted screen.
▪ Collect soil cores continuously to total depth at each well location and field screen using an OVA/PID. Based on highest OVA/PID reading, A total of 6 soil samples will be collected for laboratory analysis for benzene, toluene, ethylbenzene and xylene (BTEX) by
EPA Method 8260, polycyclic aromatic hydrocarbons (PAHs) by EPA
Method 8270, and Total Recoverable Petroleum Hydrocarbons
(TRPH) by FL PRO. The analysis will be performed using a National
Environmental Laboratory Accreditation Conference (NELAC) approved laboratory.
▪ Collect 12 groundwater samples for laboratory analysis by BTEXM
(8260), PAHs (8270), and TRPHs (FL PRO). The analysis will be performed using a NELAC approved laboratory.
▪ Coordinate the collection and disposal of up to 45 drums investigation derived waste (IDW)
Subtask 4. Supplemental Site
Assessment Report
▪ Prepare a Supplemental Site Assessment Report with site history, methodology, conclusions, recommendations, tables, sample locations and concentration exhibits, sealed by a Professional
Geologist
SCHEDULE
It is estimated that the workplan, QAPP, and updated HSP can be submitted within five days of authorization and the supplemental site assessment can be implemented by mid-May 2023, or earlier should the current demolition activities be complete. A Supplemental Site Assessment Report can be issued within 20 business days of receipt of laboratory analytical results.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP
Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.
We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 850-692-7185.

This is a cost estimate subject to our stand terms and conditions, not a fixed price bid. Due to the variable nature of subsurface conditions, site acess constraints, and/or site specific information not made known to JSA prior to mobilization, work will be billed on the above unit costs unless otherwise agreed in writing. The client will be responsible for loss or damage to any and all equipment and any associated extra costs, as a result of adverse, risky or unknown site conditions, by requesting field staff to attempt work that is normally beyond the capabilities of the equipment. The client is responsible for any disposal of Investigation Derived Waste (IDW) generated during services unless otherwise stated. At JSA's discretion, a restock fee may be imposed on the invoice for well materials not utilized due to changes in scope by client. Payment terms are net 30 days upon receipt of invoice unless otherwise stated in writing prior to initiation of work.

If JSA elects to continue its work, it is entitled to receive an equitable adjustment in its contract price, including standby time, and for time to perform its work.
