About this file

This document comprises a Task Assignment Change Order (TACO) and supporting materials related to Contract HW687 between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. The change order, dated December 13, 2024, authorizes modifications to an existing task assignment (DC002D) for environmental remediation services at Village Cleaners in West Palm Beach, Palm Beach County. The work is being conducted under Project ERIC_5205, with Gabriel Sostre and Donna Cline serving as the respective FDEP and contractor project managers.

The TACO authorizes Terracon to switch independent delivery vehicle (IDW) subcontractors for transportation and disposal (T&D) services from Capitol Environmental to Erwin Remediation due to Capitol Environmental's inability to provide these services and its failure to include PFAS-containing liquid disposal costs. The amended contract value increased from $14,476.11 to $14,612.61, representing a $136.50 increase. This adjustment reflects revised IDW disposal costs: the original budget of $330 (2 drums at $165 each with Capitol Environmental) plus $200 for drums was replaced with $545 for one drum through Erwin Remediation and $100 for equipment, resulting in a net increase of $115 offset by a $100 reduction in drum quantities. The change order includes three competitive bids for IDW services, with Erwin Remediation providing the lowest quote at $545.00 per drum. The task assignment completion date remains December 13, 2024, and deliverables include annual groundwater monitoring and expanded PFAS sampling with invoicing contingent upon submittal and FDEP approval of monitoring reports.

Selected lowest bid IDW contractor (Capitol Environmental) no longer provides IDW services, and did not include costs for PFAS containing liquids. As a result, new IDW quotes were obtained from multiple contractors, resulting in a price increase for disposal of PFAS impacted purge water.

Change in contractor from Capitol Environmental to Erwin Remediation for IDW Transportation and Disposal of PFAS & VOH impacted liquids for one 55-gallon metal drum. This will be in an increase in original costs budgeted $165 x 2 Drums allotted =$330 budgeted.

New IDW total $545.00 x 1 drum for $545.00 from Erwin Remediation Low Bid. Change in number of drums used from 2 drums budgeted to 1 drum actually used, this will be a decrease in $100.

Included updated CEF, new IDW quotes and three bid worksheet, copy of WCD #1, and original TA package.

Original cost: 2 each 55-gallon drums ($200) and IDW T&D ($330) = $530 Revised cost: 1 each 55-gallon drum ($100) and IDW T&D ($545) = $645

Re: Non-Hazardous Drum Disposal of PFOS/PFAS Impacted Materials - West Palm Beach, FL

Ms. Endicott:

The price for the transportation and disposal (T&D) of eight (8) 55-gallon drums of non-hazardous PFAS/PFOS impacted soil and water from your site in West Palm Beach, FL is $195.00 per drum. Additionally, there is a one time profiling fee of $350.00. The total cost for the T&D of the eight (8) drums is $1,910.00.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.).
